The Leeds City Region Green Deal project aims to establish a long-term partnership with a leading Green Deal Provider/consortium in order to offer high quality and good value energy efficiency improvements to residents. 

The project will cover the whole of the Leeds City Region (and potentially parts of N Yorkshire and East Riding) with equal access, value for money and terms and conditions for all residents, regardless of location.

The project will be available to any resident regardless of tenure or housing design, construction type, size and fuel type used for heating and hot water.

The project will be open to all private sector households and the winning tender will be encouraged to design marketing approaches that the private sector will respond to. Many of the LCR housing authorities and housing associations have indicated that they are also interested in working with the winning tenderer to deliver social housing projects in specific estates. These are likely to be predominantly system built properties, solid walled Victorian properties and multi-storey blocks and properties with narrow cavities.  

Bidders will also be encouraged to consider opportunities within the non domestic market.

The winning tenderer/consortia will have ultimate responsibility for turnkey project delivery. Upon appointment, they will be required to market and manage a LCR wide private sector Green Deal/ECO scheme. This will provide, as a minimum, the following three broad types of offer, to be delivered throughout the LCR area: 

A.       Delivery of a free HHCRO scheme, including free HHCRO fully GD accredited assessments and installation of free HHCRO measures;

B.       Delivery of a full range of Green Deal measures, including Green Deal Assessments, within CSCO areas. This will aim to maximise the CSCO component to reduce the cost to households; and

C.       Delivery of a full range of Green Deal measures, including Green Deal Assessments, to all households in LCR not eligible for HHCRO and CSCO. This will offer customers a choice of loans or customer contributions and will aim to maximise CERO funding;

 

General Highway Structures Term Contract 2014-2015

Bradford Metropolitan District Council (BMDC) is looking to appoint a number of contractors, who must be experienced in working in Live (operational) Education Environments, onto a framework agreement to carry out building schemes in various locations across the Bradford District.

The majority of schemes to be procured through the framework will be between £1m - £2.5m and will be for Alterations and Extension works usually in Primary and Secondary Schools and Early Years Provisions, however where works are required in other Education Environments (e.g. colleges, universities) these could also be procured using this framework, although it is expected that there will not be many of these.

Where there is the need for a New Build or a Design & Build this will also be procured through the framework although again it is expected that there will not be many of these.

Currently BMDC uses an Approved List of Contractors (usually category WB001 – Building and Construction Contractors) to procure these schemes. However, this category provides contractors for a broad range of schemes, and does necessarily provide a short-list of contractors well experienced in schools buildings, therefore once this framework is in place BMDC will no longer use this list for this purpose.

Works will usually be in occupied, domestic premises (usually owner occupier or privately rented homes) at different individual addresses across the Bradford District. This Contract will be a partnering arrangement based upon a two stage competitive tender using the NEC3 Standard Form of Contract, with Option C Target Contract with Activity Schedule.

 

This partnering arrangement requires the agreement between CBMDC and the Contractor of a Target Cost and Activity Schedule for the project comprising:

 

  1. Net cost of construction work
  2. Preliminaries costs
  3. Overheads and Profit margin
  4. Construction programme.

 

Preliminaries costs should be based on the construction programme offered by the contractor and the overheads and profit margins will be subsequently agreed and ring fenced. These items will be the subject of the Stage I tender process.

 

The net cost of construction work will be structured and agreed jointly with the design team in Stage II of the process after selection of the partnering contractor.

BACKGROUND INFORMATION

The proposed improvement of Kirkgate is one of the final elements of the existing programme of strategic enhancements to the city centre public realm, which over the last five years has already included Darley Street, Heritage Streets phase 1, City Park, Heritage Streets phase 2 and the recently completed Market Street.

The scheme, together with improved linkage between Bradford Interchange and Forster Square stations, will be funded by the Regional Growth Fund for construction during 2014, and will allow these city centre public realm projects to be implemented in advance of completion of the Westfield Broadway shopping centre.

NATURE OF CONTRACT

The Kirkgate proposal is to improve the environment, quality and greening of the street along its length adjacent to the shopping centre and create a new Kirkgate Square at its high profile junction with Darley Street.

The materials to be used will be high quality stone flags and porphyry setts for the paving/shared surface works, granite walls for raised planters located around the Kirkgate/Darley Street junction and high quality street furniture to match the existing palette of materials installed on the other public realm works outlined above.

Photographs are attached within the Pre-Qualification Questionnaire which typify the nature of the works and the quality of workmanship required

CONTRACT VALUE AND LENGTH

The estimated value of the contract, excluding VAT, is £1,000,000 over the initial contract period. This is an indicative amount for information only and no guarantee of future contract value should be assumed.

The contract will run from 05/05/2014 for 6 months with no option to extend further due to the implementation of CBMDC Christmas embargo 2014.

It is intended that this PQQ will identify suppliers with the capability to tender for refurbishment works to an existing dilapidated Grade II dwelling situated close to the City Centre.  The works will be procured via a traditionally tendered, Bills of Quantities, with the works designed by a design team appointed by the Authority.  It is anticipated that the construction works will cost in the order of £590,000.00 and last for 35 weeks, completing for occupation in October 2015.  The tender will be awarded on the basis of the most economically advantageous tender.

 

There is no guarantee of workloads due to the nature of the requirement and that expenditure is dictated by budgetary constraints.

 

The existing property is in a state of disrepair.  Access to the building will have to be exercised with caution to ensure the health, safety and well being of employees and sub-contractors.  Recent works to the building have been undertaken to prevent unlawful access to the property.

The proposed Stott Hill / Church Bank scheme will be carried out in advance of future highway works in Forster Square, adjacent to the under-construction Westfield Broadway development.

The works include narrowing of the Stott Hill / Church Bank junction, construction of traffic calming plateaus on Stott Hill and kerbing / paving works associated with the Highway to Health cycle scheme at the Peckover Street / Church Bank junction.

    NATURE OF CONTRACT

The Stott Hill / Church Bank scheme includes several components:

The proposed  works constitute Phase 3 of the construction of Princeville Primary School. The works will be located on the site of the former school which has recently been demolished prior to this phase of the development.  

NATURE OF CONTRACT

The Princeville Primary School Phase 3 scheme includes several components:

  1. The provision of an access road serving a surfaced drop-off area and car park with 48 spaces.
  2. Construction of a football pitch to Sport England standards
  3. Soft landscaping works which will either be grassed or planted with low maintenance shrubs.
  4. Drainage works to the access road/drop-off area, car park, football pitch and other surfaced areas. 
  5. Street lighting and ducting works
  6. The provision of a formal tarmac play area with adjacent surfaced areas  
  7. Minor paving works adjacent to the school
