THIS IS A PRESOLICITATION NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 36.213-2 PRESOLICITATION NOTICES. This Presolicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Presolicitation Notice does not commit the Government to a binding contract. Further, the Government is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Presolicitation Notice. All costs associated with responding to this Presolicitation Notice will be solely at the responding party's expense. Not responding to this Presolicitation Notice does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
Presolicitation Notice Objective:
The purpose of this Presolicition Notice is to give contractors an opportunity to visit the project site before inclement weather prohibits access. The Government plans to post the solicitation package and may make an award. No formal site visit is schedule for this project. The project is located on the Swan Lake Ranger District of the Flathead National Forest, Missoula County, Montana. It can be reached from Bigfork, MT by taking the Swan Hwy (Hwy 83) south approximately 44 miles and turning right onto NFS Road # 903. Continue on NFS Road # 903 approximately 3 miles turn right at the junction with NFS Road # 9568 and continue for 2.2 miles to NFS Road #9599. This project involves the reconditioning and surfacing of 1.50 miles of the Cold Lakes Road, NFS Road No. 9599, on the Swan Lake Ranger District of the Flathead National Forest. Government supplied crushed aggregate surfacing is stockpiled at the Piper Pit at the intersection of NFS Roads No. 966 and No. 888; SE ¼, Section 18, T22N, R17W. See attached map.
This project is for the reconditioning of existing road and the lay down of government supplied crushed aggregate surfacing on and near the Cold Lakes Road No. 9599. The work includes, but is not limited to, mobilizing equipment, reconditioning the existing road, installing metal pipe, loading from an existing stockpile and hauling and laying down of government supplied crushed aggregate, and all other incidental items necessary to complete the project in accordance with the plans and specifications.
The work is located west of the Condon Post Office in the Swan Valley, Missoula County, Montana. From the intersection of Montana Highway 83 and Cold Creek NFSR #903 (approx. 1.25 miles north of the Condon PO) travel westward on Cold Creek Road #903 approx. 3.0 miles to the intersection of Jim Lakes Road #9568. After turning right on Jim Lakes Road, drive north and west approx. 2.9 miles to the Cold Lakes Road #9599 intersection and the beginning of the project
This procurement is being set-aside 100% for small business. Contractor shall furnish all labor, materials, equipment, supplies (other than for those listed as Government-furnished items) and supervision necessary to complete the work according to the contract.
The North American Industry Classification System Code (NAICS) is 237310 highway, street and bridge construction and the small business size standard is $36.5 million, set-aside 100% for small business.
As stated above, funds are not currently available for this project and by placing a notice in Federal Business Opportunities; it does not commit the Government in making an award on this project. It is estimated the solicitation package will be available approximately on January 28, 2016 and should be downloaded from this website at that time. No hard copies will be mailed out. Please check the website for amendments issued on this project. The work is estimated to begin April 11, 2016 and completed by August 31, 2016 which is approximately 142 calendar days.
