Background

The Chief Electoral Officer of Canada (“CEOC”), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.

EC requires the consulting services of a Business Consultant – Level 3 to assist with the analysis, evaluation, development of business processes, and planning in order to ensure the on-going current innovation projects are in place before the next GE in 2019.

Requirement

The objective of this project is to ensure the on-going current innovation projects are in place before the next GE in 2019.

The next general election (GE 2019) is approximately 30 months away. Currently EC has several key innovation projects already underway that must be in place for the next GE. The agency requires a Senior Business Consultant to assist with business transformation planning and change management. Due to time constraints (30 months) EC needs a resource with good knowledge, understanding and experience with EC business processes and systems.

Due to the wide variety of projects that contractor will assist with, it is expected that contractor must possess project manager and business analysis experience. Additionally, the contractor must possess experience in change management, communication, and engagement. Contractor must provide the following deliverables:

  • High level and detailed project plans – as required;
  • Briefing notes – as required;
  • Process flow diagrams – as required;
  • Use Cases – as required;
  • Microsoft PowerPoint presentations (slide decks) – as required;
  • Functional and process analysis;
  • Business Requirements Definition documents;
  • Other diagrams as required;
  • Other documents as and when required.

Period of the Contract

The Contract period will be from the Effective Date of the Contract until March 31, 2019 (the “Initial Term”). The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by 1 (one) additional period of one year under the same terms and conditions.

Within the context of its IT Modernization Program, the Canadian Intellectual Property Office (CIPO), a special operating agency of Industry Canada, requires the services of a Level 3 Change Management Consultant to advise, coordinate and assist with deliverables related to Realizing Program Benefits, Change Leadership and Stakeholder Engagement.
