Southampton City Council invites applications from suitably experienced contractors who wish to tender for one contract: (1) The works comprise of the construction of a new external passenger lift shaft, lift, lift lobby, and vehicular access route to the rear of the building. The project includes an element of Contractors Design for the pre-fabricated lift shaft and lift based on a performance specification. Manston Court is a supported housing complex comprising of 60 flats and a communal lounge with associated Kitchen and WC’s. The accommodation houses vulnerable older people, many of whom have additional care needs which often entail colleagues from outside agencies visiting them to help with personal care meaning that access to the properties is vital.

The delivery partner's responsibilities will include: — procuring and part funding, the implementation of the ECO Measures; — construction, installation, operation and maintenance of the District Heating network systems in Thornhill; and construction and installation of the District Heating system network at Shirley and Sturminster. These schemes in combination will connect approximately 1 390 residential properties; — Installation of appropriate pipework, radiators, HIU and meters within the properties; — Installing EWI, flat roof insulation and windows to approximately 690 specifically identified properties and enclosing balconies and change in rainwater pipes throughout all properties. The delivery partner may also be required to provide additional services to support the scheme including changing lights to LEDs, removal of unforeseen asbestos and other associated communal works. The initial term of the agreement will be the construction period (estimated to be 18 months) plus 15 years (with break points on every fifth anniversary of services availability date) with an option to extend for a further 5 years in relation to the operation and maintenance of the district heating system at Thornhill, Shirley and Sturminster. The total duration of the scheme is estimated to be up to 20 years following completion of the initial construction period. The Council intends to award the scheme to British Gas Trading Limited and appoint it as the delivery partner for the reasons given in this notice.
