Invitation for Bids
1. The Republic of Tajikistan has applied for financing from the Asian Development Bank
(ADB) towards the cost of the Central Asia Regional Economic Cooperation Corridors 2, 5, and
6 (Dushanbe–Kurgonteppa) Road Project. Part of this financing will be used for payments under
the Contract named above. This contract will be jointly financed by ADB and the OPEC Fund for
International Development (OFID). No nationality restrictions apply to Bidders, other than any
restrictions arising from ITB 4.7.
2. The Ministry of Transport of the Republic of Tajikistan ("the Employer") invites sealed
bids from eligible bidders for the construction and completion of the CP-01: Rehabilitation and
Improvement of the Dushanbe – Kurgonteppa Road, from km 0+275 to km 33+475, which
will be improved to a dual carriageway asphalt concrete paved road. The Works comprise the
removal of bituminous pavement layers, partial removal of the granular pavement material from
the existing road, execution of earthworks necessary for the construction of the new and
rehabilitation of the existing carriageway, construction of side drains, construction of a new 299
meter-long bridge over the Kafirnigan River, two replacement bridges, one footbridge, four new
underpasses, and rehabilitation of two existing bridges, as well as the construction of new and
replacement/extension of existing culverts, construction of retaining walls, road sub-grade,
granular sub-base and base course layers, placing asphalt concrete, and provision of road
furniture. The construction period of the contract will be 1,095 days.
3. International competitive bidding will be conducted in accordance with ADB’s Single-
Stage: Two-Envelope bidding procedure and is open to all Bidders without nationality
restrictions.

Open Stock Holding Company Barqi Tojik (BT) intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] for rehabilitation of low and medium voltage distribution networks in the Sugd region, construction of 2 new 110/10kV Substations, installation of electricity meters with ancillary equipment to allow demand side management, reduce distribution network losses and increase energy efficiency. The Project is to be cofinanced by European Investment Bank (EIB) complemented by a grant from EU /Investment Fund for Central Asia (IFCA).

The Project targets the key area of energy efficiency by reducing distribution network losses and increasing collections.

KhWRP-001 Renovation of the existing water intake in Yovon city

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 7928-GPN-43257 updated on 1 December 2016.

The State Unitary Enterprise (SUE) «Khojagiyu Manziliyu Kommunali», hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and grant from the European Commission’s Investment Facility for Central Asia towards the cost of the Khatlon Water Rehabilitation Project.

The Employer now invites sealed tenders from contractors for the following works to be funded from part of the proceeds of the loan and the grant:

KhWRP-001 «Renovation of the existing water intake in Yovon city» including:

  • Construction of the capacitive structures (water settlers) open and closed type, including 2х500m³ reservoirs.
  • Construction of building of booster pumping stations, including supply and installation of the pump equipment and the accompanying electric and mechanical equipment.
  • Construction of the chlorination building, pressure filters workshop, including supply and installation of accompanying equipment.
  • Construction of administrative building, warehouse for reagents.
  • Supply and installation of complete transformer substation.

 

The implementation shall start in the second quarter 2017 and shall be completed within 540 days after signing of the contract, including winter break.

Tendering for contracts to be financed with the proceeds of a loan from the Bank and of a grant is open to firms from any country.
 

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

  • The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) for any of the last five years of not less than USD 1,170,000 (One million one hundred seventy thousand) equivalent
  • The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than USD 300,000 (three hundred thousand) equivalent, taking into account the applicant's commitments for other contracts
  • The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last five years and for the amount not less than USD1,400,000 (One million four hundred thousand)  equivalent
  • Copy(ies) of all the necessary licenses to perform the engineering and construction works in the Republic of Tajikistan or written evidence that the tenderer will be able to get it prior to the award of contract.

 

Joint ventures, consortiums or associations (JVCA) shall meet the following minimum qualification requirements:

  • At least one partner shall meet at least 40 percent of the minimum qualification criteria listed above;
  • Each partner of JVCA shall meet at least 25 percent of the minimum qualification criteria listed above;
  • All partners shall be jointly and severally liable;
  • Lead partner (a Representative) shall have the original of power of attorney as authority to conduct all business for and on behalf of any and all the partners of the joint venture/consortium during tender process and, in the event of the Contract, during contract execution.

Dushanbe - Uzbekistan Border Road Improvement Project

This notice is a further update to the GPN No. 6811-GPN-42232 originally published on the EBRD’s web-site on 9 October 2012.

 

The Ministry of Transport of Republic of Tajikistan intends using the proceeds of loans, once and if signed, from the European Bank for Reconstruction and Development (EBRD) and Asian Infrastructure Investment Bank (AIIB) for a project to rehabilitate and upgrade the 62 km section of M41 Highway Dushanbe - Uzbekistan border including several major interchanges which is a part of the Regional project (CAREC Corridor 3). The EBRD will be the lead co-financier and will administer the proposed project on behalf of the AIIB. The proposed project, which has a total estimated cost of USD 90 million equivalent, will require the procurement of the following goods, works and services:

 

  • Civil works for rehabilitation and widening of the section 1 of M41 Dushanbe - Uzbek border road from the Avicenna roundabout to the West Gate including 3-level traffic interchange at Avicenna roundabout and construction of two 2-level traffic interchanges at key local road crossings;
  • Consultancy services to support the Client with project implementation and project accounts audit;
  • Consultancy services for Supervision of above works.

 

Tendering for the above contracts is expected to begin in the middle of 2016.

 

Contracts to be financed with the proceeds of the loans from the Banks will be subject to the EBRD's Procurement Policies and Rules and will be open to firms from any country. North Tajik Water Rehabilitation Project

This General Procurement Notice updates the original GPN which was published in Procurement Opportunities on 14 October 2011.

SUE Khojagii Manziliyu Kommunali intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank), a grant from the Swiss State Secretariat for Economic Affairs (SECO) and a grant from the Special Climate Change Fund (SCCF) towards the cost of the North Tajik Water Rehabilitation Project. This project aims at improving the water supply and wastewater systems in the cities of Chkalovsk, Khorog, Gafurov, Isfara, Kairakkum, Kanibadam and Taboshar.

The proposed investment programme, which has a total estimated cost of USD 22.72 million, has been partially implemented and majority of contracts have been already tendered. The Project will require procurement of the following goods, works and services:

  • Installation of water meters and house connections
  • Chlorination units in seven cities
  • Rehabilitation of well pumps station Chorky and Surkh in Isfara.
  • Rehabilitation of waste water pumping station and pressure pipeline in Isfara.
  • Rehabilitation of drinking water supply network Khorog
  • Rehabilitation of sewage pumping stations in Kairakkum.
  • Construction of new pumping station Poymennaya in Kanibadam.
  • Rehabilitation of secondary water supply network in Taboshar.

 

Tendering for the above contracts is expected to begin in the third quarter of 2016.

KhWRP-008 Renovation of water distribution network

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 7928-GPN-43257 updated on 1 December 2016.

The State Unitary Enterprise (SUE) «Khojagiyu Manziliyu Kommunali», hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and grant from the European Commission’s Investment Facility for Central Asia towards the cost of the Khatlon Water Rehabilitation Project.

 

The Employer now invites sealed tenders from contractors for the following works to be funded from part of the proceeds of the loan and the grant:

 

KhWRP 008 Renovation of water distribution network in Isaev city, including:

Replacement of a distributive network (PE and steel pipes) in Isaev city with a diameter from 63 mm to 400mm and total length about 16 km;

Construction of reinforced concrete wells and junction points, valves, fire hydrants and other fittings in distributive networks;

Buildings of metal passage through the channel 30 meters long

 

The implementation shall start in the second quarter 2017 and shall be completed within 240 days after signing of the contract, including winter break.

 

Tendering for contracts to be financed with the proceeds of a loan from the Bank and of a grant is open to firms from any country.

 

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) for any of the last five years of not less than USD 2,000,000 (two million) equivalent

The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than USD 400,000 (Four hundred thousand) equivalent, taking into account the applicant's commitments for other contracts

The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last five years and for the amount not less than USD 1,000,000 (One million) equivalent

Copy(ies) of all the necessary licenses to perform the engineering and construction works in the Republic of Tajikistan or written evidence that the tenderer will be able to get it prior to the award of contract.

 

Joint ventures, consortiums or associations (JVCA) shall meet the following minimum qualification requirements:

At least one partner shall meet at least 40 percent of the minimum qualification criteria listed above;

Each partner of JVCA shall meet at least 25 percent of the minimum qualification criteria listed above;

All partners shall be jointly and severally liable;

Lead partner (a Representative) shall have the original of power of attorney as authority to conduct all business for and on behalf of any and all the partners of the joint venture/consortium during tender process and, in the event of the Contract, during contract execution.
