This Invitation for Expressions of Interest follows the General Procurement Notice for this project published in section “Procurement Opportunities” on the EBRD website on 20 January 2016.

Elektroenergien Sistemen Operator EAD (“the Employer”, “ESO EAD”) intends to use the proceeds of the Grant, provided by the Kozloduy International Decommissioning Support Fund (“KIDSF”), administered by the European Bank for Reconstruction and Development (“the Bank”), to cover the costs of the project for Construction of a new 400 kV power line from TPP Maritsa East 2 (s/s Maritsa East) to s/s Plovdiv (“the Project”). ESO EAD established a Project Management Unit (PMU) in order to manage, coordinate and monitor all aspects of the Project implementation. 

ESO EAD intends to engage a Consultant (PMU Consultant) to support the PMU in the preparation and implementation of the Project.

 

Assignment Description:

The PMU Consultant shall assist the PMU during the procurement preparation and implementation of the Project through:

  • Assistance and advice during the preparation of the procurement documents for selection of construction supervisor and contractor for the construction of the new 400 kV power line from TPP Maritsa East 2 (s/s Maritsa East) to s/s Plovdiv, including review, comments, corrections and suggestions on the compliance with the EBRD Procurement Policies and Rules and the FIDIC conditions of contract;
  • Assistance to the PMU during the selection of construction supervisor and the tender procedure for selection of contractor for the construction of the new 400 kV power line from TPP Maritsa East 2 (s/s Maritsa East) to s/s Plovdiv, and in respect of the conformity with the EBRD Procurement Policies and Rules; review of the drafted contracts with the selected contractors;
  • Support during the implementation of the Project. Depending on the need and the occasion, provision of technical, administrative or legal help to the PMU during the implementation of the contracts and in case of claims to the Employer;
  • Preparation of quarterly reports, as well as a completion report on the implementation of the Project.

 

Status of the Selection Process: Interested Consultants are hereby invited to submit expressions of interest.

 

Assignment Start Date and Duration: The Assignment is expected to start in the second quarter of 2016 and the estimated total duration is 36 months.

 

Maximum Budget Available for the Assignment: EUR 90,000 (ninety thousand euro) (excluding VAT).

This Consultancy Assignment will be financed with grant resources from KIDSF and shall be free from any and all taxes, custom duties or other fees or mandatory payments arising in or as a result of performance of services in the country of the Assignment (Bulgaria).

 

Funding: The contract will be financed from a grant from the Kozloduy International Decommissioning Support Fund (“KIDSF”).

 

Eligibility: Consultant selection will be carried out in accordance with the EBRD Procurement Policies and Rules and will be open to firms from any country. The proceeds of the KIDSF Grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Employer's country.

 

Consultant Profile: Corporate services are required.

The Consultant must demonstrate experience and knowledge for the last 10 (ten) years in the following areas:

  • procurement and contract management in line with the rules of EU and international financial institutions, such as the World Bank, EBRD or EIB and with the FIDIC conditions of contract;
  • project management in energy sector;
  • technical knowledge and expertise in the construction of linear electricity infrastructure;
  • good knowledge of the Bulgarian legislation related to the implementation of investments in the electricity sector.

Each of the requested experience areas above shall be demonstrated at least within one completed assignment.

Submission Requirements: Consultants seeking to be selected shall provide the following information in order to determine their capabilities and experience:

  • An Expression of Interest letter;
  • A short description of the company, including company profile, organization structure and staff;
  • Details of relevant experience and knowledge of the company acquired in the last 10 years. The information submitted shall include the following: project title; consultancy assignment title/role; location; start and completion dates; name of the Contracting Authority/Client; total project value and consultancy service contract price; funding source, objectives and description of the project; description of the functions and the tasks carried out within the consultancy assignment and shall be accompanied by letters of reference from the Contracting authorities / Clients;

The selection will be made from the responses to this notification only and based on the evaluation of the short-list firms’ proven experience and current expertise related to the assignment. Short-listed Consultants will not be asked to submit proposals.  Only the highest-ranked Consultant will be requested to submit technical and financial proposals, if invited to negotiate the contract, subject to availability of funding.

Assignment Description: Bulgartransgaz EAD received grant funds from the Kozloduy International Decommissioning Support Fund (“KIDSF”), administered by the Nuclear Safety Department of the European Bank for Reconstruction and Development (“EBRD” or the “Bank”), under Grant Agreement No. 057 for implementation of the Project for construction of high pressure gas transmission pipelines with automated gas regulation stations (AGRS) and connection of the municipalities of Panagiurishte, Pirdop, Svishtov, Razlog and Bansko to Bulgartransgaz EAD national network (the “Project”).

Bulgartransgaz EAD, in compliance with Section 5, Paras 5.3 and 5.6 of EBRD Procurement Policies and Rules (PP&R) dated October 2014, now invites consultancy companies which possess the required qualification and design teams with design capacity according to the relevant Bulgarian legislation to express interest in executing an investment design of gas transmission pipeline to Svishtov (Designer/Consultant).

Procurement shall be carried out in accordance with Section 5 of EBRD PP&R based on EBRD Standard Request for Proposals for Selection of Consultants.

The scope of services of the Designer shall be as follows:

  1. Drafting of Detailed Spatial Plan - Parceling Plan in phase preliminary and phase final;
  2. Activities related to approval and coordination of the Detailed Spatial Plan - Parceling Plan;
  3. Ecological and compliance assessment; Elaboration of EIA and SIA reports (if any);
  4. Investment design preparation – Technical and Detailed;
  5. Coordination and approval of the Technical and Detailed Design and full support to Bulgartransgaz in obtaining construction permit;
  6. Designer supervision during construction according the requirements of the Bulgarian Spatial Development Act and other relevant legislation.


Note: All coordination and approval procedures, as well as procedures for issuance of permits and decisions within the scope of the Contract shall be fulfilled in accordance with Bulgarian legislation.

All documents prepared by the Designer shall be in Bulgarian language. Bulgartransgaz EAD may request some of them or summaries to be presented in English as well.

Status of the Selection Process: Interested candidates are hereby invited to submit expression of interest.

Assignment start date and duration: The work of the assignment will start in the first quarter of 2016. The duration of Consultancy contract for design will take about 28 months in total (including the designer supervision during construction).

Maximum budget available for the assignment: EUR 380,000.00 (tree hundred and eighty thousand Euro) VAT excluded.

Funding source: The contract is financed with 50% grant funds under Grant Agreement 057 from KIDSF and 50% by Bulgartransgaz EAD.

Eligibility: The selection of a Designer will be performed pursuant to EBRD PP&R with the exception of country eligibility restrictions defined within the KIDSF Rules and will be open to Consultants from the following eligible countries as of 1st December 2015: EU member states, Switzerland and EBRD countries of operation.

Consultant Profile: Corporate services are required.

The Consultant must have valid certificates for implemented management systems as follows:

  • ISO 9001 for a quality management;
  • ISO 14001 or equivalent for environmental management.

The certificates of the Consultant (or of the members of the joint venture) must contain activities related to “Design”. To prove this requirement the Consultant must provide copies of the valid certificates. In case of a joint venture, the requirement shall be jointly fulfilled by the joint venture.

The Consultant must demonstrate experience for the last 7 (seven) years in the following areas:

  • Preparation of Detailed Spatial Plan - Parceling Plan of gas pipelines.
  • Preparation of EIA of gas pipelines.
  • Preparation of Technical and/or Detailed Design of gas pipelines with pressure more than 1,6 MPa, DN equal or more than 200 mm, total length not less than 20 km. The designs must include also relevant facilities to the gas pipelines and namely: one or more valve station/s and/or one or more regulation station/s and/or one or more scraper (pigging) station/s.

Each of the requested experience areas above shall be demonstrated at least within one completed assignment.

“Design of gas pipelines” means design of pipelines made of steel pipes.

“Completed assignments” means assignments, for which an acceptance protocol is signed between the client and the designer or a reference is issued by the client. Experience in the design in the area of gas supply in Bulgaria shall be considered as advantage.

The Consultant is expected to engage a sufficient number of experts to enable the proper execution of the specified scope, including EIA execution (if any). The Consultant must have available staff with qualifications as required by the Bulgarian legislation, relevant to the fulfillment and acceptance of the contracted services - Detailed Spatial Plan, EIA, investment design (Full Capacity for Design), etc.

The firm (and/or its associates and affiliates) selected for Designer, will be requested to limit its role to that of Consultant and disqualify itself from work in any other capacity (including tendering on any part of the Project) except that of consulting services for follow on services.

The selected Designer will be required to provide evidence of valid professional liability insurance in line with Bulgarian legislation.

The Invitation for Expressions of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website dated 3rd October 2014 under General Procurement Notice ref. No 7714-GPN-l7149. Assignment Description: Bulgartransgaz EAD received grant funds from the Kozloduy International Decommissioning Support Fund (“KIDSF”), administered by the Nuclear Safety Department of the European Bank for Reconstruction and Development (“EBRD” or the “Bank”), under Grant Agreement No. 057 for implementation of the Project for construction of high pressure gas transmission pipelines with automated gas regulation stations and connection of the municipalities Panagiurishte, Pirdop, Svishtov, Razlog and Bansko to Bulgartransgaz EAD national network (the “Project”). Bulgartransgaz EAD established a Project Management Unit (hereinafter referred to as “PMU”) for the purpose of effective management and coordination of the activities on the preparation and implementation of the Project. Bulgartransgaz EAD now invites Expressions of Interest from consultants for services to support the PMU demonstrating timely and high quality performance according to the regulatory documents and requirements of Bulgartransgaz EAD and EBRD. The objective of the PMU Consultant is to support the PMU in procurement and contract award for implementation of the following projects for design, supply and construction of high pressure gas transmission pipelines: Project A: Gas transmission pipeline to Panagiurishte and Pirdop Project B: Gas transmission pipeline to Svishtov Project C: Gas transmission pipeline to Razlog and Bansko The tender documents/Requests for Proposals shall be prepared in accordance with EBRD Procurement Policies and Rules (PP&R) and will be based on the applicable EBRD Standard Tender Documents and conditions of contract of the International Federation of Consulting Engineers (FIDIC) and EBRD Standard Request for Proposal for Selection of Consultants. In order to achieve the goals of the above A, B and C projects, the Consultant, in addition to the PMU support in tender document/RfP preparation, will be obliged to carry out the following tasks: Participation in pre-tender meetings; Support the PMU in preparing answers to the submitted questions for tender clarification; Participation at the opening and evaluation of the tenders in line with EBRD PP&R; Preparation of the Tender Evaluation reports; Support the PMU in preparing answers to questions and complaints against Bulgartransgaz EAD, if any, regarding the tender procedures; Assist the PMU during negotiations on consultancy contracts, contract awards and issuance of letters of acceptance to the successful tenderers; All documents prepared by the PMU Consultant shall be in Bulgarian and English language. Status of the Selection Process: Interested candidates are hereby invited to submit expression of interest. Assignment start date and duration: The assignment will start in the second quarter of 2015. The duration of Consultancy contract will take about 24 months in total but man months/man-days will be allocated in line with the indicative Time Schedule, which will be enclosed to the Request for Proposal to the highest-ranked short-listed Consultant. Maximum budget available for the assignment: EUR 200,000.00 (Two Hundred Thousand Euro) VAT excluded. Funding source: The contract is financed with grant funds under Grant Agreement 057 from KIDSF. Eligibility: The selection of a Consultant will be performed pursuant to EBRD PP&R with the exception of country eligibility restrictions defined within the KIDSF Rules and will be open to Consultants from the following eligible countries as of 1 April 2015: EU member states, Switzerland and EBRD countries of operation. Consultant Profile: 1. The Consultant must demonstrate experience for the last 7 (seven) years in the following areas: Procurement, including preparation of tender documents and participation in tender evaluation process under EBRD PP&R and/or other International Financial Institution (IFI)’s regulations for implementation of at least 2 (two) projects, at least 1 (one) of them in the field of the energy sector; Management of contract implementation funded by EBRD or other IFI. Experience in Bulgaria and/or in the gas sector is desirable. 2. It is expected that the Consultant will engage a sufficient number of experts to enable the proper support to the PMU and the team will include the following key experts, inter alia: Project Manager having relevant experience during the last 7 (seven) years in the execution of consultancy contracts funded by EBRD or other IFI’s; Procurement Expert(s) having experience during the last 7 (seven) years in tendering, including preparation of tender documents under EBRD PP&R or other IFI’s procurement rules and FIDIC conditions of contract; Construction Expert(s) having experience during the last 7 (seven) years in execution of linear infrastructure projects of design and construction of high pressure pipelines (more than PN 16 bar), whereas at least one of the experts shall have experience in projects implemented according to the Bulgarian legislation. The same expert, having relevant experience, can perform several functions. The firm (and/or its associates and affiliates) selected for PMU Consultant assignment, will be requested to limit its role to that of PMU Consultant and disqualify itself from work in any other capacity (including tendering on any part of the Project) except that of consulting services for follow on services. Corporate services are required. The MINISTRY OF ENERGY of the Republic of Bulgaria intends using the proceeds of the grant funds provided by the Kozloduy International Decommissioning Support Fund (the "KIDSF"), administered by the European Bank for Reconstruction and Development ("EBRD" or the "Bank") under Grant Agreement No 003D towards the cost of a consultancy assignment for the assessment of the results of the energy sector measures funded from the Kozloduy International Decommissioning Support Fund for the period 2001-2015.

The overall budget for the assignment is EUR 150'000.

This General Procurement Notice draws attention to a forthcoming procurement opportunity for the assignment stated above. The projected scope of services may include the following:

  • Assessment of the data on the projects financed under the KIDFS from the point of view of the mitigating effect;
  • Summary of the results in the effective electricity generating capacity equivalent (MW) and in annual electricity production (MWh/year) for each project separately and as a total for the entire KIDSF energy sector support;
  • Comparison between the initially estimated values of the energy savings before the project implementation and the actual achieved results after the project implementation for the completed projects;
  • Estimation of the investments made in comparison with the achieved energy savings;
  • Assessment how results on each project in the energy sector fit into its original objectives and priority areas;
  • Assessment of the social and environmental impact where applicable.


Procurement is expected to be launched in the first quarter of 2016. The contract to be financed with the proceeds of KIDSF Grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.
