REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) Republic of Belarus Transit Corridor Improvement Project Loan No. 8459-BY Request for Expressions of Interest Assignment Title: Consultancy services to develop the framework forTraffic and Road Safety Coordination Center (TRSCC). The Republic of Belarus has applied fora loan from the International Bank forReconstruction and Development(IBRD) toward the cost of the Transit Corridor Improvement Project, and it intends to apply part ofthe proceeds for consultant services for developing the framework for Traffic and Road Safety Coordination Center (TRSCC). The  scope  of  consultant services will include (i) analysis of existingelements of intelligent transport systems used for maintenance of Republican roads of Belarus; (ii) review of existing informationstreams and development of the scheme of their integration into common information space of TRSCC; (iii) development of TRSCCdetailed conception; (iv) development of TRSCC architectural design; (v) development of construction design for TRSCC; (vi)development of the terms of references including technical specifications for the bidding documents to be used for the selection ofcontractors for TRSCC  upper level software and hardware development, as well as  integration with existing information services and software;(vii) development of biddingdocumentation for TRSCC procurement; (vii) development of methodology for monitoring and project efficiency assessment; (ix)project implementation monitoring and supervision. Functioningof TRSCC should be provided through stationary and mobile control units connected by appropriate communication channels ofsufficient capacity with the centralinformation processing station. The estimated time span for consultant services shall be aboutthree years. The assignment isexpected to start in July2015. It is expected that Consultant has experience in project implementation related todevelopment, design and implementation of integrated intelligent transport system and traffic managementsystems. The Consultant shall confirm the knowledge of standards, norms and rules ofInformation and Communications Technologies  in the Republic of Belarus, as well as theknowledge of European standards, e.g. EUROCODES. The European Bank of Reconstruction and Development (the “EBRD” or the “Bank”) is considering a sovereign loan to finance a solid waste management project for the Puhovichy and Cherven districts in Belarus (the “Project”). The solid waste management in the Puhovichy and Cherven districts are managed by the Puhovichy Housing and Communal Service Company (“HCSC”) and Cherven HCSC respectively, serving a total population of 110,000 people. Puhovichy HCSC is the bigger company of the two and in addition to waste management services, it also operates services such as central heating, technical services for housing and other public utilities. Cherven HCSC has a similar profile and is responsible for managing solid waste, as well as providing hot water, central heating and technical services for households.

A feasibility study on the construction of a municipal solid waste landfill and a transfer station in order to increase the effectiveness of waste management in the Puhovichy district was carried out in 2013-2014. The study recommended to establish a regional waste management system, including a landfill disposal and transfer station for the districts of Puhovichy and Cherven. Another key recommendation from the study was to establish a new common landfill at the old sand quarry near the Municipality of Rovchak for the safe disposal of municipal solid waste from the above districts and rural communities.

Since the completion of the feasibility study, the EBRD has had discussions with the Ministry for Housing and Communal Services about the proposal of including additional regions and districts in the original catchment area. The total population to be covered by the Project would increase from the original 110,000 people to be serviced to 230,000 people by 2030 by the development of a new satellite town near Rudensk. Following detailed discussions and site visits to potential locations for the new landfill site to cater for the extended region , the Bank is seeking to appoint a suitably qualified consultant (the “Consultant”) to carry out an additional study to clarify a number of technical and cost aspects related to the extension of the project, in accordance with the requirements as set out below (the “Assignment”).

The Consultant shall assist the Bank to carry out a technical review including without limitation an investment plan for the planned extension of the Project area.

Specifically, the Consultant shall provide services as follows:
• Assess current waste management system conditions, identify existing equipment, infrastructure, company structures, companies set-up, local institutional set-up, existing collection contract regimes (if any), private sector involvement, assets ownership; provide a detailed analysis on current number of customers, collection methods, solid waste disposal, billing, collection of payment; update a forecast model on waste quantities, composition, distribution; and assess future logistics requirements.
• Prepare an update estimate of the forecast of waste quantities
• Develop a detailed technical and environmental comparison between the two alternatives, including groundwater analysis and site investigations
• Verify the sanitary protection zone (“SPZ”) distances
• Review of transportation routes and pedestrian/road safety arrangements
• Assess the requirement of Transfer Station with enlarged project area and any additional land acquisition this may involve;
• Assess the closure of the existing landfills in Puhovichy and Cherven districts;
• Assess waste pickers
• Confirm project cost estimations.
Once the preferred site is identified, confirmed and approved by the Client and the Bank, the Consultant should complete:
• Assess the technical consequences for the proposed landfill and prepare a revised plan for the stepwise extension of the landfill and an estimate of the total active landfill lifetime.
• Estimate additional investments
• Assess the possibility of landfill gas extraction and energy production based on the expanded catchment area.
• Identify any institutional restrictions and prepare solutions
• Update the existing financial model and Economic Rate of Return calculation.
• Carry out a greenhouse gas (“GHG”) assessment of the project,
• Prepare a summary table for the Bank including project benefits expected in line with Bank monitoring indicators;
• Based on the findings from the above, recommend actions to be taken by the Bank.

Assignment Start Date and Duration: The Assignment is expected to start in June 2015 and has an estimated overall duration of three months.

Maximum Cost Estimate for the Assignment: EUR 200,000 (exclusive of VAT). Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank the Assignment may be extended beyond the current scope.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Eligibility: Participation is restricted to firms registered in the Czech Republic and experts being either Czech nationals or permanent employees of the firm registered in Czech Republic. Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous experience related to solid waste management projects, including without limitation experience in developing waste management projects, waste management practices, the financial and technical issues of the sector, investment and operating costs and practices, and the relevant Regional and European Union environmental laws and standards.

Project Description: Bank Moscow-Minsk (the "Client" or "BMM") is a medium-sized bank, carrying out conventional banking operations such as lending, mainly to large corporate clients and Micro, Small and Medium Enterprises ("MSME") (ca. 92% of GLP), foreign exchange, customer deposit taking, interbank and customer funds clearance. All of its loans have been issued at market terms, including those legacy exposures to state-owned companies (46.6% of the GLP), which were issued at a time when the bank was controlled by its previous owner Bank of Moscow. BMM has requested the European Bank for Reconstruction and Development ("EBRD" or the "Bank") to provide technical assistance for improving the efficiency of its MSME lending operations and expand access to finance for private MSMEs that are underserved in Belarus.

Assignment Description: The Bank now intends to engage a consultant (the "Consultant") to assist the Client expand its capacities in MSME lending to effectively and efficiently provide (multi-purpose) MSME loans to enterprises across the country on a sustainable basis (the "Assignment").

Belarus: Public Procurement Reporting Module for the National eProcurement System

Project Description:
The World Trade Organization (WTO) establishes international agreements to facilitate international trade and remove trade barriers; however, public contracts funded from state budget were traditionally a privilege of domestic suppliers and inaccessible to international bidders. This approach changed in 1994 with the adoption of the WTO Agreement on Government Procurement (GPA).

Since 2010 the European Bank for Reconstruction and Development (EBRD or the Bank) has been actively supporting countries pursuing accession to the WTO GPA, working in cooperation with United Nations Commission for International Trade Law (UNCITRAL) and the WTO GPA Secretariat. The adoption of the revised text of the GPA in 2012 motivated a number of countries to consider accession to the GPA as a step in their public procurement reform process. The growing interest in GPA accession in the EBRD countries spawned an idea for structured cooperation between the EBRD and the WTO GPA Secretariat, which resulted in the creation of the EBRD GPA Technical Cooperation Facility (the EBRD GPA TC Facility).
In 2016 Belarus resumed its WTO membership negotiations. Now moving forward with the WTO accession is a priority for the country and the government views the WTO membership as a tool for the integration of Belarus into the global economy and for strengthening the competitiveness of the national economy, as well as an important element of an attractive investment climate. Furthermore, Belarus has decided to commence the evaluation of its readiness for the 2012 WTO GPA accession. In this context, the Belarus authorities have requested the EBRD to provide technical assistance with modernising their national public procurement system in line with the 2012 WTO GPA requirements and international best practice.

Assignment Description:
To address this request, the EBRD Legal Transition Programme (LTP) has designed a new assignment under the auspices of the EBRD GPA TC Facility (the Assignment) to assist the Belarus authorities with the development of public procurement analytical and reporting tools for the national electronic procurement system/s in Belarus (the eProcurement System).

The Bank now intends to engage a consulting company (the Consultant) to develop and pilot dedicated analytical and reporting tools for the eProcurement System in Belarus. These tools should be based as a minimum on the Advanced Open Contracting Data Standard and the Consultant will be working under instructions from the EBRD Operation Leader in the Legal Transition Programme as well as under supervision of the Help Desk of the Open Contracting Partnership.

The Consultant will:
1) Support the PP Department with developing new data-driven monitoring procedures for public procurement conducted electronically on the eProcurement System in Belarus;
2) Assist with redeveloping the Open Data Observer and Open Data Explorer – reporting and analytical tools produced by the Transparency International Ukraine, for the implementation in the national eProcurement System in Belarus;
3) Undertake an implementation of the Open Contracting Data Standard on the national eProcurement system by data mapping, integration and developing a dedicated business intelligence tool;

6) Assist with piloting new monitoring module during preparation of annual reports for electronically conducted public procurement for a period of 12 months since enabling use of new tools on the national eProcurement System.

The expected outcome of the Consultant services is as follows:
1) Three ready to use applications: business intelligence tool, Open Data Observer and Open Data Explorer applications, integrated with data sources and the web-portal;
2) Maintenance service agreement for a period of 12 months;
3) Subscription for hosting service, if hosting is not provided by the Belarus authorities;
4) Online training materials for business intelligence tool and redeveloped Open Data Observer and Open Data Explorer applications;
5) Training Programme for the eProcurement System administrators and key users.

Status of Selection Process: Interested firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in December 2017 and shall be completed within 12 months.

Cost Estimate for the Assignment:
EUR €240,000 (exclusive of VAT). The Assignment/contract may be extended to include piloting in other countries of operations, subject to performance, Bank’s needs and availability of funding.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source:
It is expected that the Assignment will be funded by the EBRD Shareholder Special Fund. Please note selection and contracting will be subject to the availability of funding.

Consultant Profile:
The Consultant’s team will incorporate both international and local experts. The Consultant’s team will have substantial experience in developing public procurement reporting tools for eProcurement systems, the implementation of the OCDS in eProcurement systems and providing capacity building and piloting assistance in this regard.

Key Experts shall include:
i. Key Expert 1: international eProcurement adviser, with proven experience in developing OCDS-based reporting tools for eProcurement systems;
ii. Key Expert(s) 2: international eProcurement IT expert(s), with proven experience in developing business intelligence and OCDS-based reporting tools for eProcurement systems;
iii. Key Expert(s) 3: local eProcurement IT expert(s), with practical knowledge of the national eProcurement System, which will work closely with international experts throughout the implementation of the Assignment and provide for all necessary programing of redeveloped open source tools.

All experts should be fluent in Russian and English. Previous knowledge of Prozorro Observer and Prozorro Explorer will be in advantage.

Project Description: The Unitary Enterprise Polotskvodokanal (the Client) has requested the European Bank for Reconstruction and Development (the EBRD or the Bank) to provide technical assistance for the construction of new wastewater treatment facilities in the city of Polotsk including aeration tanks, sedimentation tanks, sludge pumps, air blowers, etc., to ensure compliance with the national and EU standards and HELCOM recommendations for effluent quality treatment (the Project).

Assignment Description: The Client now intends to retain a consulting company (the Consultant) to support the Company and the Company’s Project Implementation Unit (PIU) in all aspects of Project implementation, including preparation of design, technical specifications, tender documentation, assistance with tendering, tender evaluation and contract finalisation, administration and supervision of the contract implementation including the implementation of the Environmental and Social Action Plan (ESAP), as well as set up of the disbursement system (the Assignment).

The overall objective of the Assignment is to facilitate the timely and effective implementation of the Project by rendering assistance to the Company in the implementation of the Project, including design, all aspects of procurement and disbursement, and environmental and social (E&S) requirements.

With the involvement of the Consultant the Company will have access to the best practice in the implementation of the Project and procurement of works, as well as advice on specific technical issues including E&S requirements. The Consultant will provide assistance in procurement of works and goods completely in accordance with the procedures, specifications and documentation of the Bank and pursuant to all other agreements stipulated in the Loan Agreement signed between the Company and EBRD.

The Consultant shall perform the following main tasks:

  1. Overall project management support as required.
  2. Design the works and prepare technical specifications for goods.
  3. Arrangement of preparation of the prequalification, if any, and tender documents for procurement of works and goods;
  4. Arrangement of the tendering procedure for works and goods, including evaluation of tenders and drafting tender evaluation reports.
  5. Administration of contract implementation including, where appropriate, works supervision or assisting  with works supervision.,
  6. Arrangement of timely disbursements under the contracts.

The work of the Consultant refers to the whole Project and not only to the portion financed by EBRD. The Project is expected to finance the priority investments as defined in the Feasibility Study prepared by Posch and Partner in 2015.

The Project is expected to finance the following investment components:

  • Construction of new main wastewater (sewer) collector from pumping station #9 to Polotsk Wastewater Treatment Plant (”WWTP”) (7,055 metres)
  • Rehabilitation of pumping station #9; and
  • Completion of modernisation of Polotsk WWTP including discharge facilities.

Assignment Start Date and Duration: The Assignment is expected to start in Q1 2016 and has an estimated overall duration of 36 months.

Cost Estimate for the Assignment: EUR 750,000 (exclusive of VAT).  The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: Austrian Fund for Municipal Infrastructure. Selection and contracting is subject to the availability of funding.

Eligibility: Consultancy firms shall be entities registered in Austria and all experts proposed by the entity to work on the assignment must be either Austrian nationals or permanent residents of Austria. However, up to a maximum of 25% of the maximum contract amount may be used to finance services of local experts who are nationals of Belarus or consultancy firms of Belarus.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with preferably previous project experience in administrative management, procurement, design and supervision of similar construction works and acquiring of equipment for water and wastewater rehabilitation projects in comparable climatic and geological conditions.

It is anticipated that the Consultant’s team shall include the following Key Experts listed below, with short-term support as required in other disciplines:

  • Project Manager;
  • IFI Procurement and Contracts Specialist;
  • Water and Wastewater Engineers (Design);
  • Finance/Disbursement Specialist;
  • Engineers (Construction Supervision);
  • Environmental and social specialist.

All experts shall have approximately 5 years or more of experience of the activity, which they are proposed for in a similar position including:

  • design and project management experience gained in countries with climatic conditions similar to the project sites;
  • construction and supply experience gained in countries with climatic conditions similar to the project sites;
  • experience in design of water supply and wastewater projects;
  • knowledge and practical experience of FIDIC and/or World Bank/EBRD Supply and Installation and Works contractual arrangements;
  • experience in (i) planning and design activities; (ii) assistance with planning and design activities; (iii) project management; (iv) project management assistance; (v) engineering; (vi) procurement of goods, works and services;
  • good knowledge of procedures and rules of procurement of international financial institutions, such as the World Bank, ADB or EBRD;
  • knowledge and understanding of EBRD’s environmental and social requirements and past experience of assistance in their successful implementation; 
  • knowledge of requirements of Belarusian legislation concerning construction, financial, accounting and disbursement issues.

Non-key experts are expected to include local experts.
