Assessment Consultant to the Ministry of Energy

The MINISTRY OF ENERGY of the Republic of Bulgaria intends using the proceeds of the grant funds provided by the Kozloduy International Decommissioning Support Fund (the "KIDSF"), administered by the European Bank for Reconstruction and Development ("EBRD" or the "Bank") under Grant Agreement No 003D towards the cost of a consultancy assignment for the assessment of the results of the energy sector measures funded from the Kozloduy International Decommissioning Support Fund for the period 2001-2015.

The overall budget for the assignment is EUR 150'000.

This General Procurement Notice draws attention to a forthcoming procurement opportunity for the assignment stated above. The projected scope of services may include the following:

  • Assessment of the data on the projects financed under the KIDFS from the point of view of the mitigating effect;
  • Summary of the results in the effective electricity generating capacity equivalent (MW) and in annual electricity production (MWh/year) for each project separately and as a total for the entire KIDSF energy sector support;
  • Comparison between the initially estimated values of the energy savings before the project implementation and the actual achieved results after the project implementation for the completed projects;
  • Estimation of the investments made in comparison with the achieved energy savings;
  • Assessment how results on each project in the energy sector fit into its original objectives and priority areas;
  • Assessment of the social and environmental impact where applicable.


Procurement is expected to be launched in the first quarter of 2016. The contract to be financed with the proceeds of KIDSF Grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.

The Bulgarian Energy Efficiency and Renewable Sources Fund (“BEERSF”, the “Fund”) was established in 2005. The contract with the existing Fund Manager expires in 2016 and pursuant to a decision of the BEERSF Management Board and as per art. 87 (1) and 88 of the Bulgarian Energy Efficiency Act a new fund manager is to be selected.

 

The Ministry of Energy of the Republic of Bulgaria (the “Ministry”) intends to use grant funds under Grant Agreement No. 003 (the “Grant”) from the Kozloduy International Decommissioning Support Fund (the “KIDSF”), administered by the European Bank for Reconstruction and Development, to engage a suitably qualified consultant to assist the Ministry in preparing and implementing a competitive procedure for the selection of a Fund Manager for BEERSF.

 

The scope of the assignment of the Consultant will include:

 

•    Analysis of the appropriate legal framework under which the selection of a Fund Manager for BEERSF shall be implemented and recommendation of a particular type of procurement procedure;

•    Determining the body that will implement the procurement process for the selection of the Fund Manager for BEERSF and will sign the Fund Management Agreement with the selected Fund Manager;

•    Elaboration of the full package of procurement documents for the selection of a Fund Manager, including a template for the Fund Management Agreement and support in their approval from all relevant authorities;

•    Assistance in the implementation of the procurement process for the selection of a Fund Manager for BEERSF;

•    Support in the negotiations, if any, with the selected Fund Manager and in the signature of the Fund Management Agreement.

 

The overall budget for the assignment is 15,000 Euro.

 

Selection of the Consultant will be subject to the Bank's Procurement Policies and Rules, Section 5.3 (a). The proceeds of the Grant will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

This General Procurement Notice is an update of the General Procurement Notice published on EBRD web site on 13 October 2014 and updated on 15 October 2015.

 

Elektoenergien Sistemen Operator EAD (the “Employer”) intends to use the proceeds of the grant funds provided by the Kozloduy International Decommissioning Support Fund (“KIDSF”), administered by the European Bank for Reconstruction and Development (the “Bank”), and its own financial resources to cover the costs of the implementation of the project: “Construction of a new 400 kV power line from TPP Maritsa Iztok 2 (substation Maritsa Iztok) to substation Plovdiv” (“the Project”).

 

The Project will require procurement of goods, works and services as follows:

  1. Consultancy services for the Project Management Unit (PMU) at ESO EAD – a PMU Consultant to support the PMU in project management, procurement and technical matters, including preparation of tender documents and/or terms of reference, requests for proposals, participation in tendering and contracting procedures, monitoring and reporting, management of Project implementation;
  2. Consultancy services for construction supervision;
  3. Construction of a new 400 kV power line from substation Plovdiv to substation Maritsa Iztok.

 

The overall budget of the Project is EUR 21.60 million, 70 % of which will be financed by KIDSF and 30 % by ESO EAD. Additional EUR 150,000 will be provided for consultancy services, 100 % financed by KIDSF.

 

Procurement is expected to begin in the first quarter of 2016. The contract implementation period for the PMU Consultant will be 36 calendar months, for the construction supervisor – 24 calendar months, and for the construction – 20 calendar months.

 

Contracts to be financed with the proceeds of KIDSF Grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the KIDSF Grant will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
