Elektroprivreda Srbije (EPS) intends using the proceeds of a loan from the European Bank for Reconstruction and Development for a project to rehabilitate fifteen (15) Small Hydro Power Plants (SHPPs), and the construction of two (2) New SHPP on existing water management dams   in Serbia, leading to improved efficiency and carbon savings.

 

The project, which has a total estimated cost of about EUR 37 Million equivalent, will require the procurement of the following goods, works and services:

 

Rehabilitation of existing SHPPs and construction of new SHPPs:

 

  • Lot 1 existing SHPPs West Serbia (8 nos.) – Equipment (Contract awarded and works ongoing)
  • Lot 2 existing SHPPs West Serbia (8 nos.) – Civil Works (Contract yet to be tendered)
  • Lot 3 existing SHPPs East Serbia (7 nos.) – Equipment (Tender Evaluation in process)
  • Lot 4 existing SHPPs East Serbia (7 nos.) – Civil Works (Contract yet to be tendered)
  • Lot 5 new SHPPs – Equipment (Contract yet to be tendered)
  • Lot 6 new SHPPs – Civil Works (Contract yet to be tendered)
  • Consulting Services including Environmental Expert and Independent Engineer (Selection process completed and Contract Awarded)

 

Tendering for the above Contracts for Lot 2, 4 and 6 is expected to commence during 4th Qtr 2016.

 

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

JSC Serbia Railways

This is an update of the General Procurement Notice published on 16 January 2015 reference no. 7789-GPN-42262. “Infrastructure of Serbian Railways” JSC, as the acquirer of part of the assets of “Serbian Railways” JSC in the process of transformation and spin-off demerger type with establishment of new joint stock companies, in accordance with the “Serbian Railways” JSC Status Change Plan, intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] for a project Rehabilitation and Modernization of Sections along Corridor X and Rehabilitation of Belgrade-Rakovica-Resnik Section..

The proposed project, which has a total estimated cost of EUR 91, 5 million equivalents, will require inter alia the procurement of the following goods, works and services:

  • Procurement of Civil Works including substructure, hydro technical works, track works, level crossings, and railway station structures.
  • Procurement of Electrical Works including signaling and telecommunication facilities, Overhead Contact Line and Electrical Traction Substation.
  • Procurement of machinery for maintenance of civil-engineering and electrotechnical infrastructure: Tamping Machine; New Track Measuring Car; Heavy Duty Motor Tower Cars for OCL Maintenance;
  • remote control System; Timetable Information system; visual and Audio Systems in Belgrade Node;
     

Tendering for the above contracts is expected to begin

  • in the Q3 of 2016 for the rehabilitation by general overhaul of the section Junction “G” - Rakovica-Resnik; procurement of Heavy Duty Gang Cars and Tamping Machines; 
  • in the Q4 of 2016 for the procurement of the New Track Measuring Car
  • in the Q1 of 2017 for the construction of Altina and Kamendin Stops; remote control System Timetable Information system, visual and Audio information Systems in Belgrade Node
  • in the Q2 of 2017 for the reconstruction of the section Jajinci-Mala-Krsna and Mala Krsna station,
  • in the Q4 of 2017 for the rehabilitation of electrotechnical infrastructure on railway lines along the Corridor X.

 

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. Programme for Reconstruction of 15 Small Hydropower Plants

 

INVITATION FOR TENDERS

Rehabilitation of 7 Small Hydropower Plants in Serbia

 

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 9 May 2011 and updated on 31 August 2016.

Public Enterprise “Electric Power Industry of Serbia", Belgrade (EPS) hereinafter referred to as “the Employer”, has received a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the Programme for Reconstruction of 15 Small Hydropower Plants.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: Procurement of Works for Rehabilitation of 7 Small Hydropower Plants in Serbia. The Works under the Contract will be performed with respect to the following Small Hydropower Plants (SHPP):

1.         SHPP Raška, near the City of Novi Pazar

2.         SHPP Radaljska Banja, near the Town of Mali Zvornik

3.         SHPP Seljašnica, near the Town of Prijepolje

4.         SHPP Kratovska Reka, near the Town of Priboj

5.         SHPP Pod Gradom, near the City of Užice

6.         SHPP Turica, near the City of Užice

7.         SHPP Moravica, near the Town of Ivanjica.

The Works on each SHPP shall include, but not be limited to demolition and/or dismantling parts of existing structures, performing earthworks, concrete, reinforcement, masonry and insulation works, metal and aluminium works, facade, painting and drywall works as well as installation of water supply and sewerage system, including supply of pipelines.

Detailed descriptions of Works required for each SHPP are provided in the Tender Documents. The expected duration of Works is 40 weeks.  

Tendering for the contract to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

  • Successful experience as contractor or management contractor in the execution of at least 3 contracts for performing works for construction, reconstruction or rehabilitation of hydropower plants within the last 5 years of a nature and complexity comparable to the proposed contract each for the amount not less than EUR 1,500,000 (One million five hundred thousand Euro) equivalent;
  • Sound financial position of the sole tenderer or all joint venture partners over the last 5 years;
  • Average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 years (2012 – 2016) of not less than EUR 3,000,000 (Three million Euro) equivalent;
  • Availability or access to liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the cash flow for the contract for a period of 5 months estimated as not less than EUR 300,000 (Three hundred thousand Euro) equivalent and the overall cash flow requirements for this contract, taking into account the tenderer’s commitments for other contracts;
  • Availability or access to machines and equipment as well as qualified personnel required for timely and successful performance of Works as detailed in the tender documents;
  • Other qualification criteria specified in the tender documents.

Tenderers from the Republic of Serbia may obtain the tender documents upon payment of a non- refundable fee of RSD 50.000 (Fifty thousand dinars), to account of JP EPS no. 160-700-13 with BANCA INTESA AD, BEOGRAD.

All Bank transfer charges are for Tenderers account.

Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.
