The Naval Surface Warefare Center Carderock Division (NSWCCD) Philadelphia, intends to acquire four Rubber Rigid Inflatable Boats with hull constructed from drop-stitch fabric from Henshaw Inflatables LTD, UK. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Contract work consists of a base bid to place approximately 2,000,000 cubic yards of beachfill, along the Atlantic Ocean coastline of Absecon Island, Atlantic County, New Jersey. The project area encompasses the municipalities of Ventnor, Margate and Longport. The plan consists of constructing approximately 3 miles of beachfill, consisting of placing and shaping the beachfill material into a berm and dune system. In addition, the project will incorporate the construction or repair of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; providing sand fencing; the repair or extension of existing storm water outfalls; and the relocation or removal of various existing structures to accommodate the beachfill and dunes. The beachfill material for this contract must come from the authorized borrow area located approximately 2 - 3 miles offshore of Absecon Island in the Atlantic Ocean, as designated on the contract drawings that will be included in the solicitation. The work consists of conducting detailed pre-placement condition surveys of the approved borrow areas and beaches and a base bid to place/pump approximately 3,000,000 cubic yards of beachfill along the Atlantic Ocean coastline of Absecon Island, Atlantic County, New Jersey. This contract requires open ocean dredging and hydraulic placement of beachfill. The project area encompasses the municipalities of Atlantic City, Ventnor City, Margate City, and the Borough of Longport. The contract work may also consist of up to 21 separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid area. Options 1 through 7, if exercised, will be for quantities of 25,000, 50,000, 75,000, 125,000, 125,000, 300,000, and 500,000 cubic yards in Atlantic City, respectively; Options 8 through 13, if exercised, will be for quantities of 10,000, 25,000, 50,000 65,000, 100,000, and 150,000 cubic yards in Ventnor City, respectively; Options 14 through 17, if exercised, will be for quantities of 25,000, 50,000, 75,000, and 250,000 cubic yards in Margate City, respectively; Options 18 through 21, if exercised, will be for quantities of 25,000, 50,000, 75,000, and 250,000 cubic yards in Longport Borough, respectively. The project work for the Base Bid and Options may include, in addition to beachfill: The construction or repair of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; installing sand fencing; the repair or extension of existing storm water outfalls and drainage structures; and the relocation or removal of various existing structures to accommodate the beachfill and dunes. The only approved borrow areas for the beachfill material to be placed in Longport, Margate City, Ventnor City and Atlantic City are located within and adjacent to the Absecon Inlet in the Atlantic Ocean, and a separate designated area located approximately 2 - 3 miles offshore of Absecon Island within the Atlantic Ocean. To access the offshore borrow areas ocean dredging is required and hydraulic placement of beachfill is required. Solicitation Number W912BU-16-B-0005 will be issued on or about 3 August 2016 with a bid opening date of on or about 8 September 2016 at 11:00 a.m. All work under the Base contract must be completed within 280 calendar days after receipt of the Notice to Proceed. If any or all of the Options are awarded, contract performance time will be extended by the amount of days listed for the option.
