This is a pre-solicitation notice for FA4460-16-R-0002, which had a sources sought notice posted under FA4460-16-R-0002. The Multiple Award Construction Contract (MACC) is an indefinite-Delivery Indefinite-Quantity (IDIQ) contract that is awarded to multiple contractors. Task orders for individual projects are then competed amongst the pool of contractors and evaluated based on price. Anticipated task orders will be Firm-Fixed Price with a magnitude up to $10,000,000.00. The total contract value for the MACC is Not To Exceed $165,000,000.00 over a five year period. The Government anticipates award of up to ten (10) IDIQ contracts. Each contract awarded will contain a basic period and four individual exercisable option periods. The Government does not guarantee that any option period will be exercised. The work consists of a broad range of construction tasks, including but not limited to: New construction of buildings and structures, alteration and repair of buildings, structures, roads, grounds, roofs, specialty construction, utilities including Jet-A fuel systems and miscellaneous services including hazardous material waste removal (i.e. asbestos, lead based paint, etc.). Work may also include design/build from concept to full 100% design. In-house design capability or ready access to design capability is a must for projects under this MACC. Description of work will be identified in each individual task order. The 99th Contracting Squadron will be soliciting a Multiple Award Construction Contract (MACC) for Nellis Air Force Base, Creech Air Force Base, and Nevada Test & Training Range (NTTR).  The MACC will be an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for, Full design-build, Partial design-build, and design-bid-build construction projects that shall be awarded via individual task orders. Task orders will provide a vehicle for execution of a broad range of projects, such as carpentry, road repair, roofing, excavation, interior/exterior electrical, steam fitting, HVAC, plumbing, sheet metal, fencing, demolition, fire protection, concrete, masonry, and other projects. In-house design capability or ready access to design capability is a must for projects including alteration and repair to existing infrastructure. Period of Performance and Magnitude: The maximum programmed amount (potential price of all task orders issued to MACC Awardees) is not to exceed $40 Million.  The period of performance is for five (5) years with each contract year being an ordering period.  Individual task orders are estimated to be between $25,000 and $5,000,000 and will vary in size and complexity.  All work shall be in strict compliance with the specifications of the contract and specifications and drawings for each task order. System design and construction of independent Ethylene Glycol Water (EGW) and Coolanol Cooling Systems to support testing in the Benefield Anechoic Chamber (BAF), Edwards Air Force Base, CA. Install skid pumps for both EGW and Coolanol systems located in the mechanical room. Install skid mounted air-cooled chiller with buffer tank and chilled water pumps to interface with the two skid pumps. Install piping from the skid pumps in the mechanical room through the maintenance access tunnel to the area under the turntable in the (BAF). Install flexible hose system for EGW and Coolanol systems to the underside of the turntable. Install EGW and Coolanol mobile carts with hoses for connection to fitting in the turntable floor and to aircraft points of connection. Install control systems to monitor and control the skids and carts from a central control room and the skids and carts themselves. Supply EGW and Coolanol fluid for testing and final fill to meet Government specifications. The project is located in a secure area, access is controlled and operations will continue throughout the construction period of performance. This project is a one-phase design-build solicitation. The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree on design flexibility while meeting certain specific project requirements. The successful Contractor must design and construct complete and useable facilities, as described in the RFP documents. One solicitation will be issued. The acquisition will be conducted under a competitively negotiated source selection process. Both a technical proposal and a price proposal will be required. The acquisition strategy is Best Value "Lowest Price Technically Acceptable." Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Non-cost factors (evaluation factors) may consist of the following: Experience and Past Performance on projects, Key Personnel, including AE and Construction members, and Management Approach.
