Solicitation Number: W912NR-16-R-0002 Synopsis: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation number W912NR-16-R-0002 is issued as a Request for Quotation (RFQ). Description of Requirement: The purpose of this requirement is to provide Military Construction (MILCON) programming and project management support services to support the Louisiana Army National Guard's (LAARNG) Construction Facility Management Office (CFMO), specifically to support management, planning, programming and design of MILCON projects, project management, and design criteria expertise. The base period of performance will be 01 January 2016 - 31 December 2016 with four (4) one year option periods. The applicable wage determinations submitted to DOL on an SF 1444 (Request for authorization of additional classification and rate) will be listed on an attachment. These wage rates, and details listed in WD 05-2229 (Rev.-16), will be utilized on this contract. Performance Standards: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control, and any items and services necessary to perform the required services as outlined in the Performance Work Statement (PWS) attached to this synopsis/solicitation. Evaluation: The resultant offer by the government will be a Firm-Fixed-Price (FFP) Purchase Order with one (1) base year and four (4) options years awarded using FAR part 13 procedures. The evaluation procedures located at FAR 13.106-2, FAR 15.101-2, and FAR 15.305(a)(1) Cost or price evaluation, FAR 15.305(a)(2) Past performance evaluation, and FAR 15.305(a)(3) Technical Evaluation, are being utilized for this acquisition. The technical acceptability evaluation will be based on the Contractor submitting the following required documentation; Quality Control Plan - include, at a minimum, a description of your management philosophy, management structure, and management approach (including aspects of conflict resolution, communication with contractors and customers, payroll management, and flexibility). The Past Performance evaluation will be based on the Contractor having successfully completed verifiable past performance that is in a manner similar in scope and nature to that identified in the Performance Work Statement. The Contractor shall submit a verifiable Past Performance record to be utilized in this evaluation. The Contractor is responsible in their submitted Past Performance documentation to identify how previous efforts completed are similar in scope and magnitude as that specified in this requirement. PERFORMANCE WORK STATEMENT Louisiana National Guard CERFP CERFP Basic Search & Extraction Course Short Title: BS&E Course Background: Members of the Louisiana CERFP Search & Rescue Element are required to conduct Basic Search & Extraction (BS&E) training in order to meet the standards set forth by the CERFP Individual Training Requirements Matrix contained within the 2016 National Guard Bureau CERFP Yearly Planning Guidance. In support of this objective, the Louisiana National Guard CERFP wishes to contract the services of the LSU Fire and Emergency Training Institute (LSU FETI) in order to provide a five-day, 50 hour BS&E course for up to 30 participants. Training Objectives Requirement: The training must include Level 1 Confined space Rescue, Level 1 Rope Rescue, and Level 1 Collapsed Structure Rescue. It must also include lecture, skills training, and scenario based exercises. The class must also cover federal and state regulations, use of specialized equipment for atmospheric monitoring, commercial entry and retrieval systems, and employment of rescuer constructed retrieval systems. In addition, the training must include principles of construction, load patterns, collapse patterns, hazard identification, principles of concrete, and awareness of weapons of mass destruction. Special emphasis must be given to rescuer safety, scene management, patient care and movement, and construction and operation of retrieval systems.
