The G overnment of the People’s Republic of China has received financing from the World Banktoward the cost of the Lushan Earthquak e Recovery and Risk Reduction Project, and intends to apply part of the proceeds forconsulting services.
The consul ting services (“the Services”) include full procurement services to thecontracts under the Project, i.e. all works and goods contracts, and part of consultancy services contracts. The services areexpected to last from 2017 to 2022.
Sichuan Urban Environment Project Office now invites eligible consulting firms(“Consultants”) to indicate their interest in pro viding the Services. Interested Consultants should provideinformation demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimumshortlisting criteria are:
i) The consultant has implemented o r been implementing at least one similarforeign-financed project (with the procedures, rules, and requirements similar to the WorldBank or Asian Development Bank) everyyear in five years (2011 – 2015), and completed at least half of procurement assignment s in each project, with evidenceprovided by the clients;
ii) The consultant shall possess Class-A qualification for the proc urement agent of civil worksissued by the Ministry of Housing and Urban-Rural Development of People’s Republic of China, and Class-A qualification forthe procurement agent of central government investment projects issued by the National Development and Ref orm Commission ofPeople’s Republic of China before contract award.
Documents required include the following, but no t limitedthereto:
i) Legal name of the firm and its business licenses;
ii) Contact person and details (address, phonenumbers, and email address);
iii) Firm's general profile, or brochures;
iv) Describe the organization structure, staffing situation and facilities;
v) List general projects experiences for the lastten years, including the completed and the on-going projects;
vi) Other documentation as firm finds necessary to demonsst teate its capability and competency to the assignments.
The attention of interested Consultants is drawn to paragraph1.9the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants byWorld B ank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the WorldBank’s p olicy on conflict of interest.  In addition, please refer to paragraph 1.9 of Consultant Guidelines forconflict of interest re lated to this assignment.
Consultants may associate with other firms in the form of a jointventure or a sub-consultancy t o enhance their qualifications.
A Consultant will be selected in accordance with theQuality and Cost Based Selection (QCB S) method set out in the Consultant Guidelines.

The People's Republic of China has received financing from the Global Environment Facility toward the cost of the RenewableEnergy Scale-up Program Phase II, and intends to apply part of the proceeds for consultingservices.
The China Renewable Energy Scale-up Program (CRESP) has been developed by the Government of China (GOC) in cooperation withthe World Bank (WB) and the Global Environment Facility (GEF) to provide assistance with the implementation of a renewable energypolicy development and investment program. The program implementation cycle will be divided into three different implementationphases. The objective of CRESP Phase II which is effective presently is to support Chinese government's 12th FYPto enable continuedand sustainable scale-up of commercial renewable energy development through cost reduction, efficiency improvement, andsmoothintegration to the grids, thereby contributing to government'starget of reduction in carbon intensity. The program is managed bythe CRESP Program Management Office (PMO) on behalf of the National Energy Administration (NEA).
In the component of Renewable Energy Technology Improvement of CRESP PhaseII, PMO is planning to carry out a consulting taskof "International Benchmarking and Case study for Three Offshore Wind Farm Guidelines", which aims to improve the three preparingoffshore wind sector technical codes: "offshore wind farm project wind turbine foundation design specifications," "offshore windfarm booster substations design guide" and "offshore wind farm AC submarine cable laying technical guidelines" so as to improve thestandards to the international level and provide technical support for China's offshore wind power base development..The consultingservices include:
Ÿ  Task1. Study on critical technicalindicatorbenchmarking and their international popularity
Ÿ  Task2. Carry out case studies based on offshorewind practices
Ÿ  Task3. Modify and improve the standards developedand prepare for final approval
The contract is expected to be started from June 2017 and the contract duration is 9 months.
The CRESP PMO now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services.Interested Consultantsshould provide information demonstrating that they have the required qualifications and relevant experienceto perform the Services. The shortlisting criteria are:
Ÿ  Familiar with China's offshore wind power projectpreliminary design, construction and operation;
Ÿ  Extensive experiences in offshore wind turbinefoundation, substation and submarine cable design, construction and/or certification;
Ÿ  Have long been working on technical codes andstandards of internationaland domestic offshore and/or onshore wind related technicalstandardization;
Ÿ  Has a rich pool of experts experienced in technicalcodes and standards of international and domestic offshore wind turbine foundations, substations, undersea cables, or offshoreplatforms;
Ÿ  Have capacities in case studies and assessment foroffshore wind foundation, substation and undersea cable in the world;
Ÿ  Participated in "Offshore wind farm project windturbine foundation design specifications," "offshore wind farm booster substations design guide" and "offshore wind farm ACsubmarine cable laying technical guidelines" standard preparation and drafting;
Ÿ  Strong capacity in offshore wind power standardresearch and ability to promote standardization.

GEF “Dioxins Reductions from the Pulp and PaperIn dustry in China” ProjectDevelopment of training materials and program for sector BAT/BEPpromotion for mills and design institutes
Global Environmental Facility (GEF) “Dioxin reduction from thepulp and p aper industry in China” project (“the project” for short) has been initiated since June, 2012. Withthe purpose ofgradually eliminating the applications of elemental chlorine-free bleaching technology in the pulp and paperindustry, and promotin g the applications of BAT/BEP in the industry, thus to reduce dioxin emissions in the pulp and paperindustry, the project shall sel ect typical non-wood pulps mills to carry out the BET/BEP demonstrations, and to support thedevelopment and application of nationalimplementation plans for dioxin reductions in the whole sector.
To promote outcomesand achievements of the project to the wh ole sector, FECO/MEP is seeking an independent consultant firm (refer as ‘theconsultant’) to support FECO/MEP to develo p the training material and implement the training works for the dioxin pollutantcontrolling in the pulp and paper industry. This a ctivity is aimed to enhancing the related knowledge and technology and will besignificant for the POPs reduction and control.
the project has decided to choose one consulting organization toimplement mentioned above. Qualified organizations are invit ed to submit paper of intent. Any organizations interested in theinvitation should provide relative files to prove the qualificatio ns required by the project and relative project experiences.More information and requests are listed below:
I. Main w orks and outputs
1. Mainworks
(1) To make detailed implementation plans according to terms of inference of the project. The consultingorganization should specify detailed objectives, work contents, work methods/tools, detailed activiti es andoutput.
(2) Training Material Development.
(3) Carry out the training works.
(4) To finish thesummary report of the implementation works.
2. Main outputs
The main outputs include: Satisfactory training materialabout the dioxin pollutant control in the pulp and paper industry.
Detailed responsibilities and requests of the outputs are llis aboed in terms of reference (TOR).
II. Time Arrangement
To finish all work in 8 months aftersigning t contract.
III. Qualifications
Qualifications required for the bidders are listed asbelow:
The consultant should be an independent legal entity.Specific qualification requirements for theconsultant include:Ability to special education in the environmental field, with extensive experience intraining and education organizati ons and platformsBe able to set up a project implementation team with the requiredexpertise and knowledge of experts and the team should have good information gathering, organizing and writingability.Knowledge of the Stockholm convention requ irement underrating of the working progress of nationalimplementation, and have experience in similar training project is preferred

As forthe World Bank’s policies on the conflict of interest, relative contents   can be found in the 1.9 chapter of the“Guidelines: selection and employment of consultants under IBRD loans and IDA cr edits and grants by World Bank” (i.e.“Guidelines of consultants” , January, 2011).
The implementation insti tution will carry out the evaluation basedon the “Selection Based on Consultants’ Qualification (CQS)” in the &ld quo;Guidelines ofconsultants”.
