Capacity Building Project for Ministry ofFinance
The Republic of Armenia has applied for financing in the amount of US$ 317.000.00 equivalent fromthe World Bank's Institutional Development Fund ("IDF") Capacity Building Project for Ministry of Finance and intends to apply partof the proceeds for Strengthening of Supervision Procedures in Gambling at the Relevant Divisionsof the Ministry of Finance andDevelopment of the M&E Automated System consultant services.
The objective of the assignment is the "Taxpayer 3" system to be supplemented with a new module.For implementing theaforementioned activities technical specifications will be prepared for the new module, which is an automatedsystem of notifications on suspension of license validity." For developing the aforementioned module the current status of eachmodule of the "Taxpayer 3" system relatedto this module shall be assessed, which can be "exists, however changes need to be made"or "missing, needs to be drafted and prepare technical specifications". As a result of the mentioned assessment technicalspecifications for the changes or for the development of the module shall be prepared.
A consulting company (hereafter Consultant) shall be hired for the implementation of the above-mentionedactivity.
The required qualification for the Consultant is as follows:
-Experience in designing and developing IT systems (including, network systems), designing anddeveloping technical specifications for the public management body, as well as for local or international companies and in relationto this, at least 4 years' experience of cooperation with state management agencies and private companies(experience of performing/delivery of the above-mentioned activities for the public management body of the RoA will be viewed as anadvantage);
-At least 3 years' experience in developing andconsultation on implementation planning of ITsystems;
-At least 3 years' experience in proposing changes to the systems, testing andassessment;
- At least 3 years' experience of companies in database designing,developing, programming, review and management;
-A firm should have successfully completed at least one contract of the same nature during thelast four years (2010-2014).
The following evaluation criteria will be used for the evaluation of expression of interests:
-Experience of designing and developing IT systems (including, network systems), designing anddeveloping technical specifications for the public management body, as well as for local or international companies ? (max 40points)
-Experience in developing and consultation on implementation planning of IT systems ? (max15points)
-Experience in proposing changes to the systems, testing and assessment ? (max 15 points)
- Experience of companies in database designing, developing, programming, review and management?(max 30 points)
The duration of consulting services is 8 months from the signature and effectiveness of a contract. The delivery services areplanned to start in February 2015.
The Foreign Financing Projects Management Center of the Ministry of Finance now invites eligible consultants to indicatetheir interest in providing the services. Interested consultants must provide information indicating that they are qualified toperform the services (brochures,description of similar assignments, experience in similar conditions,availability of appropriateskills among staff, etc.). Consultants may associate to enhance their qualifications.
Aconsultant will be selected in accordance with the Section III, Selection Based on the Consultants' Qualifications(CQS)procedures set out in the World Bank's Guidelines: Selection and Employment of Consultantsunder IBRD Loans and IDA Credits & Grants by World Bank Borrowers (published by the World Bank in January2011).
