Choice's Asset Management team require engagement of an appropriately qualified and experienced Principal Contractor to deliver a range of proposed refurbishment and improvement works to both the internal areas and external areas of an existing, medium-sized, purpose-built sheltered housing scheme within the Gilnahirk area of East Belfast. Hazelbank Court is located just off the Kings Road in a fairly large site, which also contains one of the Association's larger, joint-managed schemes — Kirk House. Hazelbank Court comprises a single three-storey, purpose-built accommodation block, whose construction was completed by Oaklee Housing Association (now Choice) during 1996-97, to provide sheltered accommodation for persons aged 55 and over. The property's accommodation comprises a total of fifteen self-contained apartments, all of which contain a double-sized bedroom, bathroom, kitchen, living/dining room, hallway, hot-press/store, as well as a larger store room/study.

The scheme's management benefits from provision of a part-time, on-site coordinator, who operates alongside Choice's robust housing and neighbourhood regional hub structures, covering the Association's stock within this area of East Belfast.

As outlined above, each self-contained apartment within the scheme benefits from its own bathroom, living room and kitchen. Kitchen space is limited within many of the apartments and the standard designs do not presently include either infrastructure or space for a domestic washing machine, on account of the communal laundry facility provided at ground floor level — the operational cost of which is built into each Tenant's service charge rent component. Vertical circulation within the building comprises a single stairwell within the landlord's ‘central core’, constructed from reinforced concrete, whilst a single passenger lift also serves all levels. It should be noted that the passenger lift is scheduled for replacement during 2017 by current Choice lift equipment maintenance contractors, ThyssenKrupp. If required, the appointed MEI contractor's team will be expected to effectively coordinate works, alongside ThyssenKrupp, to ensure that the impact upon Tenants, visitors and staff is minimised, as much as is reasonably practicable.

The package of multi-element improvements proposed will comprise kitchen replacement works (inc. M&E), upgrades to the scheme's internal communal lighting, upgrade of the scheme's existing external lighting, the replacement of suspended ceiling tiles throughout, rainwater goods clearance, restoration of existing self-coloured render to the scheme's external elevations, cleaning down of external uPVC and uPVC-clad elements, as well as the resurfacing of existing hard surfaces within the schemes grounds — to include straightforward reconfiguration of soft landscaped areas to improve the existing car parking provision.

Choice's Asset Management team require engagement of an appropriately qualified and experienced Principal Contractor to deliver a range of proposed refurbishment, improvement and cyclical maintenance works to existing properties within a, relatively modern, single-phase development of social housing within the Waterside are of the City of Derry. Clements Court was originally constructed during 1997. The Clements Court development appears to have been completed as a single phase and incorporates a range of house-types, all of which are presently classified as ‘general needs’, in the context of the Northern Ireland Housing Executive's Common Selection Scheme. Clements Court is accessible by both vehicles and pedestrians from the adjacent Emerson Street and is close to main thoroughfare into the city centre of Derry — Glendermott Road.

In total, the scheme comprises 31 self-contained units, with the mix broken down as follows:

— 14nr 3-person, 2-bedroom bungalows;

— 12nr 2-person, 1-bedroom apartments;

— 5nr 2-person, 1-bedroom bungalows.

All properties benefit from private back gardens/yard areas, which are enclosed with a combination of intermediate and higher-level timber-boarded fencing. In-curtilage areas to the front of each property were noted to be ‘open-plan’, in accordance with the original scheme design, with no physical walls or fencing, and the like, noted marking the boundaries between the respective areas demised to each property at the front. Each dwelling benefits from its own, off-street private parking (1 space per self-contained unit), which is provided with tarmacadam hardstandings, in contrast to the brick-paviour, pedestrian walkways. Properties throughout the scheme are generally adjoined, in terrace rows, in a layout that suits the shape and form of the site, with external access to rear gardens, to facilitate refuse collection, being off communal laneways. Properties across both phases of the scheme generally benefit from both front and rear access doors, with the exception of the 6 first floor apartments, which are accessed from a total of 3 communal entrance lobbies containing the shared internal stairs and landings, as well as the electrical supplies and metering equipment serving the first floor units. The package of proposed multi-element improvements proposed will comprise kitchen replacement works (inc. M&E), external cyclical redecoration works — including the identification and implementation of necessary pre-paint repair works, overhaul of the scheme's current uPVC-framed double glazing, the removal and replacement of the vast majority of the scheme's existing external door-sets throughout, the provision of a new door-entry/intercom system (where required) to serve the scheme's upper-storey apartments, rainwater goods clearance and essential repair works, as well as refurbishment of the internal communal areas serving the 3 apartment blocks within the scheme.

All properties benefit from both front and back gardens, which are enclosed with a combination of intermediate and higher-level timber-boarded fencing, albeit that Phase 1 (Lismore Park) properties do not have the benefit of ‘defensible space’ to the front. Each dwelling has its own, off-street private parking, finished with tarmacadam hardstandings. Properties throughout both phases of the scheme are generally semi-detached, with the sole exception of the large, 5-person, 3-bedroom bungalow within Lismore Grove. Properties across both phases of the scheme generally benefit from both front and rear access doors, with the exception of the two first floor apartments, which have only 1 entrance door providing access to each of these unit's enclosed, private stair, enabling vertical circulation.

The package of proposed multi-element improvements proposed will comprise kitchen replacement works (inc. M&E), external cyclical redecoration works — including the identification and implementation of necessary pre-paint repair works, the removal and replacement of the vast majority of the scheme's existing external door-sets throughout, as well as the implementation of minor external landscaping enhancements to some small areas of shared amenity space — which are owned and maintained by Choice.

Dillon Court: The vast majority (26nr) of the scheme's apartments are one-bedroom units, with the remainder comprising three-person two-bedroom units. Although Dillon Court is a scheme that offers 24/7 support to its residents, the care is delivered ‘in-house’ by Choice's officers and, as such, there is no joint-managed involvement required. Dillon Court is fairly unique, in many respects, in that it effectively brings three different levels of support (clients with mental health issues, vulnerable adults, as well as homeless support) under the banner of a single scheme.

Riverview House: is located within walking distance of Strabane's busy town centre and comprises an infill, purpose-built development of 13nr modern, self-contained, one-bedroom apartments, which is served by two separate communal lobbies and stairwells. Riverview House is located at the southern end of Main Street within the town and was developed during the early-2000s by Ulidia Housing.
