Title: Data Entry Consultant for Pacific Region’s Fish Sales Slips

This bid solicitation cancels and supersedes previous bid solicitation number F5211-160057/AdatedJanuary 15, 2016with a closing of January 29, 2016at14:00 AST. A debriefing or feedback session will be provided upon request to bidders who bid on the previous solicitation.

OBJECTIVES OF THE REQUIREMENT

The purpose of this request is to solicit proposals a contract to process and enter data from fish sales slips into the DFO Pacific Region’s database (PACHARV3). The Fisheries Management Data Services Unit has been contracting the data entry and processing of fish slips since 1987.

BACKGROUND

A Sales slip is a document completed as a result of an offloading of commercial catch. It records the details of the sale of fish to a provincially licenced fish buyer or to the general public. These details include information about the parties involved, fishing location, landing date, species, and amount and value of fish purchased. This document is a requirement of provincial legislation and many federal commercial fishing licence conditions. This document has been the cornerstone of the federal statistical reporting system since 1951.

PERIOD OF CONTRACT

The period of the Contract is from award to March 31, 2017 inclusive with two (2) optional periods of one (1) year.

SECURITY

The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at the level of PROTECTED A, issued by the Canadian Industrial Security Directorate, Public Works and Government Services Canada.

The Contractor/Offeror personnel requiring access to PROTECTED information, assets or work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce or store PROTECTED information until the DFO or the CISD/PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed up to the level of PROTECTED A.

Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the DFO or the CISD/PWGSC.

MANDATORY REQUIREMENTS

Proposals will be evaluated in accordance with the mandatory evaluation criteria as detailed herein. Bidders’ Proposals must clearly demonstrate that they meet all Mandatory Requirements for the proposal to be considered for further evaluation. Proposals not meeting the mandatory criteria will be excluded from further consideration.

Mandatory Criteria

M1 The Bidder has provided a plan to accommodate any urgent return requests of Fisheries Sales Slips in order to meet the desired turnaround time

M2 The Bidder must provide a completed copy of the Annex “C-1” to demonstrate that The Bidder and its resources comply with the security requirement stated in Part 6 - Resulting Contract Clauses and The Security Requirements Check List (SRCL and related clauses), as set out under Annex C to this RFP/Contract at the time bid closing.

M3 For each proposed resource the bidder must include within the proposal, a resume that lists all projects that demonstrates their required experience.

M4 A) The bidder must provide one (1) resource as a fisheries expert.

B) The proposed fisheries expert must have at least five (5) years of experience in catch monitoring or data collection from at least five (5) Pacific Region commercial fisheries.

C) The proposed Fishery Expert must provide proof of a Bachelor of Science degree from a recognized institution as determined by the Canadian Centre for International Credentials (www.cicic.ca). Proof is considered to be a copy of the degree

M5 A) The bidder must provide two (2) resources as data entry resources.

B) Both proposed data entry resources must have at least one (1) year (12 cumulative months) experience in data entry/input in a government of Canada context.

These buildings are served by a central natural gas boiler plant providing hot water for heating & domestic hot water. Further, the majority of the buildings are connected to a central cooling pant (providing chilled water for cooling), known as the Energy Centre. Electricity is supplied by Nova Scotia Power Incorporated (NSPI) and there is one main meter for all buildings on the campus. PERIOD OF CONTRACT The required services are to be performed during the period commencing upon contract award and are to be completed by March 16, 2015. Description of Work:

The Government of Canada has launched an ambitious multi-year transformation initiative, which requires departments to create an inventory of all applications to be hosted by Shared Services Canada (SSC). The initiative requires departments to align with the Treasury Board Secretariat’s (TBS) Application Portfolio Management Strategy and with the objectives of central and common services agencies for the management and governance of applications.

In response, Fisheries and Oceans Canada (DFO) launched its Application Rationalization Initiative (ARI) to modernize, integrate and rationalize its applications. One of the guiding principles of ARI is to identify common programs and service requirements, standardize business processes and seek generic solutions that can be replicated and shared, where possible.

EFM requires professional services to assist with the Sector’s overall management and coordination of transformation activities for the EFM SI portfolio, and to guide and facilitate analysis, evaluation and definition of the end-state business architecture, at the portfolio level, and to ensure proper alignment with the information management and information technology architectures and requirements.
