TheTianjin Municipal Government (TMG) has applied for financing from theGlobal Environment Facilities (GEF)?through the World Bank as the GEF agency (IES) toward the cost of the $6.16millions, and intends to apply part of the proceeds for consultant services:
Sino-Singapore Eco-City Comprehensive Transportation SystemPlan (TAN2): The planning target aims tofully draw on the experience of the green transportation in the eco-city cooperation zone, scientific configure eco-citytransportation resources, reasonable arrange urban transport subsystems, co-ordinate the internal and external, passenger andgoods, short and long term transport, in order to support sustainable developmentof the new eco-city. The final report should beapproved by the Planning Bureau. The total estimated inputs of this project are 9.5 person-months of international experts and 44person-months of national experts, including Traffic survey, Urban Traffic Model, Urban Road, TOD, Public Transit, Pedestrian andCycling, Parking, Administrative Support Personnel of Expert Team. The scopes of work are:
a. the exiting traffic analysis and the evaluation of comprehensive transportation planningimplementation;
b. Comprehensive transportation model and demandanalysis;
c. comprehensive transportation developmentstrategy;
d. urban road plan;
e. Public Transit Plan and TOD study
f. Pedestrian and cycling system plan
g. parking facility plan
h. immediate planning and safeguardmechanism
The estimated man-month is 53.5.
The GEF SSTEC project management office (PMO), now invites eligibleconsultants to indicate their interest in providing the services. Consultant may expressinterest for this TA. Interested consultants must provide information indicating that they are qualified toperform the services (brochures, description of similar assignments,experience in similar conditions, availability of appropriateskills among staff, etc.). Consultants may associate to enhance their qualifications.
The attention of interested Consultants is drawn to paragraph 1.9 of the WorldBank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers[May 2004 and revised in October2006] ("Consultant Guidelines"), setting forth the World Bank's policy on conflict ofinterest.
Aconsultant will be selectedin accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers (current edition).
