The current volume of construction activities is more than can be accomplished with the in-house construction project team. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish all labor, materials, tools, and equipment and perform work as required by the individual Task Orders (TO) to be assigned under this contract. a. This is an indefinite delivery/indefinite quantity (ID/IQ) type contract that encompasses a broad range of Non-Recurring Maintenance Construction work on real property located at the following Atlanta VA Medical Center locations: Atlanta VA Medical Center Carrollton Clinic Ft. McPherson Campus 1670 Clairmont Road 180 Martin Drive 1701 Hardee Ave., SW Decatur, GA 30033 Carrollton, GA 30117 Atlanta, GA 30310 TR House TR House 5065 Rockbridge Rd. 4231 Redan Rd. Stone Mountain, GA 30088 Stone Mountain, GA 30088 Two contracts will be awarded using the Best Value source selection process. The specific work to be accomplished under this contract is not predetermined. Separate, individual Delivery Orders will define the work. The maximum fee per Delivery Order will be $999,999. This contract will be for one (1) base year plus four (4) option years from the date of award or until the $4,999,999 in total fee is reached, if occurring prior to the end of the fourth option year. The maximum dollar value of Delivery Orders awarded in any given year (Fee Limit) is $2,000,000. Multiple Delivery Orders may be awarded with similar completion schedules and overlapping delivery dates. There is an option to extend the term of the contract for four (4) additional one-year Option Periods. The total of all Delivery Orders under this contract with contract extensions will not exceed $4,999,999. A minimum Construction of $2,000 over the life of the contract will be guaranteed should no work be ordered under this contract. For each Delivery Order issued under this contract the VA Contracting Officer will issue a request for a fee proposal that includes a statement of objectives and specific required project deliverables. The fee proposal for each Delivery Order shall be based on the pre-negotiated unit prices. Each Delivery Order shall be negotiated based on the Construction effort involved. The VA will retain the option to accomplish work using other methods, means, and contracts than this. During the contract period, the Chief Engineer and/or his designee will identify projects for Task Orders that will be issued by the Contracting Officer. The Contracting Officer per Task Order issued will appoint a Contracting Officer's Representative (COR). b. The contractor will furnish all required materials, equipment and personnel necessary to accomplish the assigned task orders. Task orders will vary in size and dollar amount. Task orders will involve work such as, but will not be limited to: demolition, carpentry, concrete, roofing, excavation, interior renovation, interior floor and wall finishes, ceilings, windows, doors and hardware installation, parking deck upgrades and repairs, electrical, plumbing, painting, plaster/stucco, masonry and HVAC. This contract shall not include medical facilities engineering support services such as: utility plant operation, ground maintenance, refuse collection and disposal, maintenance and repair of equipment or systems, and similar work. No task order shall include Architect\Engineering services, however, shop drawings, incidental to the job, reflecting the plan of action and the completed project may be included. c. The contractor is required to be located, either by virtue of his main office or a satellite operation base, within an area permitting a maximum of a two (2) hour response time to the Medical Center location listed above. The General Services Administration (GSA), Region 4 announces its intent to advertise a formal announcement opportunity for Design-Build construction excellence in public construction. This design build opportunity shall be for the design and build repair and improvements to stormwater drainage and moisture protection systems at the pedestrian and service tunnels in the Atlanta Federal Center, in Atlanta, Georgia and shall appear on/on about May 18, 2015. The project involves the design, repair, and improvement of rainwater drainage systems and moisture protection systems at the building envelope surrounding the pedestrian and service/utility tunnels in the Sam Nunn Atlanta Federal Center (AFC), Atlanta, Georgia. The existing building envelope at this area involves cast-in-place concrete floor slabs, roof decks, and foundation walls. The roof assembly over the tunnels involves split slabs with bituminous waterproofing membranes in the split. The roof deck above the pedestrian/utility tunnels serves as a portion of the main plaza area and has pavers installed as the top surface above a waterproofing membrane and protection board. Where the exterior sides of foundation walls are backfilled, waterproofing membranes and associated drainage boards and/or protection boards are installed against the walls. The stormwater drainage adjacent to this area involves cast iron, ductile iron and PVC pipe of various sizes. This work will require closure and demolition of a portion of Forsyth Street and sidewalks to access and repair the tunnel. Re-routing of all vehicle and pedestrian traffic will be required.
