Assignment Title: Selection Committee Member(for Exporter Development Grants)

The Republic of Armenia has received financing from the World Bank toward the cost of the Trade Promotion and QualityInfrastructure Project,and intends to apply part of the proceeds for consulting services.
The Project is comprised of four components: (i) Component 1: Improvingthe effectiveness of the trade promotion and qualitysystem of the country (results-based financing - RBF), (ii) Component 2: Promoting investment and exports, (iii) Component 3:Modernizing the national quality infrastructure, and (iv) Component 4: Project management and monitoring andevaluation.
The objective of Sub-component 2.2 is to: (i) provide consulting services tohelp the firm upgrade its managerial and technical capabilities; (ii) attaining the requirements for the acquisition ofinternational certifications required for exports; (iii) development of market entry/foreign expansion strategies; (iv) development and execution of a marketing plans, including attendance at tradeshows,exhibits and individual marketing trips; (v) customized company-specific foreign market research; (vi) development of newproducts and services for export, and other relevant export promotion services.
The Implementing Agency for this program is the Development Foundation of Armenia (DFA), which is responsible for ExporterDevelopment Grants. Implementing Agency will provide required information, materialsnecessary to conduct proper evaluation, as well guiding the Selection Committee members on plenaryand evaluation meetings (virtualand physical), general organizational issues, procedures and related issues.
The objective of this assignment is to ensure meritorious and transparent decision-making process of good quality EDGapplications, includingthe evaluation and financing decisions.
The duration of the assignment is one year, with possible extension.
Development Foundation of Armenia (DFA) and Foreign FinancingProjects Management Center of Ministry of Finance of RA (FFPMC) now invite eligible Individual Consultants (Consultants) toindicate their interest in providing the Services.
Interested Consultants should provide their CVand also information demonstrating that theyhave the required qualifications and relevant experience to perform the Services.
The Consultant should have extensive experience in the review andselection of grant programs, investment projects, their monitoring and evaluation.
a) Degree in Business/Financial management; Economic Development and/or affiliateddisciplines;
b) At least 5 years of experience working inmarketing and business development, policy development, grant management,exporter development and other areas related to private sector development;
c) Contribution to export programs development in different world regions will be an asset
d) Experience and knowledge of grant project development and/or implementation;
e) Demonstrable understanding of local economic environment; Experience of collaboration with Armenian private sectorand public sector is an advantage;
f) Excellent written and spoken communication skills in English.
g) Computer literacy.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's"Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers",January 2011. ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with Section V, "Selection ofIndividual Consultants" method procedures set out in the World Bank's "Guidelines: Selectionand Employment of Consultants underIBRD Loans & IDA Credits & Grants by World Bank Borrowers" January 2011.
