GENERAL PROCUREMENT NOTICE
 
KOSTT (the Borrower or the Company) the electricity transmission system operator (TSO) in Kosovo intends using the proceeds of a loan from the European Bank for Reconstruction to enable KOSTT to achieve full compliance with the N-1 electricity transmission grid security criteria. This is a key technical requirement for KOSTT to join the European Network of Transmission System Operators for Electricity (ENTSO-E), which seeks to promote market integration and transparency in electricity transmission. Specifically, the loan will (i) improve the stability and reliability of Kosovo’s power system; (ii) reduce technical losses; (iii) and improve the TSO’s ability to manage a liberalised market system.
 
The proposed project has a total estimated cost of about Euro 36 million to be financed by the Bank and the Company, and will require the procurement of the following goods, works and services for:
 
  1. Construction of a new 110 kV substation at Mitrovica (Mitrovica 2) and associated 110 kV overhead lines.
  2. Drenasi 2 (SS 220/35/10 kV & 220 kV transmission lines) and new 110 kV transmission line SS Rahoveci - SS Theranda

This invitation for Expression of Interest is issued for No. 6 the Project Implementation Consultant. The Project will be implemented by KOSTT located in Pristina. Environmental and Social Action Plan The Environmental and Social Action Plan (ESAP) is an integral component of the project, and the Consultant should assist the PIU in planning, organizing, monitoring, and reporting on, the progress achieved in implementing the ESAP. Knowledge transfer to Client The Consultant should ensure that there is a knowledge transfer to Client in all aspects of oversight and management of project implementation. The Consultant should train the PIU to meet the reporting requirements stipulated under the Loan Agreements. This will include regular reporting on any time-dependent covenants, implementation of any time or progress–dependant elements such as insurance policies, general progress reporting (programme, progress and financial status). The Government of Kosovo represented by the Ministry of Finance and the Ministry of Infrastructure intend using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] for a project to rehabilitate a road section of approximately 17 km in length between Kllokot and Gjilan in south east of Kosovo; and upgrade the access roads, totalling approximately 11 km in the cities of Prizren, Ferizaj and Gjilan in south and south east of Kosovo. The proceeds of the loan will be used to finance the construction works and works supervision related to the Project.


The proposed Project, which has a total estimated cost of twenty nine million EUR equivalents, will require the procurement of the following goods, works and services:

  • Upgrade of access roads to Prizren, Ferizaj and Gjilan;
  • Consultancy for the Supervision of Works;

Rehabilitation of the Southern Part of Railway Route 10

This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices on 21/1/2016, Procurement Ref.: 8150-GPN-45276, and on EU OJS 29 on 11/02/2016.

Kosovo Railways Infrastructure JSC, shortly INFRAKOS, hereinafter referred to as "the Client", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development, hereinafter referred to as "the Bank" to rehabilitate the Southern Part of Railway Route 10 (FusheKosove - Hani iElezit).

The Client intends prequalifying firms and consortia to tender for the following contract(s), hereinafter referred to as "the Contract", to be funded from part of the proceeds of the loan:

Rail Route 10 presents the existing railway line in total length of 252 km with general orientation Kraljevo (SERBIA)-Pristine (KOSOVO)-GorcePetrov (FYR MACEDONIA). The railway line is crossing Kosovo at a length of 148 km starting from Leshak at the Serbian border end ending at Hani iElezit, border with FYR Macedonia.

Subject of this contract is the rehabilitation of the southern part of Railway Route 10 between FusheKosove and Hani iElezit, from around km 246+888.0 to around km 312+772.60, which corresponds to an overall length of roughly 66 km.

This Works Contract, which will not be subdivided into lots, consists of the following main elements:

Earth works: approx. 10,000 m3
Tracks incl. ballasting (main line): 57.8 km
Tracks incl. ballasting (stations): 8.1 km
Signaling and telecommunication (main line & stations): 65.9 km
Railway bridges (new and rehabilitation of existing): (total length approx. 0.8 km) 34 pcs
Road level crossings: 45 pcs
Tunnels (widening and rehabilitation of existing): (total length approx. 1.0 km) 7 pcs
Culverts: approx. 100 pcs
No. of stations: 8 pcs
Envisaged time for construction: 36 months from commencement

The design of the railway line allows for its electrification. The electrification is not part of this Works Contract.

Prequalification and tendering for contracts to be co-financed with the proceeds of a loan from the EBRD, EIB and a grant from Western Balkan Investment Fund (WBIF) is open to firms and joint ventures of firms from any country.

Regional Roads Project: Development of Internal Approval Procedures for Priority Road Investments

Project Description: The European Bank for Reconstruction and Development ("EBRD" or the "Bank") is considering a sovereign loan to Kosovo to finance the rehabilitation of approximately 15km road section from Kllokot to Gjilan and the upgrade of access roads for a total length of approximately 11.2 km in the cities of Ferizaj, Gjilan and Prizren in Kosovo (the "Project").

The Project will be managed by the Ministry of Infrastructure ("MI", the “Ministry” or the “Client”) which has overall responsibility for the organisation and management of the transport sector in Kosovo. Within the MI, the Road Infrastructure Department ("RID") is responsible for the development of a road strategy, management of budgets and the issuing of contracts for road maintenance and development.

Assignment Description: The Government of Kosovo wishes to undertake significant investment in infrastructure in the coming years including the rehabilitation and upgrade of the existing road network and the construction of new road sections. This process will broadly follow the road investment needs set out in the Government’s Multi-Annual Investment Programme (the “Programme”). In order to facilitate the delivery of these investment projects the Ministry intends to engage a consultancy firm (the “Consultant”) to review its existing institutional procedures for reviewing, approving and prioritising projects in the road sector and propose a revised set of procedures aimed at improving the process and facilitating the smooth implementation of key projects in the sector (the “Assignment”).

The Consultant shall undertake the following tasks under the Assignment:

• review the existing decision making processes within the Ministry of Infrastructure, determine whether an organisational chart mapping key decision makers and a manual or similar describing the process of identifying and approving projects are utilised;
• compare the above to international best practise in terms of institutional decision making processes;
• develop a manual defining an improved decision making process within the Ministry of Infrastructure (the “Manual”). The Manual will identify, inter-alia, the decision making parties and step-by-step procedures for the approval process.

Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to begin in Q1 2016 with a duration of three months.

Cost Estimate for the Assignment: EUR 200,000.00 (exclusive of VAT).
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client willhave to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: It is anticipated that funding for the Assignment will be provided by the EBRD Shareholder Special Fund.

Consultant Profile: The Consultant will be an firm, or group of firms, with significant prior experience in the successful implementation of similar Assignments focused on analysing decision making processes within Governments, preferably focused on the Transport/Infrastructure sector.

The Consultant’s expert team is expected to include key expert as follows:
• Management Expert with preferably 10 years of previous professional experience in delivering similar assignments/programmes focused on the reform/renewal of internal governance procedures, preferably related to the infrastructure sector;

The Consultant is free to propose a team of experts who will provide support disciplines.

The evaluation criteria are as follows:
• Firm’s previous project experience in delivering similar assignments/programmes in comparable countries focussing on the reform/renewal of internal governance procedures, preferably related to the infrastructure sector. Experience should be demonstrated via examples of approval procedures and manuals developed as part of previous assignments – 50%;
• CVs of key expert(s) who should demonstrate extensive "hands on" experience on assignments of similar scope and in comparable business locations. Previous experience of developing internal approval processes for Governments is considered an advantage – 50%

Assignment Description:
 
The European Bank for Reconstruction and Development (“EBRD”, the “Bank”) is considering providing a loan of up to EUR 36 million to the Republic of Kosovo, to be on-lent to Infrastructure of Kosovo Railways JSC (“INFRAKOS” or the “Company”). The loan will finance the urgent rehabilitation and upgrading of the southern section (Fushe Kosove – Macedonian border) of Rail Route 10 (Kosovo-Serbia border to Kosovo-Macedonia border) in Kosovo (the “Project”). The Bank’s loan is expected to be divided into two tranches corresponding to two phases of the Project, with Phase I covering the section from FushëKosovë to the border with FYR Macedonia. 
 
The Project consists of the following components:
  • Track renewal;
  • Signalling systems;
  • Bridge works;
  • Level crossings;
  • Tunnel rehabilitation.
The total investment costs for Phase 1 are expected to be approximately EUR 94 million, and the services of a consultant (the “Consultant”) will be required to carry out the supervision of the construction works for Phase 1 of the Project in accordance with FIDIC terms, the existing standard tender documentation of the Bank, as well as with the relevant local legislation. It is expected that there will be one civil works contract. The Consultant's duties will include acting as the Engineer and carrying out all normal duties required of the Engineer in the civil works conditions of contract.

Assignment Start Date and Duration:The Assignment is expected to being in Q4 2015 with a total duration of forty-eight (48) months.
 
Maximum Budget available for the Assignment: EUR 1,400,000 (exclusive of VAT).

All expert should have significant experience in delivering similar assignments, ideally funded by International Financial Institutions (“IFIs”).
 
Submission Requirements: In order to determine the capability and experience of Consultants to be shortlisted, the information submitted should include the following:
 
(a) brief overview of the firm/group of firms including company profile, organisation and staffing;
(b) details of similar experience of firm or group of firms and related assignments undertaken in the previous five years, including information on contract value, contracting entity/client, location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives;
(c) CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

The expression of interest shall not exceed 20 pages (excluding CVs and contact/declaration sheet).
 
One original and four copies of the expression of interest in English, shall be submitted to the, in an envelope marked “Expression of Interest for “43938 INFRAKOS – Supervision Services for Phase I”, to reach the company not later than the deadline mentioned above.
 
One electronic copy in English shall also be submitted to the Executing Agency’s contact person by email by the same due date.

Following this invitation for expressions of interest, a shortlist of qualified firms will be formally invited to submit proposals. Consultant selection and contracting will be subject to availability of funding.
 
Note 2
The evaluation criteria are as follows:
  1. Firm(s)’s experience in supervising projects in therail sector – 30%;
  2. Firm(s)’s experience in supervising projects in accordance with FIDIC conditions of contract- 20%;
  3. Skills and experience of the proposed Resident Engineer and Deputy Resident Engineer – 10%;
  4. Skills and experience of the proposed Telecommunication and Signalling Engineer – 10%;
  5. Skills and experience of the proposed Civil /Railway Engineer– 10%;
  6. Skills and experience of the proposed Environmental Engineer – 10%.
  7. Skill and experience of the proposed Structural Engineer – 10%.
