The proposal for the reform of thedisability evaluation and the related benefits in the system of social protection includes new provisions on the restructuring ofthe disability allowance amount as well as the establishment of new criteria for its beneficiaries. This study will be undertakento estimate the financial impact of the proposed restructuring on the existing scheme. In this context MSWY is seeking to recruit an international financial expert with strong financialknowledgeand expertise in the financial and social fields to assist in the preparation of the detailed calculation of the cost estimateof the Proposed Restructuring of Disability Allowance andPersonal AssistancePayment and the comparativeanalysis with the cost estimate of the existing scheme.To carry out the above task theconsultant will work closely with the staff ofSocial Care and Integrated Services Directory and State Social Services General Directory. All reports are required to beprovided in Albanian and in English. The Consultant will be an international individual consultant, who should have: ? The individual consultant shall be an academically qualified professional engineer with a first degree in Civil Engineering,with twenty(20) years of international experience in the design and/or supervision of highways and road engineering projectsincluding at least fifteen (15) years of experience in road maintenance projects including routine maintenance, periodicmaintenance and rehabilitation using Output and Performance Based Road Maintenance (OPBRM) Contracts. The candidate should have atleast 10 (ten) years professional experience as a Team Leader in the design, planning and management of road construction andmaintenance projects. The knowledge of World Bank procurement guidelines for civil works and consulting services, and contractmanagementof highway projects is essential. The candidate should have experience of technical assistance assignment in developingcountries with project administration, leadership, training and advisory skills in the design, supervision and contract managementof large civil work contracts using OPBRM contracting procedures. Ministry of Environment (MOE) will be the lead Implementing Agency for thisactivity, supported by Immovable Property Registration Office (IPRO) for the registration of the forest and pasture type ofimmovable properties. TheMinistry of Environment in collaboration with IPRO is seeking to hirea qualified and experienced consultant tosupervise the work process and the products of the First Registration of Forests and Pastures. TheSupervisor, acting for and on behalf of Central Immovable PropertyRegistration Office (CIPRO)will monitor and control the quality of the first registration product on a Cadastral Zone bases. The First Registration Supervision Consultant will calculate and certify the Bills ofQuantities (BoQ) for the volume of work realized by the Contractor for each Cadastral Zone. This calculation is to bebased on theBoQ Items included in the First Registration Contracts. The specific objectives of this consulting service are: i.         Monitor and control the first registration process, the activities and products of the first and second phase,according to the schedule and work plan of the first registration activities approved by the Employer. Monthly supervision plansshall be alsoprovided and approved by the Employer. ii.         Provide the First Quality Control Reports within 15 working days from the delivery of the first registration productof the both phases, in accordance with the procedures establishedin "First Registration Control Procedures". In case deficiencies and mistakes are identified during the First Quality Control of thefirst and second phase product, a second quality control shall be conducted for the corrected products. The Second Quality ControlReports will be provided within 10 working days from the delivery of the corrected first registration product of the both phases,in accordance with the forms established in "First Registration Control Procedures". The Supervisors should control if the errorsascertained by the First Control are corrected and must control other 5 % of all properties within a cadastral zone.Report for BoQ calculation for each CZ in eachphase.Provide monthly reports with evidence of controlled productsaccording to CZ, timing forthe control of each product, used resources for the control, conclusion andrecommendations. The findings of World Bank' diagnosticassessment - Accounting and Auditing Report on the Observance of Standards andCodes (A&A ROSC) in 2006 has led towards need for programmatic approach toenhance the financial reporting in Albania. Based on the recommendations of the2006 A&A ROSC The Country Action Plan to Enhance Corporate FinancialReporting in Albania (CAP) was adopted in February 2009, SC.The first phase of CAP has been implemented during The Corporate FinancialReporting Enhancement Project, which has contributed in improvement of legaland institutional framework for financial reporting in Albania. Beside ofachievements of CFREP, still there are match to be done to enhance thefinancial reporting in Albania. Further legal changes arerequired in audit law toachieve full compliance with the EU acquis communautaire. Ensuringadequate funding and institutional arrangements for audit oversight and qualityassurance remain also a critical issue and further improvement of auditmethodologies and techniques is needed. Under this assignmentsupportwill be provided to stressing and maintaining thestrategic objectives of the project, assist the Albanian stakeholdersindrafting detailed Terms of References for various parts of the project, cooperatewith and provide strategic guidance on the activities of the local projectcoordinator, provide insight on the gaps during project implementation andrecommend best solutions or changes.
