Open Stock Holding Company Barqi Tojik (BT) intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] for rehabilitation of low and medium voltage distribution networks in the Sugd region, construction of 2 new 110/10kV Substations, installation of electricity meters with ancillary equipment to allow demand side management, reduce distribution network losses and increase energy efficiency. The Project is to be cofinanced by European Investment Bank (EIB) complemented by a grant from EU /Investment Fund for Central Asia (IFCA).

The Project targets the key area of energy efficiency by reducing distribution network losses and increasing collections.
The proposed project, which has a total estimated cost of about EUR 25 Million equivalent require the procurement of the following tentative goods, works and services:

The tender process for Temurmalik Substation is expected to commence during second quarter of 2017, whilst the tender process for Project Implementation Unit Consultancy Services for Temurmalik Substation is expected to commence during fourth quarter of 2016.

Contracts to be financed with the proceeds of TC Grant and loan from the EBRD will be subject to its Procurement Policies and Rules and will be open to firms from any country. Khatlon Water Rehabilitation Project

State Unitary Enterprise "Khojagii Manziliy Kommunali" ("KMK") of Kurgan-Tyube City intends to use the proceeds of loan from the European Bank for Reconstruction and Development (the Bank) and IFCA grant to improve solid waste management services in Kurgan-Tyube city.

SUE Khojagii Manziliyu Kommunali intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank), a grant from the Swiss State Secretariat for Economic Affairs (SECO) towards the cost of the North Tajik Water II Rehabilitation Project. Dushanbe - Uzbekistan Border Road Improvement Project

The Ministry of Transport of Republic of Tajikistan intends using the proceeds of loans, once and if signed, from the European Bank for Reconstruction and Development (EBRD) and Asian Infrastructure Investment Bank (AIIB) for a project to rehabilitate and upgrade the 62 km section of M41 Highway Dushanbe - Uzbekistan border including several major interchanges which is a part of the Regional project (CAREC Corridor 3). The EBRD will be the lead co-financier and will administer the proposed project on behalf of the AIIB. The proposed project, which has a total estimated cost of USD 90 million equivalent, will require the procurement of the following goods, works and services:

  • The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than USD 25,000 equivalent, taking into account the applicant's commitments for other contracts;
  • The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least 3 (three) projects of a nature and complexity comparable to the proposed contract within the last 5 (five) years;

Tendering for contracts to be financed with the proceeds of the Bank’s loan, SECO’s and SCCF’s grant is open to firms, joint ventures and consortiums from any country.

To be qualified for the award of the contract, Tenderers must satisfy the following minimum criteria:

  1. average annual turnover as lead contractor (defined as billing for works in progress and completed) over the last 3 years of USD 400'000.-;
  2. the Tenderer has satisfactorily executed at least (3) three projects of a nature and complexity comparable to the proposed contract within the last (5) five years, each with a value of at least USD 300’000.-, including at least (2) two projects on borehole cleaning using equipment capable to drill and clean comparable boreholes.
  3. The Tenderer shall demonstrate that he has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the supply, installation and construction cash flow for the contract for a period of 3 months, estimated as not less than USD 100'000.- equivalent, taking into account the applicant's commitments for other contracts.

North Tajik Water Rehabilitation Project

This Invitation for Tenders follows the General Procurement Notice for this project which was published in EBRD Procurement Opportunities, 27 May 2016 procurement reference 8300-GPN-40717.

SUE Khojagii Manziliyu Kommunali (“KMK”) hereinafter referred to as the Employer, intends using parts of the proceeds of a loan from the European Bank for Reconstruction and Development (“the Bank”), parts of the proceeds parts of a grant from the Swiss State Secretariat for Economic Affairs (“SECO”) and parts from a grant from the Special Climate Change Fund (“SCCF”) towards the cost of the North Tajik Water Rehabilitation Project (“NTWRP”).

The Employer now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan and the grants:

NTWRP-11: Rehabilitation of Chlorination Units in Chkalovsk, Gafurov, Isfara, Kairakkum, Kanibadam, Khorog and Taboshar City. Provision of related supply of goods, installation and civil works.

The scope of the contract will include the final design, supply and installation works (including trenching, pipe welding etc.) of 8 chlorination units in 7 project cities.

The implementation shall start in Q1 of 2017 and shall be completed within 8 months after signing the Contract including winter break.

Tendering for contracts to be financed with the proceeds of the Bank’s loan, SCCF’s and SECO’s grant is open to firms, joint ventures and consortiums from any country.

To be qualified for the award of the contract, Tenderers must satisfy the following minimum criteria:

  1. average annual turnover as lead contractor (defined as billing for works in progress and completed) over the last 3 years of USD 350'000.-;
  2. the Tenderer has satisfactorily executed at least (3) three projects of a nature and complexity comparable to the proposed contract within the last (5) five years, each with a value of at least USD 200’000.-.
  3. The Tenderer shall demonstrate that he has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the supply, installation and construction cash flow for the contract for a period of 3 months, estimated as not less than USD 100'000.- equivalent, taking into account the applicant's commitments for other contracts.

NTWRP2 – 5.3 Water network rehabilitation in Panjakent city

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 20 June 2014 and updated on 26 February 2016.

SUE KMK hereinafter referred to as “the Employer”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and grant from Swiss State Secretariat for Economic Affairs (“SECO”), administered by the European Bank for Reconstruction and Development (the Bank), towards the cost of North Tajik Water II Rehabilitation Project

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan and the grant:

NTWRP2 - 5.3 comprises the rehabilitation of the water supply network in Panjakent city, including:

  • supply of pipes, valves and fittings; and
  • provision of related installation and civil works, including installation of pipeline HDPE 100, SDR 17, DN 115-500 with a total length of approximately 26.6 km.

 

The implementation shall start in the early of 2017 and shall be completed within 12 months after signing the Contract including winter break.

Tendering for contracts to be financed with the proceeds of a loan from the Bank and the grant is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

  1. The audited balance sheets for the last three (3) years shall be submitted and must demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability. Where necessary, the Employer will make inquiries with the Tenderer's bankers.
  2. The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 years of not less USD 1,5 mln.
  3. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than USD 200’000 or equivalent, taking into account the applicant's commitments for other contracts.
  4. The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last 5 years; in addition, the following specific experience:. a) Participation as contractor or management contractor in at least three (3) contracts within the last five (5) years, each with a value of at least USD 1,5 mln, that have been successfully and substantially completed and that are similar to the proposed Works..
