1. CONTRACT INFORMATION: General. A-E Services are being procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582), formerly known as the Brooks Act, and implement in Federal Acquisition Regulation (FAR) 36.6. All submissions will be evaluated in accordance with the evaluation criteria. The three firms deemed most highly rated after initial source selection will be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. The NAICS Code for this acquisition is 541310 and the applicable Small Business Size Standard is $7.5M. The area of consideration is RESTRICTED to a 250 mile radius of the Alexandria VA Health Care System, 2495 Shreveport Highway, Pineville, LA 71360 in which either the A/E firm's Primary or established Auxiliary/Satellite office must be located. Note: The 250 mile radius will be measured by one or more of the nationally recognized commercial free on-line mapping services from the Primary or established Auxiliary/Satellite Office Address to the above VA address (shortest driving distance option). a. Contract Award Procedure: The proposed A/E services will be obtained by a Negotiated Firm-Fixed Price Contract. Interested parties shall ensure current Licensing and have a current registration in the System for Award Management (SAM) database at https://www.sam.gov/portal and the Vendor Information Pages database at https://www.vip.vetbiz.gov/ as well as have submitted the current cycle VETS-100 Report per the requirements located at http://www.dol/gov/vets/contractor/main.htm. Failure of a proposed SDVOSB to be certified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor. b. SDVOSB Requirements: In accordance with VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, a service disabled veteran-owned small business concern agrees that, in the performance of the contract, at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns. c. Nature of Work: Provide Architectural/Engineering (A/E) services for site survey and investigation, concept development, design development, preliminary drawings, construction drawings, specifications, cost estimates, and construction period services. The A/E will work with VA Project Management Staff to develop the necessary working drawings, phasing plans, infection control plans, contract specifications, prioritization of items, and cost estimates for full and complete construction of this project. d. Design Costs: All offerors are advised that in accordance with VAAR 836.606-73(a) the total cost of the architect or engineer services contracted for must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR 52.236-22 Design Within Funding Limitations, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated AE firm selected to complete the design. The magnitude for construction (not design) of this project is between $10M and $20M. 2. SELECTION CRITERIA: The selection criteria for this acquisition will be in accordance with FAR 36.602-1 and VAAR 836.602-1 and are listed below in descending order of importance. (1) Professional qualifications necessary for the satisfactory performance of required services; as well as specific experience and qualifications of key personnel proposed for assignment to the project and their record of working together as a team. Include resumes for key personnel of proposed sub-consultants for all engineering disciplines: electrical, data communication, mechanical, civil, structural, environmental, interior design, LEED, commissioning and cost estimating. (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Specialized experience with healthcare related designs in a hospital setting (4) Capacity to accomplish the work in the required time; maintaining project schedules and project budgets. Cost control effectiveness and estimating accuracy. (5) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; be sure to include all past performance Department of Veterans' Affairs (include knowledge of VA design standards, technical manuals, and specifications)(provide no more than five (5) recent projects); (6) Location in the general geographical area of the project and knowledge of the locality of the project (250 miles); Proof of company and/or individual licensure are required in the State in which the work is to be performed at time of SF 330 Package submission; and (7) Describe in detail how your firm will conduct constructability reviews of construction documents; include interdisciplinary and specification versus drawings, details versus floor plan review process. (8) Reputation and standing of the firm and its key officers with respect to professional performance, general management, and cooperativeness. (9) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. 3. SUBMITTAL REQUIREMENT: This project is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside (Dec 2009). This requirement is subject to Availability of Funds. 5. PROJECT INFORMATION: A/E Design Scope of Work I. DEFINITION AND ACRONYMS: Pre-Construction Risk Assessment (PCRA); Interim Life Safety Measures (ILSM); Request for Proposal (RFP); Certified Independent Third-Party Safety Professional (CITP); National Fire Protection Association (NFPA); National Environmental Policy Act (NEPA); National Historic Preservation Act (NHPA); The Joint Commission (TJC); Facilities Condition Assessment (FCA); Competent Person (CP); Contracting Officer's Representative (COR); Central Energy Plant (CEP) II. GENERAL REQUIREMENTS: The Architectural/Engineering (A/E) Consultant shall provide all architectural and engineering services necessary to prepare complete contract documents consisting of specifications, drawings, and any other documents for procurement purposes and A/E construction period services for preparation of construction documents, cost estimates and other items as indicated to renovate the existing boiler plant to accommodate Maintenance & Operations (M&O) Shops, and build a new 8,000 square feet energy efficient boiler plant with three (3) - 700 HP boilers to replace the existing boiler plant (Bldg. 14). This project shall replace the existing boiler plant, and renovate the old boiler plant building. Construction period services during the construction contract shall be furnished by the A/E. Design and submission portion of contract shall not exceed three hundred sixty-five (365) calendar days from date of award. Construction period services shall extend contract duration to coincide with the end date of actual construction of facilities designed under this contract. 1. Work shall include, but is not limited to, the above detailed requirements which are to be considered a basic part/minimum requirement of this project and shall be fully developed by the A/E, discussed and resolved with Alexandria VA Health Care System staff. 2. The A/E shall schedule and conduct an initial pre-design meeting and field visit with the VA personnel consisting of: Engineering personnel, Safety Officer and other VA personnel as necessary. The purpose of this meeting/field visit is for all parties involved to fully define and understand the Scope of Work necessary for the A/E to design and prepare contract documents consisting of plans and VA specifications to renovate the existing boiler plant to accommodate M&O Shops, and build a new boiler plant. 3. The A/E shall perform any other necessary investigative work, i.e, meet with or communicate with VA staff regarding design layout. 4. The design required by this project shall, at a minimum, consider the following items of Option 1 of Contract VA701-13-D-0044, Task Order VA701-14-J-0147, Central Plant Feasibility Study at the Alexandria, LA VAMC: a. New Boiler plant building which will include the following: (1) Three dual-fuel fire tube steam boilers with high turn-down ratio, condensing economizers and O2 trim (2) All new plant steam accessory equipment (tanks, pumps, condensate return, valves, piping, controls, metering, water treatment, etc.) (3) New main steam piping header(s) to tie in to existing loop (4) Natural gas line and other required utilities extended to new plant b. Repair and Upgrades to existing Steam Loop: (1) Replace Sections of Main piping that are leaking or badly corroded (2) Replace sections of condensate return that are leaking or badly Corrode (3) Replace/Repair condensate return pump systems throughout loop (4) Replace/Repair leaking PRVs 5. The design and resulting construction must, as a minimum, be in accordance with all applicable codes, (NFPA, JCAHO, NEC, UPC, UMC, ASME, ASHRAE, EPA, NHPA, NEPA) and Department of Veterans Affairs (VA) publications, Master Construction Specifications, Construction Standards, Design Guides and Standards). 6. All project design work shall conform to the current edition of the VA Master Specifications and VA Design Standards as published at the following site: www.cfm.va.gov; ASME, ASHRAE, OSHA, IBC 2009, IPC 2009, IMC 2009, NFPA, NEPA, NHPA and NEC building codes and standards. III. INVESTIGATIVE WORK: 1. The A/E, with the aid of VA staff, shall perform all necessary testing and investigative work in order to adequately design the project. Utilizing "as-built" drawings provided by the VA and design staff site visits, the A/E will investigate scope of required new construction. IV. DESIGN CONSIDERATIONS: 1. Design shall include, but is not limited to, the following: a. VA specification guidelines. b. Construction drawings c. Construction cost estimate d. Other necessary design considerations. V. DESIGN REQUIREMENTS: A. Construction of a new boiler plant, at a minimum taking in considering design factors presented by the Contract VA701-13-D-0044, Task Order VA701-14-J-0147, Central Plant Feasibility Study at the Alexandria, LA VAMC. A/E shall coordinate with Engineering Staff prior to 20% design meeting to clarify all design consideration desired. B. Existing boiler plant shall be renovated to accommodate all M&O employees and their required spaces. All walls of existing building shall be enclosed and all glass larger than standard window openings will be removed. A/E shall coordinate with M&O supervisors prior to 20% design meeting to consider and incorporate all recommendations of VA staff. C. Provide environmental soil sampling for petroleum contamination in areas adjacent to the underground diesel fuel storage tank. D. Provide direction and design for the removal of the existing 1,500 gallon diesel fuel underground storage tank in accordance with State of Louisiana Article 7 CCR 1101-14. E. Provide direction and design for the removal of the existing 200 gallon diesel fuel above ground day storage tank in accordance with State of Louisiana Article 7 CCR 1101-14. F. The A/E contractor is expected to provide the design for a new boiler plant facility. A new boiler plant is expected to be designed with efficient burners, safety devices and controls, and ancillary support equipment such as fuel oil systems, feed water systems, chemical systems and condensate systems. The A/E shall develop and provide all construction documents, including but not limited to, drawings and specifications and construction estimates. The A/E contractor shall also provide construction period services. The A/E shall also determine and develop procedures and schedules for utility systems, allowing the Medical Center to meet the requirements of the mission of supporting direct patient care. G. The A/E shall incorporate green building and sustainable design practices and elements into project designs to the greatest extent practicable and as per the VA Sustainable Design & Energy Reduction Manual. Project designs shall meet the guiding principles and all energy/water/environmental requirements established by EPACT 2005, EISA 2007, EOs 13514 and 13423, and VA Directive 0055. All new construction and major renovations (including major mechanical equipment replacements) will require energy modeling (annual building or zone simulation based on local weather data), and analysis during planning to achieve the energy budgets required in the above laws. The typical design analysis will include a Life Cycle Cost Analysis (LCCA) on three different alternatives. For example: an A/E may choose to analyze a project by analyzing and modeling the replacement of original equipment, a radiant system, or a heat pump system when designing the replacement of an air handling system. Day lighting Plan L. Reduce Environmental Impact of Materials a. Report on amount of recycled and Bio-based content used b. Report on Construction Waste Recycling M. Providing the design requirements for data recovery for energy usage and equipment consumption. N. Providing working drawings and specifications for solicitation and construction. VI. SUBMISSION OF DOCUMENTS: The following specifies the documents, etc., required to be submitted by the Consultant to the Contracting Officer for distribution for each scheduled review and the due dates for each submission. Dates indicated must be strictly adhered to. The A/E will also be required to make a formal presentation at the 60%, and 100% reviews in person. A. Working Drawings: General 1. 0% Pre-design Meeting: The A/E and their design teams will be required to attend a 0% pre-design meeting with the VA Medical Center personnel to outline the scope of the design project. The A/E should be prepared to walk through the work site, take pictures, ask questions, take measurements, review as built drawings and VA specifications and gather any other pertinent information necessary to fully understand the scope of the design task. The A/E shall design and estimate so that all applicable codes are met. a. The A/E shall take written minutes of the pre-design meeting and all design reviews, in which he is in attendance, and provide the VA Medical Center with them within two (2) working days. b. The A/E shall establish a construction schedule. c. The A/E shall prepare a list of equipment and material submittals required by this project as separate specification section in the contract package. d. In each submission, the A/E shall incorporate all materials, procedures, etc., specified and all revisions according to comments made by either the Medical Center, Regional Safety & Fire Protection Engineer or VA Central Office where applicable. 2. 20% Review/First Review - A 20% Review is required within ninety (90) calendar days from date of award of the contract. a. Submittal Letter - Consultant shall provide a submittal letter addressed to the Contracting Officer stating documents submitted for 20% Review. b. Specifications - Consultant shall provide two (2) sets of edited, assembled and technical Project Specifications to the Resident Engineer to be used on this project. Marked up standard specifications are acceptable. The most current VA Master Specifications shall be used on this project and are available on internet: http://www.cfm.va.gov/TIL/spec.asp c. Drawings - Consultant shall provide a full set of project drawings showing the Basic Plan for each discipline involved. This shall include: (1) All drawings developed for the previous reviews shall be detailed showing all utilities, services and sizes as well as other required construction detail. (2) Show complete plan views, elevation views, photographs, legends and other schedule information. (3) Also show complete details, notes, sections and locations. d. Cost Estimate - Consultant shall provide a cost estimate to both the Contracting Officer and the COR and ensure that the following items are included: (1) Certification that the quantities have been checked and found to be correct. (2) All estimates shall be based on the most up-to-date working drawings available and shall be current as of the date of submission. (3) Materials are priced at the contractor's buying level. Sales taxes, when applicable, will be added into material costs. (4) Cost totals should reflect labor and materials separately and should be formatted as follows: (a) Totals - Labor and materials for all branches of work. (b) Contingencies - None. (c) Overhead and Profit - A nominal percentage to reflect variation of trades, project size, competition, etc. (d) Total Estimated Cost. e. This submission will be reviewed and one (1) copy returned to the Consultant. This design will be reviewed for functional purposes only. Technical accuracy and detail will be the responsibility of the A/E firm. 3. 40% Review: A 40% Review is required within sixty (60) calendar days from the date the Government returns their 20% Review Comments. a. Submittal Letter - Consultant shall provide a submittal letter addressed to the Contracting Officer stating documents submitted for 40% Review. b. Specifications - Consultant shall provide two (2) sets of edited, assembled and technical Project Specifications to the Resident Engineer to be used on this project. Marked up standard specifications are acceptable. The most current VA Master Specifications shall be used on this project and are available on internet: http://www.cfm.va.gov/TIL/spec.asp c. Drawings - Consultant shall provide a full set of project drawings showing the Basic Plan for each discipline involved. Specifications - Consultant shall provide two (2) sets of edited, assembled and technical Project Specifications to the Resident Engineer to be used on this project. Drawings - Consultant shall provide a full set of project drawings showing the Basic Plan for each discipline involved. Technical accuracy and detail will be the responsibility of the A/E firm. 5. 80% Review- An 80% Review is required within sixty (60) calendar days from the date the Government returns their 60% Review Comments. a. Submittal Letter - Consultant shall provide a submittal letter addressed to the Contracting Officer stating documents submitted for 80% Review. b. Specifications - Consultant shall provide two (2) sets of edited, assembled and technical Project Specifications to the Resident Engineer to be used on this project. Marked up standard specifications are acceptable. The most current VA Master Specifications shall be used on this project and are available on internet: http://www.cfm.va.gov/TIL/spec.asp c. Drawings - Consultant shall provide a full set of project drawings showing the Basic Plan for each discipline involved. This shall include: (1) All drawings developed for the previous reviews shall be detailed showing all utilities, services and sizes as well as other required construction detail. This submission will be reviewed and one (1) copy returned to the Consultant. This design will be reviewed for functional purposes only. Technical accuracy and detail will be the responsibility of the A/E firm. 6. 100% review: A 100% review is required with two (2) sets of specifications, drawings and cost estimates are required within sixty (60) calendar days from the date the Government returns their 80% Review Comments. a) Submittal Letter - Consultant shall provide a submittal letter addressed to the Contracting Officer stating documents submitted for 100% Review. b) Specifications - Consultant shall provide two (2) sets of edited, assembled and technical Project Specifications to the Resident Engineer to be used on this project. Marked up standard specifications are acceptable. The most current VA Master Specifications shall be used on this project and are available on internet: http://www.cfm.va.gov/TIL/spec.asp c) Drawings - Consultant shall provide a full set of project drawings showing the Basic Plan for each discipline involved. This shall include: (1) All drawings developed for the previous reviews shall be detailed showing all utilities, services and sizes as well as other required construction detail. (2) Show complete plan views, elevation views, photographs, legends and other schedule information. (3) Also show complete details, notes, sections and locations. d) Cost Estimate - Consultant shall provide a cost estimate to both the Contracting Officer and the COR and ensure that the following items are included: (1) Certification that the quantities have been checked and found to be correct. (2) All estimates shall be based on the most up-to-date working drawings available and shall be current as of the date of submission. (3) Materials are priced at the contractor's buying level. Sales taxes, when applicable, will be added into material costs. (4) Cost totals should reflect labor and materials separately and should be formatted as follows: (a) Totals - Labor and materials for all branches of work. (b) Contingencies - None. (c) Overhead and Profit - A nominal percentage to reflect variation of trades, project size, competition, etc. (d) Total Estimated Cost. e) This submission will be reviewed and one (1) copy returned to the Consultant. This design will be reviewed for functional purposes only. Technical accuracy and detail will be the responsibility of the A/E firm. f) Specification - consultant shall provide to the COR specifications, complete in accordance with the previous review requirements, with all review comments accounted for and ready for use as final contract documents. Specifications shall include scope of work and phasing schedule requirements assembled with the general construction sections. 7. Final submission - after completion of all the 100% review comments and corrections, the final contact documents shall be prepared, and submitted within thirty-five (35) calendar days after the Government returns their 100% Review Comments and shall include: a. Submittal letter - consultant shall provide a submittal letter stating that the changes and corrections noted on the previous review have all been evaluated and incorporated in the documents submitted for the final submission. List these documents: (1) Provide as a minimum a 700mb recordable disk containing digital drawings and technical specifications and two hard copies of complete drawing and technical specifications. (2) A final cost estimate based on revisions made at 100% review and cost estimate of bid items if required. (3) A final set of design calculations (where applicable). (4) A&E Design and AS-BUILTS only: a.) The CD case shall have the full name of the firm, address, contact phone numbers, Project number (station number, year, the number of the project) and Set 1 of CDs if more the one CD is required, on the inside of the CD case only there shall be an index of drawings with page numbers and drawing numbers. b.) The CD face shall contain the same information as the CD case except "the index". The CD shall not have anything to unbalance it. c.) All information shall be neatly typed and legible without the aid if any type of magnifying devises. d.) All CADD data and project specifications shall be delivered on Compact Disk(s) (CD) 650MB or greater. All data files shall be organized using the directory structure (path) as outlined in the CADD Standards, Naming Conventions section of this document. All files shall be free of corrupted or unusable data. e.) All CADD data shall be supplied in the latest version of the translation format, DWG. The contractor will be responsible for ensuring that all files shall translate to the VAHS's target CADD system, AutoCAD version 14 but not greater than AutoCAD 2011. f.) The A&E shall ensure a separate layer identified as SQUARE FOOTAGE, with the length, width, and square footage of all mechanical, office, and patient area, corridors, etc. this layer shall have the total of existing renovated space, total of new construction and the total square footage of the entire renovated area. VII. PRE-AWARD CONFERENCE - the A/E is required to attend the pre-award conference, which will be scheduled by the VAMC, Contracting section, for the purpose of answering questions and clarifying the project specifications and drawings. The project site will also be visited to verify existing field conditions and dimensions. VIII. PRE-CONSTRUCTION MEETING - the A/E is required to attend the pre-construction meeting for the project which will be scheduled by the VAMC, Alexandria, LA for the purpose of answering questions and clarifying the bid documents, etc., with the contractor. The A/E is to provide five (5) complete sets of contract drawings and specifications to the construction contractor at this meeting. The A/E shall take written minutes of the pre-construction meeting and provide the VA Medical Center with them within five (5) working days. IX. CONSTRUCTION PERIOD SERVICE REQUIREMENTS a. Review of submittals - Consultant shall review all material submittals, shop drawings and test reports. Reviews shall be completed and submittals returned to the resident engineer with fifteen (15) calendar days from receipt of request. b. Review analysis of change order and costs - consultant shall provide prompt response when contacted by resident engineer to review and provide analysis of change orders and costs. c. Site visits - consultant shall provide bi-weekly site visits throughout the duration of construction activities and one (1) final inspection for the project. (Please include price for additional site visits should they be desired by resident engineer.) The architect/engineer will also make a written inspection report within two (2) working days after each site inspection. d. One (1) set of drawings / Markup Drawings shall be on site or in Job shack with all documented changes to the project. Must be legible and ready at any time for the COR to review while in the area. Once completion of construction this set of drawing will be turned into the COR so it can be given to the A/E to make all changes and create the final set of "AS- BUILT" drawings in accordance with Alexandria VA Healthcare Systems Computer Aided and Drafting Standards. X. CADD Standards, Naming Conventions The contractor shall adhere to the following criteria for CADD under this contract. a. Graphic Format All CADD data shall be supplied in the latest version of the translation format, DWG. The contractor will be responsible for ensuring that all files shall translate to the VAMC's target CADD system, AutoCAD version 14 but not greater than AutoCAD 2011. b. Delivery Media All CADD data and project specifications shall be delivered on Compact Disk(s) (CD) 650MB or greater. All data files shall be organized using the directory structure (path) as outlined in the CADD Standards, Naming Conventions section of this document. All files shall be free of corrupted or un-usable data. c. CADD Standards i. CADD drawings shall be 2-dimensional drawing files. All drawings should be registered with the lower left limits set at 0,0 x-y coordinate values. All drawings shall be drawn in real world measurements. ii. Lettering: 1. PERFORMANCE WORK STATEMENTLouisiana National Guard CERFPCERFP Basic Search & Extraction CourseShort Title: BS&E Course Background: Members of the Louisiana CERFP Search & Rescue Element are required to conduct Basic Search & Extraction (BS&E) training in order to meet the standards set forth by the CERFP Individual Training Requirements Matrix contained within the 2016 National Guard Bureau CERFP Yearly Planning Guidance.In support of this objective, the Louisiana National Guard CERFP wishes to contract the services of the LSU Fire and Emergency Training Institute (LSU FETI) in order to provide a five-day, 50 hour BS&E course for up to 30 participants. Training Objectives Requirement: The training must include Level 1 Confined space Rescue, Level 1 Rope Rescue, and Level 1 Collapsed Structure Rescue. It must also include lecture, skills training, and scenario based exercises. The class must also cover federal and state regulations, use of specialized equipment for atmospheric monitoring, commercial entry and retrieval systems, and employment of rescuer constructed retrieval systems. In addition, the training must include principles of construction, load patterns, collapse patterns, hazard identification, principles of concrete, and awareness of weapons of mass destruction. Special emphasis must be given to rescuer safety, scene management, patient care and movement, and construction and operation of retrieval systems. The course instruction should adhere to standards set forth by NFPA 1006; 1670; 1500; 1983, and OSHA 29 CFR 1910.146 and 29 CFR 1910.134. Each participant who satisfactorily completes the training should receive an official course completion certificate from "LSU Fire & Emergency Training Institute".
