Project Description: Through the EU/EBRD SME Competitiveness Support Facility ("SME-CSF", or the "Facility") the European Bank for Reconstruction and Development ("EBRD" or the "Bank") aims to increase the capability of SMEs in Bosnia and Herzegovina to access the European Union (EU) market, as well as their ability to face competition by supporting the implementation of EU standards, through the provision of financing, investment incentives and technical assistance.

While the prospect of EU membership presents many positive opportunities for the country, progress with the adoption of the acquis communautaire will involve significant regulatory changes, giving rise to a large investment burden for enterprises to comply with the new standards. The relevant acquis covers some 145 directives, related to product safety, health and safety at work, all kind of industries and environment.

A general problem for investments of this nature is a lack of awareness by SMEs of the applicable regulations and compliance standards, coupled with limitations of access to suitable medium/long term financing. In order to overcome the various barriers to such upgrade investments by SMEs, EBRD is providing credit lines to Partner Banks ("PBs") in Bosnia and Herzegovina for on-lending to SMEs (the "sub-borrowers") for eligible investments (the "Project").

EBRD is expected to provide financing of EUR 20 million to three local PBs. The maximum sub-project size under the Facility is EUR 1,000,000 but a lower average is anticipated.

It is estimated that the total number of sub-loans which will be financed would be in the range of 50-75. This is an indicative number and does not take into account any sub-projects appraised but not financed.

Assignment Description: The Project will be complemented by grant funding from the EU to provide Project support in the form of Technical Assistance (TA) and Investment Incentives to sub-borrowers, payable after successful completion of the sub-projects.

The availability of EBRD funded SME finance should enable the SMEs to improve production capacities, enhance processes and quality of their products by the introduction of EU standards in the field of environmental protection, product safety and quality and occupational health and safety.
It should be noted that SMEs operating in the industrial and industrial-related services sectors are expected to be the main category of beneficiaries.

The Bank is awarding two separate consultancy contracts: 1) A Project Consultant (the "PC" or "Project Consultant") will market the Facility, perform investment needs and eligibility assessments and facilitate preparation of projects for loan applications. The second consultant, who is the subject of this procurement notice, will be a Verification Consultant ("VC" or "Verification Consultant") expected to verify the technical implementation of the investments by the sub-borrowers before the incentive payment is released to the relevant SME. The separate procurement process for the PC has been finalised in December 2015 and deployment has been initiated.

The objectives of the VC assignment are to:
• ensure that the use of proceeds of each sub-loan has met the eligibility criteria and that funded investments have been completed substantially on the basis of the investment plans prepared by the Project Consultant, on which the sub-projects were based;

• ensure that incentive fees due to sub-borrowers, on completion of eligible investments, are submitted for release by EBRD only when a sub-project is validated as compliant with the investment plans, and that no recommendation on release of incentive fees will be given where such validation was not possible.

The Verification Consultant's tasks will include, but are not limited to, the following:
• visit the site of each sub-project when such sub-project has been substantially completed;
• validate, against the investment plan, that the sub-project has been completed substantively on the basis of the investment plan and the Completion Validation Review ("CVR") check-list prepared by the Project Consultant;
• provide to EBRD and the relevant PB, an opinion whether the sub-project has been completed substantially in line with the investment plan and the eligibility criteria - such opinion to be in the form of a memo and a CVR certificate issued, based on the CVR check list, to include bank account details for the payment of the investment incentive to the SME;
• provide the Bank with a monthly report detailing the activities carried out during the reporting period, including planned activities for the next month.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in Q1 of 2016 and has an estimated overall duration of 24 months. Subject to the availability of funding, satisfactory performance of the Consultant and the specific needs of the Bank the duration may be extended.

Cost Estimate for the Assignment: EUR 151,600; exclusive of VAT. Subject to availability of funding, the satisfactory performance of the selected Consultant, and the specific needs of the Bank, the Assignment may be extended beyond the current scope.
The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Consultant Profile: Corporate services are required. The Consultant will be a firm preferably with previous project experience in:
1. implementing similar assignments, focussing particularly on SME investments through commercial banks in transition economies, preferably with IFIs (or similar), including validating sub-projects against set criteria;
2. implementing relevant EU Directives and Regulations in the areas of environmental protection, workers' safety and product quality and safety, the acquis communautaire, as well as the transposition process in Bosnia and Herzegovina;
3. working in the financial sector of the Western Balkans countries.

The Consultant's team should at least consist of the following key experts:
1. Project Manager;
2. Verification Consultants.

The TA will aim to raise awareness on the SME Facility, perform investment needs assessments and facilitate preparation of projects for loan applications.
A separate Verification Consultant (VC) is expected to be engaged, through an additional procurement, to verify the technical implementation of the investments by the sub-borrowers before the incentive payment is released to the relevant SME.

The Bank now intends to engage a consulting company (the Consultant, Project Consultant or PC) to assist with the implementation and monitoring of the Project and the EU Grant for Investment Incentives (the Assignment).

The Consultant shall ensure that there is a pipeline of investment projects that meet the eligibility criteria and that the widest range of stakeholders is informed about the Facility and more generally with respect to raising awareness of implementation of EU standards in order to ensure a prompt uptake of the financing and the related benefits.

The selected Consultant is expected to provide a variety of services, including, but not limited to, the following:
• Draft an Implementation Manual for the Facility (including for PBs personnel involved in its implementation). The Implementation Manual will describe in detail the technical eligibility criteria, the sub-project life- cycle for different target segments of the Facility and the communication procedures and protocols between all parties involved. The exact procedure and information flow shall be defined by the PC in agreement with the EBRD and the partner PBs. The Implementation Manual will also include, in its annexes, the Completion Validation Review checklist, to be used by the VC, and a Quality Assurance Manual.
• Assist the prospective sub-borrowers in their applications (maintaining a telephone hotline, answering emails or other correspondence and using website to address FAQs).
• Design and agree with the EBRD and PBs procedures for dealing with appeals and complaints.
• Liaise with the PBs and with the EBRD as necessary and collaborate closely with PBs to monitor the progress and implementation of the Facility.
• Design and carry out relevant training/workshops for PBs staff as well as a questionnaire for lending officers participating in training/workshops and measure the use of the acquired knowhow one year after the workshop.
• Undertake the necessary research and data collection to accurately measure that all the targets agreed between the EU and EBRD, as per the Delegation Agreement, have been met, including an Ex-post baseline data study.
• Establish an efficient electronic tracking, monitoring and reporting system to ensure the use of standard forms and accurate data including ensuring compliance with the reporting requirements of the Delegation Agreement with the EU (e.g. number of participants in workshops, sub-loan portfolio by gender, specific groups based on minorities and other vulnerable groups, etc).
• Monitor the portfolio of Sub-projects and provide regular or ad-hoc reporting on the progress and implementation of the Facility.

Executing Agency (Client): Independent System Operator in Bosnia and Herzegovina (ISO)

Project Description:  The EBRD will provide financing to the Independent System Operator of Bosnia and Herzegovina (ISO or the Company) for the development and installation of a new state-of-the-art IT system including the  Energy Management System (EMS) and the Supervisory Control and Data Acquisition (SCADA) system as well as the construction of the new premises of the Company (the Project). ISO is a public company owned by the governments of the Federation of Bosnia and Herzegovina (FBiH) and Republika Srpska (RS) and operates on the entire territory of BiH in accordance with the license which was issued by the State Electricity Regulatory Commission (SERC). ISO is responsible, inter alia for (i) managing of the transmission system and assuring its stability; (ii) managing assets and equipment in the central control and dispatching centre; (iii) dispatching, balancing and allocating the cross-border interconnection capacities; (iv) developing and managing the rules which regulate the transmission system utilisation and (v) developing and managing of market rules which are based on the provisions related to system and ancillary services in the transmission system.

Assignment Description: The Client now intends to retain a consulting company (the Consultant) to provide organizational and technical assistance to the Client to ensure the successful completion of the Project in accordance with the Project Implementation Plan (PIP) and with all Banks’ requirements stipulated in the Loan Agreement.

The selected Consultant is expected to provide the following services:

TASK 1 – Project Preparation Phase

a. Development of Project Implementation Unit (PIU) operating procedures

b. Support during the procurement process including preparation of tender documents in accordance with EBRD’s Procurement Policies and Rules (PP&R)

c. Support during the tender evaluation process

d. Support during contract finalisation

TASK 2 -  Project Implementation Phase

a. Assistance in supervision, monitoring and reporting

b. Testing, Commissioning and Operational Acceptance e.g. FATs, SATs etc.

c. Knowledge transfer to Client

Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in the first quarter of 2016 and has an estimated overall duration of 36 months.

Cost Estimate for the Assignment: EUR 400,000 (exclusive of VAT). The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: It is expected that the assignment will be funded from the Central European Initiative (Italy) subject to the final Donor's approval.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with substantial experience in PIU support (procurement, tendering, contracting) and expertise in transmission system and network operation.

The Consultant’s expert team is expected to include key experts as follows:

a. Key Expert No 1 (Team Leader) – an Engineer with preferably 10 years of previous professional experience in experience in the design and development of SCADA and other power systems software, including EMS; experience in managing similar project and excellent command of English.

b. Key Expert No 2 (Procurement Expert) with preferably 10 years of procurement experience in power projects including IT and SCADA projects as well as relevant IFI’s experience.

c. Key Expert No 3 (SCADA Expert) with preferably 10 years of previous professional experience in planning, design and development of SCADA systems for large power systems at country level.

In addition, the Consultant needs to propose Short Term Experts as needed (not evaluated as key experts):

d. Power Systems IT Hardware and Software Engineers with experience in planning, design and development of modern IT systems for power systems operators at country level, including EMS and SCADA;

e. Expert to assist ISO to develop and manage the market rules based on the provisions related to system and ancillary services in the transmission system; and

f. Supervision Expert with substantial experience in supervision and monitoring of similar projects. It is foreseen that this Expert is fluent in the local language, and that the Expert will be mainly engaged to assist with supervision activities for the ISO construction contract of their new Headquarter.

In parallel to the proposed Project the existing WWTP will be reconstructed, as it is only partially operational due to war damage. The reconstruction of the WWTP will cater for a population of approximately 30,000 and therefore the design should be in accordance with this size. The Government of the Czech Republic have approved EUR 1 million for the reconstruction of the WWTP. Following the Feasibility Study for the above mentioned Project, the Company is now seeking to engage a consultant (the “Consultant”) to prepare the design for various components of the Project, including: 1. preliminary and detailed design for the waste water network in four settlements in the northern part of the municipality (Ledenice, Vida, Skorici and Sibovac), 2. detailed design for reconstruction of existing asbestos and under capacity water supply network, and 3. review of the detailed design for the reconstruction of the WWTP (see detail below). The Consultant will also be required to assess the level of utilisation of the existing water supply network in southern part and if needed recommend modifications to the detailed design for new water supply network. Moreover, the consultant will prepare requirements, technical specifications, drawings, and Bill of Quantities/ Schedule of Prices suitable for inclusion in the respective tender documents (all together the “Assignment”). The overall objective of the assignment is to ensure that all designs as well as all requirements and technical specifications in the tender documents comply with the BiH and EU standards and the EBRD Performance Requirements. Furthermore, that all design and tender documents achieve and maintain compliance with both national BiH and EU standards for drinking water, effluent quality and sludge management, as relevant for each infrastructure component. Inter alia, the Consultant shall be responsible for the following scope of work: TASK 1: preliminary design and the detailed design for waste water network for settlements in northern part of the municipality (Ledenice, Vida Skorici and Sibovac); TASK 2: detailed design for reconstruction of existing asbestos and under capacity water supply network; TASK 3: review of the detailed design for reconstruction of the WWTP. CLARIFICATION on TASK 3: a detailed design will be prepared separately by a Czech construction firm financed with Czech grant funds. The design will be made available to the Consultant under this assignment. The Consultant will not be required to audit the detailed design but will need to review it and provide expert opinion to the Client, the EBRD and the Donor on whether the WWTP as designed meets the national and the EU standards for urban wastewater. If the Consultant decides that redesigning is necessary, the issue will be referred to the Client and the Czech authorities for their agreement on the changes required to achieve full compalinace. In preparation of the design specifications and tender documents the Consultant must take into account the relevant environmental, health and safety and social (“EHSS”) performance parameters and standards, based on EBRD Performance Requirements, as well as the requirements under the existing Environmental and Social Action Plan (“ESAP”) for the Project. The tender package should also require bidders to supply references with regard to their EHSS procedures track record, and evaluation criteria should also include environmental, health and safety (“EHS”) criteria. The Consultant should also define and incorporate into the technical specifications and requirements for tender documents of the relevant ESAP requirements that tenderers will be required to adhere to. Assignment Start Date and Duration: The Assignment is expected to start in Q2 2015 and has an estimated overall duration of 11 months. Maximum Budget available for the Assignment: EUR 100,000 (exclusive of VAT). The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed. Project Description: The Visoko doo (the 'Company') supported by the Municipality of Visoko (the 'Municipality') approached the European Bank for Reconstruction and Development (the "Bank" or the "EBRD") with a request to assess the possibility of financing expansion of water supply system in Visoko. The Visoko Water Supply Project (the “Project”) plans to expand the water supply system and repair the existing network in the city of Visoko. This is expected to provide environmental and health benefits compared to the existing situation by improving the quality, reliability of drinking water supply and reducing water losses.

The Project’s priority investment programmes (the 'PIP') is estimated at around EUR 6 million where the Bank is planning to provide a loan up to EUR 4.5 million and would be co-financed by a capital grant of EUR 1.5 million from an international donor. The final amount of the investment needs for the Project will be confirmed and finalised as a result of this Feasibility Study. Preliminary assessment suggests the following investment components to be part of the Project: (i) expansion and modernisation the water supply facilities via introduction of energy efficient pumping equipment; (ii) installation and rehabilitation of the reservoirs; (iii) expansion water network and replacement the old pipeline; (iv) procurement and installation water meters and associated equipment.

Assignment Description:

The Bank wishes to engage a suitably qualified consultant (the "Consultant") to prepare a comprehensive feasibility study (FS) to review the design documentation and confirm that an appropriate technical solution has been proposed as the PIP. This review including long-term development plan will be based on documentation to be provided by the Company, and provide and evaluation its benefits, including assessing its environmental and social feasibility. The overall objective of the assignment is to prepare a FS for the Company and the Municipality, which the Bank can use to appraise the Project and take a decision on the prospective financing.

The Consultant shall undertake the following tasks:

3.1: Baseline Study;

3.2: Technical Assessment;

3.3: Long term investment strategy;

3.4: Priority Investment Programme (PIP);

3.5: Financial analysis;

3.6: Environmental and social assessment (ESA);

3.7: Resource Efficiency Assessment.

Cost Estimate for the Assignment: EUR 74,500; exclusive of VAT. Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank the Assignment may be extended beyond the current scope.
The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: It is anticipated that the contract will be financed through the Technical Cooperation Fund of the German Federal Ministry for Economic Affairs and Energy.

Eligibility: The Consultants recruited and financed by the resources of the Fund shall be citizens of the Federal Republic of Germany or employees of consulting firms registered in the Federal Republic of Germany. Local consultants from EBRD countries of operations, either individual or through a firm may be sub-contracted by eligible German Consultants. The amount used for the financing of such local consultants shall not exceed 35% of the contract amount.

Consultant Profile: Corporate services are required.

The Consultant shall be a firm with previous experience in advising on water supply projects, in particular in drafting Feasibility Studies, environmental assessments and PIP. It is essential that the Consultant has previous experience in the Western Balkans region.

The Consultant should ensure that the appropriately qualified experts are available, as required, for each of the different tasks outlined above. It is expected that an appropriately qualified team leader/water engineer, accompanied by both key and supporting experts, will lead the Assignment. Based on the fields of expertise and the tasks mentioned above, it is proposed that the team of the Consultant should consist at least of the following expatriate and local experts:

- Project Manager/Team Leader with a university degree or equivalent qualification with a minimum of 15 years professional experience in the field of water supply and wastewater management, with comprehensive experience of similar assignments in EBRD region, as well as in institutional and commercial management of water/wastewater Company. He/she should demonstrate management and administration experience, including experience with procedures of international financing agencies (preferably EBRD procedures). The large number of different tasks and the complexity of administrational procedures require a permanent presence of the Project Manager in the Country during the project period of intensive work on preparation of the FS.
- Financial specialists with knowledge of the public financing and modelling.
- Technical specialists and water and wastewater engineers.
- Environmental and Social experts with experience in ESIAs and E&S due diligence, health & safety, stakeholder engagement, public consultation and disclosure in the local context, gender and inclusion expertise, and/or resettlement expertise, in water/wastewater sector with experience of similar assignments and with recent track record in the region.
- Climate change expert with experience in evaluation in climate change.
- Institutional expert with experience of similar assignments.
- Resource efficiency expert with experience in water and waste water treatment.

FBIH Roads - Climate Resilience in the Bosnian Roads Sector

Project Description:
The European Bank for Reconstruction and Development (EBRD or the Bank) has signed a loan to finance the repair and modernisation of roads in the Federation of Bosnia and Herzegovina following recent floods which caused collapse to several bridges and road sections.

Assignment Description:
In order to increase climate resilience in the EBRD’s countries of operations, the Bank is systematically integrating climate risk assessments and adaptation measures in its investment operations. The Bank aims to reduce long-term risks and increase resilience through improved practices and investments in measures and technologies that are better suited to a changing and more variable climate.

In response to the aforementioned concerns in the road sector of Federation of BiH, the Bank now intends to engage a consultant (the “Consultant”) to provide technical assistance support in assessing climate change risks, setting up appropriate institutional structures and formulating a Climate Change Adaptation Strategy for the sector (the Assignment).

The Consultant is expected to provide the following services for the Assignment:

  1. Support to establish an institutional framework for climate risks to the road network: Establishing the necessary collaboration channels and mechanisms (e.g. working group, data sharing) to better understand impact of climate change (increased precipitation, landslides)
  2. Support in assessing climate risks to the road network and mapping specific vulnerabilities: Understanding the current state of the road network, ensuring current infrastructure and assets are resilient to observed weather events and allowing for better operational planning in regards to extreme weather events.
  3. Support the development of an adaptation strategy: Identification of specific risks to the road network and determining most appropriate management options (incl. understanding options for intervention, and the costs and benefits of extreme weather events)
  4. Call-down support to the Roads Agency for the implementation of climate resilience measures under an associated investment project

  1. Capacity building with government agencies and institutional development relating to cross-institutional collaboration and sectoral strategies.
  2. Experienced in capacity building and policy work in countries of the Western Balkans, and in Bosnia and Herzegovina in particular.
  3. Demonstrated analytical capacity in relation to utilising hydrological, meteorological, geological and other relevant data to assess the impacts of climate change in order to inform decision-making processes and infrastructure investment planning.
  4. A deep technical and operational understanding of the road sector, including road construction specifications and standards, road network management and international best practices in adaptation to climate change.
  5. The technical ability to process extensive data-sets geographically (geographical information systems) and to utilise it in in the form of vulnerability maps.
  6. The ability to engage with local stakeholders and organise and facilitate collaborative workshops across government agencies.


The Consultant’s expert team is expected to include the following  key experts:

  • Key Expert 1: Project Manager with preferably 5 years or more of previous project experience in leading capacity building projects, strong project management skills and strong knowledge of the region
  • Key Expert 2: Senior Roads Engineer with preferably 5 years or more previous project experience in road construction projects and road sector management, experience in the Western Balkan region an advantage; Strong experience with international best practices and road standards,
  • Key Expert 3: Climate Change Expert with preferably 5 years or more previous project experience in assessing climate change impacts on road infrastructure and/or other relevant industries and sectors, preferably in the Western Balkan region;
  • Key Expert 4: Training and Institutional Development Expert with preferably 5 years or more previous project experience in working on institutional development and designing and facilitating trainings and workshops;

Additionally it is expected that the Consultant's team shall include a local project support officer. All key experts should be fluent in spoken and written English. The Consultant’s team should also include experts with Bosnian language skills.

Prijedor District Heating Project

The European Bank for Reconstruction and Development (the "EBRD" or the "Bank") is providing a loan of up to EUR 7.0 million to the Toplana AD, Prijedor (the "Company") in the City of Prijedor ("Prijedor" or the "City") in Bosnia and Herzegovina. The Swedish International Development Cooperation Agency ("Sida") is considering a parallel grant in the amount of up to EUR 2 million to co-finance the investments. The Bank's financing will be focused on construction of a new biomass fired district heating plant with total installed capacity of about 16 MW. The investment is aimed to replace existing generation of heat fired with HFO (heavy fuel oil) with wood biomass and will contain a new complete plant including heat generation equipment, buildings and access roads, biomass storage and preparation inclusive external wood chipper, flue gas stack and cleaning, flue gas condenser, I&C and electric installations, and ash handling. Sida's grant would be used to for demand side investments (introduction of metering of heat consumption and modernisation of individual heat substations). The overall objectives of the assignment are to: - Provide assistance to the Company in developing an efficient and focused Financial and Operational Performance Improvement Programme ("FOPIP") that would cover technical operation of the new DH system including supply and storage of biomass financial reporting, monitoring of the quality of service and implementation of the Environmental and Social Action Plan ("ESAP"). Special focus will be dedicated to development of labour restructuring including preparation of detailed action plan towards reducing the overall staff number and increasing the labour productivity; - Provide assistance to the Company in developing and concluding a focused Public Service Contract (“PSC") with the City that will include clear technical and financial performance requirements for the Company and obligations on the City in support of achieving such requirements including development of formulae for calculation of tariffs based on full cost recovery. Using the target indicators that are standard for the sector the Consultant will prepare a concise and focused FOPIP, which will comprise a programme of milestones, to the effect that the Consultant shall: - Advise the Company on the most appropriate organisation structure based on best international experience for companies of this size and type. It will include the staff output ratios and take steps to bring it in line with internationally accepted levels. - Assist in the development of appropriate accounting systems that would satisfy requirements for accounting in conformity with International Financial Reporting Standards (“IFRS”). - Assist the Company to develop a plan for improving all aspects of revenue administration including billing system, collection, administration of arrears, lowering the cost of revenue collection and administration. - Develop a formula for automatic tariff adjustments that will be based on full cost recovery (including operating and capital expenses) and will enable the company to achieve and maintain compliance with financial ratios included in the loan documentation. It should also abandon the practise of cross-subsidy between various consumer groups and eliminate the need for operating subsidies from the City to the Company, and at the same time maintain the affordability of services for the residential consumers. The formula will be incorporated in the PSC. - Devise strategies and measures for improved consumer relations. - Assist the Company in developing procedures that are needed to achieve compliance with EBRD’s Performance Requirements (“PRs”) and to implement the ESAP that has been developed and agreed with the Company to address the additional measures. - Action Plan: All recommendations shall be summarised in an action plan table with clear deadline for each action and where appropriate indication of related costs of implementation. The Company now wishes to engage a consultant (the Consultant) to assist it in ensuring that the Project is successfully implemented, in all aspects, within the planned time schedule, within the budget and to an acceptable quality, including contract administration and engineering supervision for biomass fired district heating plant, procurement of demand side measures, loan and grant disbursements and progress reporting (the Assignment). Specific tasks include, inter alia: During pre-construction stage, Establishing procedures for proper works supervision, delegation and sub-delegation of authorities; verifying, reviewing, and approving the Contractor's documentation; Assisting the PIU in obtaining the necessary permits. Assignment Description:

The European Bank for Reconstruction and Development ("EBRD" or the "Bank") requires a consultant (the "Consultant") to work with the Ministry of Finance of the Federation of Bosnia and Herzegovina ("FBiH") to identify possible improvements in the legal and control framework for management of debt and public investments (the "Assignment").

The overall objective of the Assignment will be to assist the Ministry of Finance Federation of Bosnia and Herzegovina Ministry of Finance (the “Ministry”) to develop legal framework and processes (bylaws and other acts) in relation to the issuance of sub-sovereign guarantees (guarantees of any levels of government in FBiH), as well as efficient management of investments and collection of receivables, based on the Laws on debt, debt issuance and guarantees.

The Consultant’s tasks will include:

  • analyse the current legal framework for issuance of debt and guarantees in FBiH and to draft a new law, including any necessary bylaws and other acts;
  • analyse the existing processes and internal acts of the Ministry and to propose improvements;
  • present cases of “best practise” principals and standards in the EU for processes in the area of debt issuance and guarantees, as well as in the area of management and collection of receivables;
  • establish risk management and monitoring processes as part of the overall processes for the issuance of guarantees;
  • develop a process for management of the issued sub-sovereign guarantees; and
  • ensure transfer of the “know-how” via on-the-job training, seminars and specialized workshops.

Assignment Start Date and Duration: The Assignment is expected commence in in Q4 2015 with a total duration of six months.

Cost Estimate for the Assignment: EUR 250,000 (exclusive of VAT).

In June 2013, the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) extended a third loan to the microcredit foundation MI-BOSPO in the amount of EUR 3 million for on-lending to micro and small business under the Bank’s Micro, Small and Medium Enterprise (“MSME”) Finance Framework for Western Balkans  The Framework is designed to support the Western Balkan countries in their transition to a market economy by strengthening the financial system and increasing MSEs access to finance via the non-bank MFI and leasing sectors, thereby enabling the MSEs to increase production and employment.

BOSPO was founded by the Danish Refugee Council, DRC, in 1995, after the war in Bosnia and Herzegovina. BOSPO implemented a psychosocial assistance project to the displaced population, predominantly women/mothers, children and the aged. BOSPO launched a microcredit program in 1996. In 2000, as required by the law, BOSPO established the Microcredit Organization MI-BOSPO in Tuzla as an independent legal entity. Its mission was to provide women access to credit and cash and to support them in maintaining and developing their economic activity. Within approximately two years of post war activities, 70% of loan recipients were displaced women.  In line with additional changes in the law, the microcredit organization MI-BOSPO was re-registered into a microcredit foundation in April 2008.

Today, MI-BOSPO is a non-banking microfinance institution that provides loans to micro and small businesses in rural and urban parts of the country. The ongoing MI-BOSPO mission is providing long-term access to financial services for low income women.  Its portfolio is mostly distributed amongst the following sectors:  agriculture 21%, services 9%, small production 3%, trade 7% and secondary loans 21%. It has one of the largest coverages of North-East Bosnia and Herzegovina through its 12 branch offices and 24 offices serviced by 78 loan officers.

In order to further strengthen its institutional and operational capacity, MI-BOSPO wishes to engage an experienced consultant (the “Consultant”) who will undertake the following tasks:
  • Review the operation of MI-BOSPO’s existing corporate governance arrangements and provide recommendations based on  best practice examples and strategy orientation.
  • Review the branding and visual identity of MI-BOSPO and its products o versus mission and social performance management as well as profitability and provide recommendations on how to improve serving its clients, especially women, and measure the impact of its marketing and promotional campaigns;
  • Assess the existing range of products offered to local  enterprises and propose recommendations how to optimise MI-BOSPO’s comparative advantage in a range of potential new products (including use of modern technology and/or strategic partners/alliances);
  • Review current policies and procedures and provide recommendations for strengthening the HR function.
  • Ensure the sustainability of technical co-operation interventions by building the internal capacities of MI-BOSPO in the aforementioned areas through seminars and on-the-job training.
The assignment is expected to contribute to the strengthening of MI-BOSPO’s current capacity and opportunities and assist in the necessary development and growth of the institution.
 
Assignment Start Date and Duration: This assignment is expected to commence in March 2015 with a duration of approximately one year until March 2016.  
 
Maximum Budget available for the Assignment: EUR 92,000; Exclusive of VAT.
The assignment may be extended, subject to availability of funding, excellent performance of the selected Consultant and the specific needs.

Consultant Profile: Corporate services are sought. The Consultant is expected to be a firm or a group of firms with relevant experience in commercial banking, MSE, and rural finance in transition countries as well as in change management. The Consultant should demonstrate the following competencies:
  • A solid track record in providing advisory services in banking and financial aspects to a variety of financial institutions preferably in transition economies;
  • Experience in corporate governance best practice, evolution of governance structures from the legal and commercial point of view;
  • Experience in a professional microfinance or small and medium-sized enterprise finance environment, including excellent knowledge of best practice, individual microfinance lending methodologies;
  • Experience in marketing – positioning, segmentation, product development (profitability measures), social performance indicators – putting clients in the centre;
  • Experience in training and coaching credit, marketing and HR staff and developing training programs;
  • Experience of working with financial intermediaries that have transformed from non-bank microfinance institutions into a commercial company or commercial bank would be an advantage;
  • Local language skills would be an advantage;
  • Expertise in marketing and technology introduction (product / branding);
  • Experience in Human Resource.
It is expected that the Consultant’s team of key experts will consist of:
  • Key Expert 1: Corporate Governance Expert with practical experience in advising non-bank microfinance institutions on the adequacy of corporate governance in a non-bank microfinance institution.  
  • Key Expert 2: Marketing and Product Development Expert with project experience related to the implementation of marketing and sales in non-bank microfinance institutions to advising them on the factors contributing to successful product development or refinement based on market forces and strategic goals.
  • Key Expert 3:  Human Resources Expert with practical experience in helping non-bank microfinance institutions develop optimal human capacity to support its operations and goals including change management, innovation and human-centred design.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
 
To be qualified for the award of a contract, tenderers must satisfy the following requirements:
 
          The following selection criteria will be applied to candidates. In case of applications submitted by a JV or Consortium, these selection criteria will be applied to the JV/Consortium as a whole:
 
  1. the average annual revenue of the applicant for the past five years (2009-2013) must exceed 6.000.000,00 EURO;
  2. the applicant has completed (i.e. provisional acceptance or defects liability certificate issued) in the past five years (2009-2013), at least two major similar projects in motorway works as FIDIC Engineer with consultancy services value of 4.000.000,00 EURO or more per project;
  3. in case of JV or Consortium, the Leading Company shall meet not less than 60% and other partners shall meet not less than 25% of the qualifying financial criteria (a) given above;
  4. The audited financial statement and balance sheets for the past five years (2009-2013) must demonstrate the soundness of the applicant’s financial position, showing long-term profitability.

INVITATION FOR EXPRESSIONS OF INTEREST
Project Implementation Support and Contract Supervision
 
The Invitation for Expressions of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website on 12 June 2013 and updated on 23 January 2015.
 
The water and wastewater utility company of Cazin ("Vodovod" or the "Company" or the “Employer”), together with the Municipality of Cazin ("Cazin" or the "Municipality"), have received a loan from the European Bank for Reconstruction and Development ("EBRD" or the "Bank") in the amount of EUR 5 million to expand wastewater collection and treatment system in the City of Cazin and settlements (the “Project”).
 
The Project will also benefit from the grant funds, provided by the Swedish International Development Cooperation Agency ("SIDA") in the amount of approximately EUR 2.5 million, National IPA program (Instrument for Pre -Accession Assistance ) in the amount of EUR 2 million and the Government of the Netherlands (ORIO Programme) in the amount of EUR 3.5 million.
 
The Project includes (i) construction of main collector and sewer network; (ii) construction of wastewater treatment plant, and (iii) rehabilitation and reconstruction of water network.
 
The Municipality of Cazin and the Company established the joint Project Implementation Unit (PIU) who will be responsible for day to day project management and will be the prime counterpart to the Bank. The Company intends to hire a professional consulting firm to support PIU in project implementation and to supervise contracts.
 
The Consultant shall facilitate the timely and effective implementation of the Project by rendering assistance to the PIU, the Company and the City, as the ultimate asset owner, in the implementation of the Project, including all aspects of procurement, contract administration, engineering supervision, disbursement of funds by grants and loan, and regular progress reports. The Assignment will include the following tasks:
 
i) rendering assistance to the PIU in implementation of the Project for reconstruction of the town water supply network and smaller sewers reconstruction, including project and financial management systems, review of design and all aspects of procurement assistance;
 
ii) prepare tender documents for procurement of four works contracts, including requirements and technical specifications, in accordance with EBRD Procurement Policies and Rules (the “PP&R”) and using the EBRD standard tender documents and conditions of contract under FIDIC;
 
iii) supervise contractors to carry out works in an effective and timely manner in accordance with the Contract terms and conditions;
 
iv) providing timely recommendations and reporting to PIU on the contract administration process; and
 
v) if requested, the Consultant will help PIU to provide the Bank with data, advice and information in relation to the contract administration and supervision for the Project.
 
The Consultants outputs shall have to comply with current Laws and regulation concerning construction, supervision, civil works quality control and environmental protection.
 
It is anticipated that the Consultant’s team shall include the following key expertise:
    • Project Manager - minimum 15 years of relevant engineering experience (supervision/design/revision) in civil engineering projects and experience in FIDIC based contracts;
    • Procurement Specialist - minimum 8 years of relevant engineering experience in civil engineering projects and experience in FIDIC based contracts;
    • Wastewater treatment expert/engineer - minimum 8 years of relevant engineering experience (supervision/design/revision) in WWTP projects;
    • Civil, Mechanical, Electrical, Environment and Local Engineers/Experts - at least 5 years of relevant engineering experience (supervision/design/revision) in civil engineering, water and wastewater projects;
    • Financial Expert - minimum 5 years of experience in municipal infrastructure sector;
    • Legal Expert - minimum 5 years of experience in municipal infrastructure sector.
 
The assignment is expected to start in July 2015 and last about 36 months.
 
The contract will be financed from EBRD loan and consulting firms which are not from countries prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Chapter of United Nations are eligible for shortlisting and selection.
 
In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:
 
  1. brief description of the firm including company profile, organization and staffing;
  2. details of similar experience of the firm and related assignments undertaken in the previous five years (defined as 2009 to 2014), including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms;
  3. CVs of staff (max. 3 pages each), who could be available to work on the assignment.
 
The above information should not exceed 25 pages excluding the CVs.
 
One original and two copies of the above information in English language should be submitted to the address below in an envelope marked "Expression of Interest for Project Implementation Support and Contract Supervision for Cazin Wastewater Project” for delivery not later than 23 April 2015, 13:00 Cazin time. Corridor Vc Phase 2 Project

The State of Bosnia and Herzegovina intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] in amount of 80 millions Euro for a project to Construction of priority motorway sections along the international transport Corridor Vc. The proposed project, which has a total estimated cost of 105 million Euro equivalents, will require the procurement of the following goods, works and services:
 
Construction of the motorway sections as following:

  • Buna to Pocitelj section (length = 7,2 km)
  • Donja Gracanica to Zenica tunel section (length = 3,9 km) including Zenica north interchange together with a bridge across the Bosna river and a connecting road from the interchange to the regional road

 
The proposed project will require the procurement of works and consultant services for work supervision.
 
Tendering for the above contracts is expected to begin in the in the first half of 2016.

Plava Voda Regional Water Supply Project

GENERAL PROCUREMENT NOTICE

Federation of Bosnia and Herzegovina has applied for a loan from the European Bank for Reconstruction and Development (EBRD) for a Plava Voda Regional Water Supply Project (PVRWSP). Parallel financing for this investment will be provided by the Council of Europe Development Bank ("CEB") Project will be implemented by Public Company JP RV Plava Voda d.o.o. ("the Employer")

The proposed Project has a total estimated cost of EUR 30 million and will require the procurement of the following works and services ("the Project"):

  • Construction of water intake structures at the Plava Voda spring, together with chlorination station in Travnik;
  • Construction of a main pipeline about 33 kilometres long, from the spring in Travnik to the main reservoir Putovici in Zenica:
  • PIU Support and Construction supervision;
  • FOPIP (Financial and Operational Performance Improvement Programme)


Procurement for consultant services contracts are expected to start in December 2015.
Procurement for works contracts will start in September-October 2016.

Contract to be financed with the proceeds of a loan from the EBRD will be subject to the EBRD's "Procurement Policies and Rules" and will be opened to firms from any country.
