The project encompasses the re-use and extension of an existing former library building and the construction of a new linked theatre for cultural uses, incorporating a theatre with a Heritage Centre and associated public realm works.

The project is a collaboration between the Oldham Coliseum Theatre (OCT) and the Arts & Heritage Services of Oldham Council. It will extend Oldham's cultural quarter, bringing together the producing theatre, young people's theatre, community arts development, art gallery, heritage collections, and local studies in a single linked complex combining a new build and a conversion of a much loved but currently empty Victorian library, linked via a bridge with Gallery Oldham and public space in the Library Gardens.

At the core of the project is a new build theatre to replace the Fairbottom Street building which has long been acknowledged as inadequate in terms of technical capacity and audience facilities. The Coliseum Theatre's front-of-house, education and administration activity will also be housed in the old Library, with the auditorium as a new build on an adjacent car park.

A Heritage Centre will be will be created from, a redeveloped and extended Library building containing a vibrant, multi purpose, multi disciplinary and cultural facility housing the borough's local studies, archives, museum, arts and heritage learning, all currently run by the Council's heritage service from 6 buildings in various locations across the town.

The former Library building, which is the building to be brought into use through this project, is Grade II listed.

Oldham is ambitious, it wants the best for its residents and businesses and it wants to play its part in growing the wider economy of Greater Manchester. Lot 1 — Skips Hire.

Lot 2 — Waste Disposal (Tipping).

FCHO currently have 1 site that holds permanent skips to enable building waste generated by the Property Care Teams through processes such as day to day repairs and property cleansing to be disposed of. At present FCHO have an in-house service that follows the teams and collects the building waste to enable a fast turnaround of Void properties or operatives will remove small amounts of waste in their vehicle.

FCHO requires the ability to tip various goods, including; building waste, bulky household waste (Furniture etc.), items ‘dumped’ on FCHO property, food waste, fridges/freezers, tyres, mattresses and WEE and any other hazardous waste including clinical waste consisting of but not limited to needles, human waste and animal waste together with treatment and disposal of all urban solid-refuse and waste as appropriate. FCHO need to be able to attend the tipping site and tip the waste as quickly as possible to ensure the downtime is kept to an absolute minimum.

Bidders are not restricted to the number of lots that they wish to submit a tender response for. Each of the lots will be scored separately and bidders are to note that the highest scoring bidder for each separate lot will be awarded the contract in accordance with the evaluation weightings as shown on Delta. Bidders are to be aware that this could result in 3 different suppliers/companies being awarded a contract for the 3 specific lots. ‘Under the contract the contractor and its supply chain will be required to actively participate in the achievement of social objectives relating to employment, (skills development and training) initiatives.
