DRAINAGE TUNNEL EXTENSION AND REMEDIAL WORKS IN METRO TUNNELS This is an update of the original Invitation for Tenders published on 14.10.2014. Please note the added minimum qualification criteria. This Initation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 25 January 2013 and updated on 7 February 2014. The Karen Demirchyan Yerevan Metro Company (“the Employer”) has received a loan from the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”), a loan from European Investment Bank (“EIB”) and a grant from the EU Neighbourhood Investment Facility (“NIF”) towards the cost of Yerevan Metro Rehabilitation Project Phase II. The Employer now invites sealed tenders from contractors for the following contracts to be funded from the proceeds of the loan: Drainage Tunnel Extension and Remedial Works in Metro Tunnels Section A – Drainage Tunnel Extension. This includes the following: A1 Remove existing, hazardous installations at Drainage Tunnel portal and rehabilitate the existing portal and drainage outfall to a safe and secure standard A2 Strip existing, hazardous installations in Existing Drainage Tunnel A3 Carry out drainage measures from Existing Drainage Tunnel in the vicinity of the Metro Tunnel from Zoravar Andranik Station to South Portal A4 Extend Drainage Tunnel by approximately 930 m to Republic Square Station main pump station A5 Carry out additional drainage measures along Drainage Tunnel extension A6 Lengthen Drainage Tunnel Extension by 150 m north of Republic Square Station main pump station (optional item at discretion of the Employer) A7 Excavate and support cross-galleries from Drainage Tunnel Extension and carry out additional drainage measures (optional item at discretion of the Employer) Section B – Remedial Works in Metro Tunnels. This includes the following: B1 Carry out low pressure void filling grouting along Metro Tunnels between South Portal and end of cast iron segment lining past Yeritasardakan Station where determined to be necessary B2 Carry out drainage measures in Metro Tunnels along a length of 490 m north of Yeritasardakan Station where determined to be necessary B3 Carry out drainage measures in Metro Tunnels along a length of 400 m north of South Portal where determined to be necessary B4 Apply corrosion protection treatments to inner surface of cast iron segments where determined to be necessary B5 Supply of fastening materials for the cast iron segments The contact also includes Detailed Design of the works to be carried out under Section A and Section B. The Detailed Design shall be compliant with the standard: “Construction Norms and Regulations, Hydraulic Tunnels, SNiP 2.06.09-84, issued by the USSR State Committee for Construction, Moscow 1985”. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: Historical non-performance. A consistent history of historical non-performance and/or litigation awards against the Tenderer or any partner of a joint venture may result in rejection of the tender. Historical financial performance. The audited balance sheets for the last 3 (three) years shall be submitted and must demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability and positive net worth. Where necessary, the Employer will make inquiries with the Tenderer's bankers. Average Annual Turnover. The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 (five) years of not less than EURO 20,000,000 (twenty million) equivalent. Financial Resources. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than EURO 2,000,000 (two million) equivalent, taking into account the applicant's commitments for other contracts. General Experience. The Tenderer shall demonstrate that it has successful experience under contracts in the role of contractor or management contractor for the last five (5) years prior to the tender submission deadline, and with activity in at least nine (9) months in each year. Specific Experience. The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of either (i) at least 3 (three) projects of a nature and complexity comparable to the proposed contract within the last 5 (five) years, or (ii) in the last 3 years: (A). underground works /tunnelling of not less than 1,000 (one thousand) metres including excavation in alluvial soils; (B) grouting/rehabilitation and corrosion protection works in tunnels Personnel. The Tenderer shall provide suitably qualified personnel to fill the following positions (position – total work experience in years – similar work experience in years): Project Manager at Site – 15 - 10 Lead Engineer Section Drainage Tunnel – 12 – 10 Lead Engineer Section Metro Tunnel – 12 – 10 Lead Designer – 15 – 10 Geologist – 8 – 5 Safety Specialist – 8 – 5 Foreman for conventional tunnelling – 10 – 10. Criteria for Joint Ventures, Consortia and Associations (JVCA): Each partner of the JVCA shall meet criteria (a) and (b) above; At least one member of the consortium shall meet 60% (sixty) and each partner shall meet 20% (twenty) of criteria (c) and (d) above All partners combined shall meet the requirements (e), (f) and (g) above. Tender documents may be obtained upon payment of a non-refundable fee of EURO 500.00 (five-hundred) or AMD (Armenian Dram) equivalent, or the equivalent amount in a convertible currency. Currency exchange rates shall be in accordance with rates set by the Central Bank of Armenia on the date of payment. Payment shall be made by bank transfer and documents shall be released upon provision by the tenderer of a receipt showing funds were transmitted to the following accounts, or upon confirmation from the Employer’s bank that funds have been received. Prospective tenderers shall confirm to the Employer by email that all files have been downloaded successfully. A two stage tender procedure will be adopted and will proceed as follows: the First Stage tender will consist of a technical proposal only, without any reference to prices, and a list of any deviations to the technical and commercial conditions set forth in the tender documents or any alternative technical solutions a tenderer wishes to offer, and a justification therefor, provided always that such deviations or alternative solutions do not change the basic objectives of the project. Following evaluation by the Employer of the First Stage tenders, the Employer will invite each tenderer who meets the qualification criteria and who has submitted a technically responsive tender to a clarification meeting. The proposals of all such tenderers will be reviewed at the meeting and all required amendments, additions, deletions and other adjustments will be noted and recorded in a Memorandum. Only qualified tenderers submitting a technically responsive and acceptable First Stage tender will be invited to submit a Second Stage tender. the Second Stage tender will consist of an updated technical tender incorporating all changes required by the Employer as recorded in the Memorandum to the clarification meeting or as necessary to reflect any amendments to the tender documents issued subsequent to submission of the First Stage tender; and the commercial tender. First Stage tenders must be delivered to the address below on or before 12 December 2014, 15:00 local time at which time they will be opened in the presence of the tenderers’ representatives who wish to attend. All Second Stage tenders must be accompanied by a Tender Security of EURO 300,000.00 (three-hundred-thousand) or its equivalent in a convertible currency, and must be delivered to the address below on or before the time and date of the submission deadline specified in the Letter of Invitation to submit Second Stage tenders, at which time they will be opened in the presence of the tenderers’ representatives who wish to attend.
