In more details the worksinclude: The Mwomboshiclay core rockfill dam (710,000m3 volume, 23m height, 1.7km total length), with a frontal ungated concrete spillwaysection of 115m and two embankments, as well as retaining walls on each side of the spillway, a pedestrian bridge, an intake pipe,an environmental flow pipe and bottom outlet works.Associatedaccess roads of 8.5km length and ancillary works, including two small pipe culverts.Civilengineering works, including the excavations of the approach canals, the concrete structures and the fencing of three shore basedpumping stations. The total excavations' volume for the construction of the pumping stations is approximately270,000m3.The contractorwill also undertake the construction of the concrete ramps and the rails on which the pumps willbe placed.Protection worksof the downstream face of an existing small dam at the south bank of the reservoir, consistingin the creation of a 6m high zoneusing excavation material from the pumping stations. Prequalification will be conducted through theprocedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDACredits,  (current edition), andis open to all eligible bidders as defined in the guidelines. Extremeweather events manifesting in such incidences such as floods, droughts and heavy rainfall are alreadyhappening and are expected toincrease in intensity and frequency. Over the past three decades, these events have cost Zambia an estimated 0.4% of annualeconomic growth according to the economic cost of climate change study conducted in 2010. Without action, the impacts could rise to0.9% of Gross Domestic Product (GDP) over the next decade thereby keeping an additional 300,000 Zambians below the poverty line,and undermine the strong growth that Zambia has experienced over the last 5 years (an average of 6.4% a year). Hence, a keychallenge for Zambiawill be to safeguard its hard-earned development gains, and promote climate resilience for vulnerable sectorsand populations. The Pilot Program for Climate Resilience (PPCR)is one of the global climate fundsestablished under the multi-donor Climate Investment Fund (CIF) which aims to support and assist countries transform into a climateresilient development path, consistent with poverty reduction and sustainable development goals. Zambia is one of the threecountries in Africa selected to implement the PPCR (the others are Mozambique and Niger). The PPCR seeks to complementavailableadaptation financing by providing funds for programmatic approaches to integrate climate resilience into core developmentpolicies, plans and projects, thus  catalysing a transformational shift from "businessas usual" (sector-by-sector and project-by-project) towards a more programmatic way of building the country's climateresilience. In Zambia, the PPCR is an integral part of the National Climate Resilience and LowEmissions Development Programme, which is being established under an Interim National Climate Change Secretariat, Ministry ofFinance, with representation from key sectoral Ministries.  As such, the PPCR is partof a series of projects under a unified national programme. The Zambia PPCR is structured in two Phases: Phase I (June 2010 to September 2013, ongoing) helped mainstream climate change into theZambia Sixth National Development Plan and prepare for the second phase.  This phaseculminated into the design of a Strategic Programme for Climate Resilience (SPCR) which was presented to donors in June 2011, andserved as the blueprint for the adaptation activities expected to be piloted in Phase II. Phase II (September 2013-2019) will be anchored on the investment project ? Zambia Strengthening ClimateResilience in the Barotse Sub-Basin Project (US$36 million).The Zambia Strengthening Climate Resilience (Phase II) Project's development objective is tostrengthen Zambia's institutional framework for climate resilience and improve the adaptive capacity of vulnerable communities inthe Barotse sub-basin. The project has three components: 1)      Strategic National Program Support, aiming to strengthen the national institutional and financial frameworkfor climate resilience, by: (a) Providing institutional support to the national climatechange program; and (b) Strengthening climateinformation; 2)      Support to Participatory Adaptation, through strengthening of the adaptive capacity ofvulnerable rural communitiesin the Barotse sub-basin; 3)      Pilot Participatory Adaptation through the funding of actual participatory adaptationinvestments in the Barotse sub-basin, including: (a) Community adaptation sub-grants; (b) Establishment and operation of an adaptation contingencyfund; and (c) Rehabilitation and strengthened management oftraditional canals. 2.0      Key objective of the assignment The objective of this assignment is to provide technical assistance andsupport for, integrationand operationalization of climate resilient infrastructure into the sub-grant financed projects. The support is expected to be at the Sub-basin- District, wardand community where Zambia PPCR isbeing implemented. The infrastructure expert will also workclosely with the consultants, contractors and Communities with infrastructure related sub grant funded projects to ensure relevantclimate smart and resilient infrastructure approaches is integrated into the project implementation. 3.0      EligibilityCriteria Eligibility criteria for the establishment of the shortlist andthe selection procedure will be based on theConsultants' Qualifications (CQS)in accordance with the World Bank's procedures set out in the World Bank's "Rules and Procedures for Use of Consultants of  January 2011 and Revised in July 2014. 4.0      Qualifications and ExperienceRequired a.                  The Civil or hydraulic engineerand should have an Msc in hydraulics or equivalent. b.                 He should have experience ininfrastructure management, hydraulic modelling (preferably HECRAS) and used to work with AutoCAD. c.                  He should have at least 7 years'post qualification experience in assets management (O&M of infrastructure). d.                 Experience in working on ruraldevelopment projects and understanding of collaboration work with traditional authorities will be an addedadvantage. e.                  Should  be able to work  with multidisciplinary teams f.                  Capable of carrying out  the following i.         supervising field topographic and hydraulic surveys ii.         Civil Engineering design and construction supervision, iii.        Basic Water ResourceAssessments iv.        Public Health EngineeringAssessments v.         Climate  Change Assessments  in  Support of ClimateAdaptation vi.        Being a member of a recognisedinstitute of Civil/Hydraulic Engineers would be an added advantage. 5.0      Timing andDuration The duration of assignment would be two yearsrenewable, subject to a formal performance appraisal outcomes and availability of funds. 6.0      Termsof Reference The Terms of Reference and further information may be obtainedfrom addressees below at the National ClimateChange Secretariat, Plot No. 90, Corner of Makishi & Broads Roads, P.
