SYNOPSIS FOR CONSTRUCTION MATOC USPFO FL

The USPFO for Florida intends to issue a Request for Proposal (RFP) for Indefinite Delivery - Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for maintenance, repair, construction, and possible design-build services throughout Florida. The primary locations will be Air National Guard Base in Jacksonville, FL, Camp Blanding Joint Training Center in Starke, FL, MacDill Air Force Base in Tampa, FL, Cape Canaveral Air Force Station in Cape Canaveral, FL, and Patrick Air Force Base in Cocoa Beach, FL. Typical work includes, but is not limited to: interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, communications, installing of cabling, surveys, studies, design-build and other related work. All will be in accordance with individual task order requirements and specifications and drawings provided with each project or master specifications. It should be noted that the majority of task orders under these contracts will be for sustainment, repair and maintenance (SRM) projects under $1M dollars. Prospective contractors will be evaluated on their ability to respond to emergencies via the main office or a staffed satellite office. The primary North American Industry Classification System (NAICS) code for this work is 236220 (Commercial and Institutional Building Construction) and 237990 (Other Heavy and Civil Engineering Construction). The small business size standard is $36.5 million average annual revenue for the previous three years. This is a total small business set-aside. The Government intends to award a minimum of EIGHT (8) IDIQ MATOC(s) provided sufficient qualified contractors present offers that propose reasonable prices. All responsible firms may submit an offer. These anticipated contracts will consist of a Base Award Period of two (2) calendar years, and three (3) one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. Task Orders will range from $2,000.00 to $5,000,000.00. The total of individual task orders placed against this contract shall not exceed $10,000,000.00 to any one contractor. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation. The solicitation will contain two seed projects, which will be used in the price evaluation and portions of the technical evaluation. Both seed projects will be awarded in accordance with the solicitation to the best value Offeror within the areas of consideration. It is anticipated that the solicitation will be available on or around January 8, 2018.A Pre-proposal conference and site visit will be scheduled for approximately 18th and 19th of January 2018. Details for registering for the conference will be available in the solicitation, Section 00100. Interested contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation, prior to attending for clearance to the facility. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) SAM Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in Vendor Guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
