Tajikistan is rich in water resources; drinking water, however, is hardly accessible for the rural population or is of inadequate quality. Waterborne diseases are widespread and negatively influence population's health. Since 1998 Switzerland is assisting the country to improve water governance (incl. water supply) both at community and policy levels. This project will improve access to and quality of drinking water and sanitation for 150 000 people, living in 200 isolated mountainous villages in areas of Eastern Tajikistan. These results will be protected from the impact of natural hazards and are expected to produce specific positive impact on the lives of women and children, as well as to promote participation and empowerment of the local population in governance and management of their water supply systems.

The winning Bidder will be responsible to deliver the services listed in the Tender Documentation as published in the simap.ch and to contract construction companies to realize the ‘Safe Drinking Water and Sanitation Management in Tajikistan (SWSMT) — GBAO and Eastern Kathlon’ project including sanitation and construction works of the project.

The project aims to work on community, district and national level and focuses on the three key aspects:

(a) People (improved access to sustainable safe drinking water and sanitation facilities);

(b) Service providers (improved collaboration between local government, civil society and communities through joint capacity development in rural WSS management);

(c) Policies and Institutions (the policy and legal framework for efficient and improved decentralised services provision in rural and remote mountain areas, including pro-poor and most vulnerable people).

The project will ensure engagement of as many as possible local and national specialists in the implementation of the project as staff members and will work closely with technical specialists of the water departments at local and national levels. The project will also set up a steering committee at provincial level, including representatives from Ministry of Energy and Water Resources, relevant authorities from GBAO and Eastern Khatlon and representatives from Swiss Cooperation Office in Dushanbe. The implementing partner will serve as Secretariat for the committee.

The original CASA-1000 project-wide Environmentaland Social Assessment (ESIA) based on the prefeasibility study, summarizing potential impacts from construction of transmissionlines (TL) within a 2 kilometer wide corridor has been prepared, disclosed and consulted in all participating countries. Thedetailed design, including final routing/alignment of TL within this corridor, the exact location of DC-AC converter stations andtower footings, etc. will be defined later by the engineering, procurement and construction (EPC) contractors, following detailedroute surveys and considering the site-specific environmental and social aspects. The environment and social assessment workconducted during the Feasibility Study screened and selected a corridor within which the TL will be constructed. The subsequentESIA supplemented this work by the inclusion of country-specific assessment work that sought to identify if there were anysite-specific 'show stoppers' due to sensitivities. This subsequent work also developed a range of measures to mitigate potentiallyadverse effects and manage project implementation, as part of an ESMP that was developed. A special (independent) Avian RiskAssessment and Management study focusing on avifauna revealed that there were some inherent risks to birds, generally considered tobe at a locallevel, but which required further evaluation through field study. This work also discovered that there were severalsites in proximity to the TL routing that were of strategic importance to seasonal migration of birds due to the habitat type.Consequently, further detailed fieldwork needs to be undertaken as part of the individual, country-specific ESIAs that arescheduled to be undertaken by the national ESIA Consultants. These activities will be based on the results of the project RegionalEnvironmental Assessment (REA) which summarizes potential primary impacts from construction of transmission lines within a broadercorridor of two km width, and follows a framework approach with detailed guidance for preparing country specific ESIAs and severalspecific Management Plans (MPs) by independent EA consultants that would meet the requirements of respective national laws andapplicable Safeguards Policies of the World Bank. Thus the main objective of the assignment is to conduct an ESIA, obtain approvalfrom the State Committee for Environmental Protection and prepare an EMP for the proposed activities within the territory of theRepublic of Tajikistan. The member countries, including the Republic ofTajikistan have their own approach to EMP/ESIA improved and enhanced over the years, and national legislations regarding EIA/ESIA;normally, they have standards and guidelines that contemplate the EIA process as well as the legally establishedevaluation processand documents prepared by the Government or the Agency's authorities. However, since these standards and possibly, whichis moreimportant, the EIA practice continue to develop in the region, it is critical that the EIA work meets highest relevant standardandbe responsive to the World Bank's and other participating International Financial Institutions' SafeguardPolicy The Ministry of Energy and Water Resource now inviteseligible consulting firms ("Consultants") to indicate their interest in providing the Services. The Nurek HydropowerScheme is located 80 km (by road) from Dushanbe, the capital of Tajikistan, in the Danghara and Nurek districts of SouthernTajikistan, on the Vakhsh River. It comprises a 300 m-high embankment dam with impervious core, two spillway tunnels in the leftbank designed for an evacuation capacity of 4,040 m3/s and a power plant of nine Francis units for a total installed capacity of3000 MW and a discharge capacity of 1,350 m3/s. The construction ofNurek HPP was carried out from 1961 to 1979. The initial installed capacity of the power plant was 2,700 MW and was then increasedto 3,000 MW in 1988 through an upgrade of the hydraulic turbines. The units are now facingproblems of vibrations and/or temperaturealarms which require the capacity of some units to be reduced. Unit 8 has been out of operation since 2011 for refurbishment of therunner and the MIV, and then for issues observed on the transformer. In recent years, the maximal capacity of the plant can be saidnot being higher than 2,320 MW. Nurek HPP remains up tothis day the key power generation facility of the country, still providing more than 70% of the total generation. In this context,the question of Nurek HPP refurbishment after nearly 40 years in operation appears essential for the Tajik electric network and ona larger scale for the Tajik economy.  The rehabilitation of Nurek HPP will cover therehabilitation measures urgently required with the target to secure the plant's production and the safetyof the power complex,which includes the following: rehabilitation ofelectromechanical equipment; rehabilitation of auxiliary services; upgrading ofinstrumentation and monitoring equipment; improvement of the flood warning systems; refurbishment of hydro mechanical equipment ofwater intake and spillways; improvement of the flood routing capacity of the dam, etc. A detailed feasibilityof the rehabilitation was undertaken by Barqi Tojik with the support of an international consultant. The final reports will beprovided to the shortlisted consultants to assist them in preparing bid proposals. The Project's broadobjectives are: (i)                 Meet and secure domestic demand, in particular during wintertime; (ii)               Provide sustainable energy; (iii)             Improve the generation reliability of the plant; (iv)            Extend the remaining lifetime of the plant; (v)               Improve the overall operational and safety aspects for the operation and maintenance staff ofthe plant; (vi)            Improve and strengthen the dam safety features of the Project,and (vii)          Promote energy exports. The services of aProject Management Consultant for rehabilitation of Nurek HPP are required for the preparation and implementation phases of theNurek HPP Rehabilitation Project. The attention of interestedConsultants is drawn toparagraphs 1.9 and 1.11 of the World Bank's Guidelines: Selection andEmployment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (January 2011, revised July 2014) ("Consultant Guidelines"), setting forth theWorld Bank's policy on conflict of interest and eligibility. Eligible Interested Consultants must provide informationindicating that they are qualified to participate in providing the services above (brochures, description of similar assignments,description of experience insimilar conditions, availability of appropriate skills amongst staff). Consultants may associate withother consulting firms in the form ofa joint venture or a sub-consultancy to enhance their qualifications.All the members of the joint venture shall be jointly and severally liable for the entireassignment.  However, the experience of sub-consultant will not be considered whileshort-listing. The Consultants are invited to focus on the descriptionof their core business and years in business; Specific Experience similar to the assignment described above, their qualificationsin the field of the assignment; the technical and managerial organization of their firm; the general qualifications and number ofkey staff; absence of conflicts of interest and existence of quality system. The experience from similar work may include but not belimited to: i.                   Project management and supervision ofhydropower rehabilitation projects ii.                 Electrical (includinggenerator andswitchboard technology), mechanical (including turbine technology and steel structures), civil (including tunneling technology),control system and geo-technical engineering for hydropower rehabilitation projects iii.               Environmental and social issues iv.               Preparation of tender documents forhydropower rehabilitation projects v.                 Project procurement andfinancing vi.               Projects in developing countries The shortlisting criteria are: general experience ofrehabilitation supervision of hydropower plants, specific experience in similar projects covering the above aspects, availabilityof ISO or other required certificate and quality assurance systems and period the firm been in business (not less than fiveyears).
