  1. Recommend rehabilitation work items and confirm their alignment with the asset’s long-term maintenance plan. (See item ‘e’ below.)
  2. Provide a cost estimate of the proposed work items.
  3. Prepare contract specifications for the repair works.
  4. Provide construction supervision services.
  5. Provide a long-term asset management plan.

Any locations subject to any of the Comprehensive Land Claim Agreements are excluded.  An independent 3rd party commissioning firm is defined as a firm that is completely independent from the projects design consultant, general contractor or any subcontractors. Typically, the firm will be contracted by, and report directly to, the owner or the owners representative.  The intention is for all firms to offer to do work in each province noted above. Suppliers must have been responsible for delivering commissioning projects which include each of the Discipline Services listed in this RFSA. The Supply Arrangements will remain valid for a period of five years or until such time as Canada no longer considers them to be advantageous to use them. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Canadian Free Trade Agreement (CFTA).  The resulting Supply Arrangements will not be used for deliveries within a Comprehensive Land Claims Settlement Area (CLCSA).  All requirements for delivery within a CLCSA are to be submitted to the Department of Public Works and Government Services for individual processing.
