Dundee City Council, on behalf of Neighbourhood Services, invites tenders from suppliers for the provision of interfacing IT software solutions for three divisions within the department. For the purposes of the tender process, the IT solutions sought have been divided into three lots. Suppliers can bid for one, two or all Lots. LOT 1 Housing Service: An Integrated Housing Management solution that includes contact management, together with an asset management solution. The Housing solution will be required to interface with other IT solutions, including mobile working and intelligent scheduling and the repairs and maintenance elements of the Contractor Solution, the Council’s Debt Recovery System, Citizen Account, Corporate Address Gazetteer and Civica Financials. Further integration will be required with a number of other systems. LOT 2 Construction Division: A construction software solution that incorporates contract costing and contract life cycle management, and that also facilitates planning and budgeting, forecasting, supplier and sub-contractor management, plant management, stores and bonus calculations. The Contractor solution will be required to interface with a stand-alone estimating package, an existing fleet management module and Civica Financials and Civica Procurement for the general ledger, procurement, purchase ledger, sales ledger and fixed assets. The Construction Division also requires a reactive, planned and cyclical repairs and maintenance system that will seamlessly integrate with an intelligent scheduling/ mobile working solution as detailed in Lot 3. Any references to mobile working/scheduling in Lot 1 (Housing) or Lot 2 (Construction and Environmental Management) are for descriptive purposes only, to show the linkages between the repairs requirements, intelligent scheduling of jobs and tasks and mobile working. Due to the joint ownership of the Housing repairs service and the dependency on the repairs solution of other Council departments, this part of the IT solution has been included as a separate lot: Lot 3 (outlined below). Environmental Management Division: The Environmental Management division operates a diverse land management service which incorporates grass cutting, grounds maintenance and street scene management as the core functions but also includes projects and one-off contract work. As a result, whilst it is envisaged that the Environmental Management Division will be able to makes use of the Construction solution (incorporating a reactive, planned and cyclical repairs and maintenance solution) for costing purposes, the division will require specific functionality with regards to workflow management, work scheduling, land management, performance management and reporting for cyclical works. LOT 3 Mobile Working and Intelligent Scheduling Solution. The works comprise thre removal of an existing defective chilled water unit and installation of 1nr replacement 125kW chiller unit Associated installations include trace heating, and installation of header pipework to provide for future expansion to potentially a further 4nr similar units. The works include associated builder works involving the removal of trees, construction of a concrete base, forming of holes etc. which will form a sub-contract to the project. Tenderers are expected to act as main contractor for the provision of all trades. Oak Room Conservation

A tender will shortly be advertised to appoint a specialist contractor to research, conserve, restore and install the currently disassembled Oak Room interior (Glasgow Museums collection: registration number ISTR.10.) designed in 1907 by Charles Rennie Mackintosh for the Ingram Street Tearooms in Glasgow. The successful contractor will undertake the conservation, restoration and reconstruction of this Room to the highest possible standards, and with an understanding and sympathy towards Mackintosh’s approach and philosophy to spatial arrangement, design, construction, materials and finishes. The primary material the contractor will be working with was removed from the Ingram Street building in 1971 and has been in storage ever since. The aim is to reconstruct, as far as possible, the interior space as it was first conceived by Mackintosh and built in 1907/08. The conserved and restored Oak Room will be lent by Glasgow Museums on behalf of Glasgow City Council to Design Dundee Ltd for display in its new Scottish Design Galleries within the V&A Museum of Design Dundee. There, visitors will be able to walk through the room and rediscover a long lost Mackintosh interior. In addition to the conservation work the successful contractor will be responsible for the packing, transport and installation of the room into the new galleries and for the design and build of the support structure the room requires for its reassembly and final display. Interested bidders will be required to sign a non-disclosure agreement prior to receipt of tender documents.
