Work includes Tree removal, clearing and grubbing, fence demo work, demolition, excavation and fill wetland area; a. Perform work to include the drainage swales and stabilization section. b. Install approximately 900 LF of security fence with end posts at the east boundary of the Type I clear zone adjacent to Tract B-64, tying to the existing security fence on each end. c. Remove existing steel pipes on taxiway sloped paved headwalls at Structure B-23 (inlet and outlet on each side of taxiway). Modify existing sloped paved headwall to accept grates and install heavy duty grates that are capable of supporting design loading of 9,800 pounds with no openings of a width greater than 3 inches. New grates shall be installed so that they are flush with existing sloped paved headwalls. d. Grade and compact runway overruns shown to remove surface irregularities such as tire tracks. Achieve a smooth, even surface prepared for soil stabilization. Apply a soil stabilization product. e. Remove existing fence and provide and install approximately 4,950 linear feet of security fence f. Clear trees 50 LF inside B5 property limits along fence route. Provide and install approximately 4,400 linear feet of security fence and one 16 LF double gate assembly. g. etc.

The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) in Washington, DC, 425 I. Street, NW, is issuing this pre-solicitation notice for the Two-Phase Design-Build requirement for the Barrancas National Cemetery, in Pensacola, FL. This is an unrestricted procurement under Solicitation Number VA101-16-N-0089. The Contractor shall provide and furnish all supervision, labor, materials, tools, transportation, supplies and travel necessary to expand and improve the existing Barrancas National Cemetery. This project will comprise the next construction phase of cemetery development, and will primarily include the development and construction of additional gravesite burial capacity and infrastructure to provide 10 years of service on existing, undeveloped land. The remainder of the cemetery site will be shown for development in future 10-year phased projects as per a master plan that is to be designed with this project. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 10 years will comprise this phase of construction. This investment will develop approximately 20 acres of undeveloped land to provide approximately 13,000 gravesites, including both casket and cremation sites in new burial sections. Memorial Walls will be added at Barrancas National Cemetery to accommodate memorial plaques honoring the memory of veterans, and other eligible individuals whose remains are not available for burial. This project will also improve the cemetery entrance, including cortege staging lanes, visitor parking, access to public information, and public restrooms. Drainage problems will also be addressed. The project will also encompass needed irrigation improvements and corrections to the water channel and pond system as well as extension of irrigation into newly developed areas. The project will also correct deficiencies in the infrastructure. Renovations and additions to the Administrative Building and Maintenance Complex and Committal Service Shelters will be accomplished to accommodate military honors teams including volunteers and public information functions. Improvements made to structures will incorporate Green Building Principals and Renewable Energy Initiatives in accordance with VA policy and latest energy efficient technology. The project shall include an Early Turnover (ETO) phase consisting of approximately 6,650 oversize pre-placed crypts and 3,500 traditional gravesites, with associated site development requirements which must be completed and accepted for use within 810 calendar days from Notice to Proceed (NTP). The project shall also include an updated master plan for the expansion area and remaining 36 acres of undeveloped land. The Barrancas National Cemetery expansion is planned as a Design Build acquisition for award in FY17. The Office of Construction and Facilities Management (CFM) will provide a requirements document consisting of program requirements, environmental and regulatory constraints, topographic and boundary survey, baseline geo-technical survey, performance schedule, and listing of applicable VA/NCA design guides, submission requirements, and planning criteria. The Design Build contract shall include a full complement of design services including the preparation of Master Plan, Schematic Design, Design Development and Construction documents in addition to all construction, commissioning, and LEED Silver certification.
