Dushanbe - Uzbekistan Border Road Improvement Project

This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/pages/workingwithus/procurement/project.shtml) on 29 April 2016.

The Ministry of Transport of the Republic of Tajikistan, hereinafter referred to as "the Client", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development, hereinafter referred to as "the Bank", and from the Asian Infrastructure Investment Bank towards the cost of Dushanbe - Uzbek border Road Improvement Project.

The Client intends prequalifying firms and consortia to tender for the following contract, hereinafter referred to as "the Contract", to be funded from part of the proceeds of the loans:

  • Upgrade of M41 road section between the Avicenna Monument and the West Gate, km 0 - km 1.2, km 1.94 - km 4.0, km 4.0 - km 4.9


The scope of work involves amongst others construction of following structures / Facilities

Section km 0 - km 1.2:

  • Construction of a three-level interchange at km 0.327.
  • Construction of a two-level interchange at the roundabout at intersection of N. Maksum Prospekt and Maykovskogo Street.
  • Construction of an overpass at km 0.827.
  • Construction of retaining wall at km 0.123 - km 0.267; km 0.388 - km 0.532 at A. Sino Prospekt 730 m.
  • Reconstruction of the pedestrian underpass at km 0.083.
  • Construction of pedestrian underpasses at km 0.585, km 0.103, at km 0.38.

Section km 1.9 - km 4.0

  • Construction of a two-level interchange at km 2.183.
  • Construction of one-level interchanges at km 3.013 - km 3.115.
  • Construction of pedestrian underpasses at km 3.1 83.
  • Construction of an overpass at km 2.150.
  • Construction of 600m-long retaining wall at Bagovuddinova Street; 

Section km 4.0 - km 4.9

  • Construction of one-level interchanges at intersection of N. Makhsuma on km 4.520 - km 4.6.
  •  Construction of one-level interchange on km 4.867 at West Gate Dushanbe.
  • Construction of reinforced concrete retaining walls on km 4.702 and on km 4.4 - km 4.776.

 

The estimated completion period is two years followed by one year of the defect notification period.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.

Sugd Energy Loss Reduction Project - Extension

Open Stock Holding Company Barqi Tojik (BT) intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] for rehabilitation of low and medium voltage distribution networks in the Sugd region, construction of 2 new 110/10kV Substations, installation of electricity meters with ancillary equipment to allow demand side management, reduce distribution network losses and increase energy efficiency. The Project is to be cofinanced by European Investment Bank (EIB) complemented by a grant from EU /Investment Fund for Central Asia (IFCA).

The Project targets the key area of energy efficiency by reducing distribution network losses and increasing collections.
The proposed project, which has a total estimated cost of about EUR 25 Million equivalent require the procurement of the following tentative goods, works and services:

Contracts to be financed with the proceeds of TC Grant and loan from the EBRD will be subject to its Procurement Policies and Rules and will be open to firms from any country. Project Description: The Open Stock Holding Company Barki Tojik (BT or the Client) is a 100% state-owned vertically integrated power utility responsible for generation, transmission and distribution of electricity in Tajikistan. The Government of Tajikistan requested the European Bank for Reconstruction and Development (EBRD) and the European Investment Bank (EIB) collectively the Lenders and the European Union’s Investment Facility for Central Asia (EU IFCA) collectively the Co-Financiers to finance the Sugd Energy Loss Reduction Project (SUGD). 

The first part of SUGD is at its final stage and includes (i) Lot 1. Supply and Installation of Smart Meters, Meter Reading System Equipment, Auditable Billing System in Khujand and Surrounding Municipalities, and (ii) Lot 2 Rehabilitation of Khujand Electrical System.

The SUGD Extension Project (the Project) includes the construction of a new substation (Temurmalik) 110/10 kV in the southern part of Kamoli Khujandi Park.  It will also include the connection by a 2.5 km /110 kV OHL Double Circuit to another substation and ancillary equipment.

Assignment Description: BT intends engaging a consulting firm (the PIU Consultant) to provide organisational and technical assistance to the Client to ensure the successful completion of the Project in accordance with the Project Implementation Plan (PIP) and with all EBRD requirements stipulated in the Loan Agreement (the Assignment).

The Consultant needs to ensure close coordination of activities with the PIU Consultant engaged for SUGD ongoing project. BT expects both consultancy teams to coordinate their activities in a professional and open manner with the common target to successfully implement the Project.

Assignment Duration: 30 months.

Cost Estimate for the Assignment: EUR 300,000; exclusive of VAT.

Funding Source: EBRD Shareholder Special Fund.

Eligibility: There are no consultant nationality eligibility restrictions.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms experience in supporting Clients in similar types of assignments in the hydropower sector.

The Consultant’s team is expected to include the following Key experts, both internationals and locals:

  1. Team Leader/Substation Engineer preferably with 12 years of experience in planning, design and implementation of substation construction projects including Project Management and Contract Supervision experience;
  2. Overhead Lines Engineer - preferably with 10 years of proven experience in construction or designing of MV and HV OHL. The Expert should demonstrate hands-on experience in similar nature of assignments and complexity (design and construction of MV and HV OHL);
  3. Procurement Expert preferably with 10 years of proven procurement experience in power sector projects especially electricity distribution with relevant IFI’s experience;
  4. Construction Engineer preferably with 10 years of proven experience in construction. The Expert should demonstrate hands-on experience in similar nature of assignments and complexity (design and construction of substation and outgoing lines);
  5. Engineer Designer preferably with 10 years of proven experience design of energy facilities. The Expert should demonstrate hands-on experience in similar nature of assignments and complexity;
  6. Pool of short term experts including
  • Local medium voltage installation expert with full engagement;
  • Relay Protection Engineer
  • Environment and Social expert

All experts are required to be fluent in English, both written and spoken, speaking knowledge of Russian language is preferable.

Submission Requirements: Interested consultants are hereby invited to submit proposals.

In order to determine the qualifications and competence of consulting firms the information submitted should include the following:

1. Company/group of firms' profile, organization and staffing (max. 2-4 pages).

2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.

3. Proposed work plan and methodology.

4. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

5. Financial Proposal (in a separate sealed envelope shall be clearly marked "FINANCIAL PROPOSAL DO NOT  OPEN UNTIL COMPLETION OF TECHNICAL EVALUATION").

Important Notes:

1. The selection will normally be made from responses to this notification only. The highest-ranked consultant will be invited to negotiate the contract.

2. The evaluation criteria are:

a) Consultants' Experience in similar assignments (25%)
b) Consultants' experience in Tajikistan and Central Asia (15%)

The minimum technical score (St) required to pass is:  70.

The lowest evaluated Financial Proposal (Fm) is given the maximum financial score (Sf) of 100.

The formula for determining the financial scores (Sf) of all other Proposals is calculated as following:

Sf = 100 x Fm/ F, in which “Sf” is the financial score, “Fm” is the lowest price, and “F” the price of the proposal under consideration.

The weights given to the Technical (T) and Financial (P) Proposals are:
T = 85 and
P = 15

Proposals are ranked according to their combined technical (St) and financial (Sf) scores using the weights (T = the weight given to the Technical Proposal; P = the weight given to the Financial Proposal; T + P = 1) as following:  S = St x T% + Sf x P%.

North Tajik Water II Rehabilitation Project

This notice updates the previous General Procurement Notices ref. 7641-GPN-43255 for this project published on the European Bank for Reconstruction and Development (the Bank) website on 30 June 2014.

State Unitary Enterprise "Khojagii Manziliy Kommunali" ("KMK") of Kurgan-Tyube City intends to use the proceeds of loan from the European Bank for Reconstruction and Development (the Bank) and IFCA grant to improve solid waste management services in Kurgan-Tyube city.

SUE Khojagii Manziliyu Kommunali intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank), a grant from the Swiss State Secretariat for Economic Affairs (SECO) towards the cost of the North Tajik Water II Rehabilitation Project. This project aims at improving the water supply and wastewater systems in the cities of Shakhriston, Zafarobod, Panjakent and Istaravshan.

The proposed investment programme, which has a total estimated cost of USD 15.50 million. Contracts for hydrogeological investigation, water meters and O&M vehicles and equipment have been already procured. Tendering for the following goods, works and services is expected in 2016:

Khujand Wastewater Rehabilitation Project (Phase III)

Dushanbe - Uzbekistan Border Road Improvement Project

This notice is a further update to the GPN No. 6811-GPN-42232 originally published on the EBRD’s web-site on 9 October 2012.

 

The Ministry of Transport of Republic of Tajikistan intends using the proceeds of loans, once and if signed, from the European Bank for Reconstruction and Development (EBRD) and Asian Infrastructure Investment Bank (AIIB) for a project to rehabilitate and upgrade the 62 km section of M41 Highway Dushanbe - Uzbekistan border including several major interchanges which is a part of the Regional project (CAREC Corridor 3). The EBRD will be the lead co-financier and will administer the proposed project on behalf of the AIIB. The proposed project, which has a total estimated cost of USD 90 million equivalent, will require the procurement of the following goods, works and services:

 

  • Civil works for rehabilitation and widening of the section 1 of M41 Dushanbe - Uzbek border road from the Avicenna roundabout to the West Gate including 3-level traffic interchange at Avicenna roundabout and construction of two 2-level traffic interchanges at key local road crossings;
  • Consultancy services to support the Client with project implementation and project accounts audit;

North Tajik Water Rehabilitation Project

This General Procurement Notice updates the original GPN which was published in Procurement Opportunities on 14 October 2011.

SUE Khojagii Manziliyu Kommunali intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank), a grant from the Swiss State Secretariat for Economic Affairs (SECO) and a grant from the Special Climate Change Fund (SCCF) towards the cost of the North Tajik Water Rehabilitation Project. This project aims at improving the water supply and wastewater systems in the cities of Chkalovsk, Khorog, Gafurov, Isfara, Kairakkum, Kanibadam and Taboshar.

The proposed investment programme, which has a total estimated cost of USD 22.72 million, has been partially implemented and majority of contracts have been already tendered. The Project will require procurement of the following goods, works and services:

  • Installation of water meters and house connections
  • Chlorination units in seven cities
  • Rehabilitation of well pumps station Chorky and Surkh in Isfara.
  • Rehabilitation of waste water pumping station and pressure pipeline in Isfara.
  • Rehabilitation of drinking water supply network Khorog
  • Rehabilitation of sewage pumping stations in Kairakkum.
  • Construction of new pumping station Poymennaya in Kanibadam.
  • Rehabilitation of secondary water supply network in Taboshar.

 

Tendering for the above contracts is expected to begin in the third quarter of 2016.

Contracts to be financed with the proceeds of a loan from the Bank and with the proceeds of the grants from SECO and SCCF will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country.

The proceeds of the Bank's loan, SECO and SCCF grants will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

Rehabilitation of Qairokkum Hydropower Project

This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/pages/workingwithus/procurement/project.shtml) on 24 July 2015.

Barqi Tojik, hereinafter referred to as “the Client” or “BT”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) as well as potential funding from the Green Climate Fund (“GCF”) towards the cost of Qairokkum Hydropower Rehabilitation Project.

The Client intends prequalifying firms and consortia to tender for the following contract hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the loan.

Supply and Installation of Hydraulic Steel Components, Turbines, Electromechanical Equipment and Power House and Concrete Dam Rehabilitation

Project Background

Qairokkum hydropower plant is located on the Syr-Darya River in northern Tajikistan was commissioned in 1959. The existing six Kaplan turbines with a total capacity of 126 MW generate on average 700 GWh per year.

The reservoir is used for seasonal regulation of the water in Syr-Darya for irrigation needs as well as for generation of electricity. The Qairokkum plant is the only electricity generating facility in northern Tajikistan, but its current capacity is insufficient to meet electricity needs in the area, especially during winter. Most of the electric and mechanical equipment of Qairokkum plant has reached the end of its lifetime and a major rehabilitation, including the replacement of all turbines is envisaged.

Although the plant has been in operation for almost 60 years, it is very well maintained and is still generating electricity. However, the likelihood of major failure is increasing, thus a complete rehabilitation is required.

 

The Supply and Installation Contract comprises of the following main components:

  • Refurbishment of hydro-mechanical and electro-mechanical equipment and associated installations;
    • Upgrading and replacement of Hydraulic Steel Structures
    • Rehabilitation and replacement of all six (6) units of Kaplan turbines which intend to increase the total rated capacity of the plant from 126 MW to 174 MW;
    • Execution design of new equipment and interface parts;
    • Dismantling of old equipment;
    • Crack detection and repair on equipment to be overhauled;
    • Erection and commissioning of new equipment;
    • Training of operation and maintenance staff in Russian language;
    • Documentation in English and Russian languages.

 

  • Upgrading works for increasing the safety level of the power plant, the dam and the reservoir to include;
    • Leakage control measures;
    • Construction of a cut-off wall along the entire length of the dam of about 1,250 m;
    • Improving connection measures to increase tightness between the dam and existing power house structure;
    • Associated civil works for the plant rehabilitation.

The Contract will be based on FIDIC’s Conditions of Contract for Plant and Design-Build for Electrical and Mechanical Plant, and for Building and Engineering works, Designed by the Contractor (FIDIC Yellow Book).

It is envisaged that the Contract will be awarded during 3rd quarter 2017 with a scheduled time for completion of about 90 months.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.

Prequalification documents may be obtained from the office at the address below upon payment of a non-refundable fee of EUR 200 or equivalent in a convertible currency, including a Russian translation of the document.
