The Government of Albania has received financing in the amount of US$ 2 million, equivalent from the World Banktowardthe cost of the Citizen ? Centered Public Services Project, and it intends to apply part of the proceeds to payments forconsulting services for the project's theDesign of ICT Solutions for an Integrated Front Office Service Delivery Platform.
The ISDA program strives to ensure the adoption of ICT solutions for the delivery of centralgovernment public services to the citizens in an integrated approach. The model of the service delivery is anticipated to includeADISA's management of "interfaces" or "service delivery functions" to facilitate citizen access to central governmentadministrative services countrywide, through multiple channels, including centralized delivery(i.e. Citizen Service Centers, thelargest to be established in Tirana, offering access to almost 400 public services of 19 public institutions in a single location).To enable smooth delivery of services to citizens and businesses on behalf of government agencies and institutions, ADISA isenvisioned to be able to operate based on a single ICT system, offering its functionality in a homogenous fashion to all frontoffice service operators.
Thefollowing main tasks are expected to be carried out by the team of consultants: Review the business requirement documents preparedby ADISA and other requirements already identified;
Review the requirements for the integrated CSC (CitizenService Center) ICT solutions and interfaces with front office systems prepared by the joint Working Group between NAIS and ADISA,and work with the stakeholders to consolidate and refine such requirements;
Identify estimated cost of the systemimplementation, estimated annual maintenance needs, including required IT human resources to operate it;
Review thedocumentation and the existing ICT solutions of the public agencies involved in the project, for which thefront offices will beseamlessly integrated with back offices with separate management functions;
Review the technical documents and thesolution of the e-Albania Portal;
Review the documentation of the interoperability solution already in place byGovernment of Albania, managed byNAIS;
Review the ICT Infrastructure of NAIS that currently supports the delivery of the services inthe institutions, for which the integrated and separately managed front and back office functions will be linked toCSC;
Identify, analyze and summarize the main features of existing good practices and international models that can beadopted inthe Albanian situation;
Prepare the ToRs forthe ICT system addressing all functional duties of service delivery to the citizens: such asservice delivery, financial reports,MIS, customer care, performance monitoring, etc. and ensuring the integration of all system components;
Preparethe hardware and connectivityrequirements in accordance with NAIS standards;
The assignment isexpected to start in December 2015. The activities described are expected to be completed within a period of4 months, following thesigning of the contract.The Central Finance and Contracting Unit in theMinistry of Finance of Albania invite eligible Consulting Companies ("Consultants") to indicate their interest in providing theServices. Interested Consultants should provide information demonstrating that they have the required qualifications and relevantexperience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availabilityof appropriate skills among staff, etc.).
The short listing criteria are:
No less than eight (8) years of experience in ICT Consulting is required, with specialreference to large ICT projects involving government institutions.
At least two (2)similar contracts successfully carried out within the last four years with certificates of satisfaction issued by theemployer.
Key staff withnecessary qualifications and experience to successfully carry out all the tasks and deliverables of this assignment.
The Consultants team will be composed of at least 3 key project team members, with necessary qualifications and experience to run and managethe assigned project. The following input is desired:
- Team Leader/ IT Expert ? 60 man/days
- Enterprise Architect Expert - 40 man/days
- ICT System Architect Expert - 40 man/days
The attention of interested Consultants is drawn to paragraph 1.9 of theWorld Bank's Guidelines: Selection andEmployment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011 edition, revised July2014) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate to enhance theirqualifications. The "association" may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), allmembers of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for theassignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicatethe structure of their "association" and the duties of the partners and sub consultants in their application. Unclear expression ofinterests in terms of "in association with" and/or "in affiliation with" and etc. may not be considered for short listing. Keepingone expression of interest per firm as principle,a consultant firm may decide whether it wishes to participate as a sub consultantor as an individual consultant or as a partner in a jointventure. Please note that a firm shall submit only one EOI in the sameselection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant whilesubmittingan EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacityof sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a subconsultant.
A consultant will be selected in accordance with theprocedures set out in the World Bank'sGuidelines: Selection and Employment of Consultants under IBRD Loansand IDA Credits and Grants by World Bank Borrowers, dated January 2011 (ConsultantsGuidelines), under Consultant's Qualification Selection Method.
