Belgrade Highway and Bypass Project

This notice updates the one published under reference 7311-GPN-36651 on 20 March 2014.

The Public Enterprise "Roads of Serbia" intends using the remaining funds of the Loan No. 36651, Belgrade Highway and Bypass Project, from the European Bank for Reconstruction and Development (the Bank), which included: rehabilitation and road equipment fitting on motorway (E70/75) section 25.9 km long from airport "Nikola Tesla" to "Bubanj Potok", rehabilitation of ring road (R251) section 24.2 km long with rehabilitation of tunnel "Stara Strazevica", stabilisation of landslides, as well as construction of new motorway (E70/75) section 9.7 km long from "Batajnica" to "Dobanovci", for the following projects:

Construction of noise protection walls on 3 locations in the frames of 30 km section of Highway E70/E75 though Belgrade.

Design and Construction of the "Nova Pazova" Interchange

Tendering for the above contracts is expected to begin by the end of first quarter of 2016.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

Sedimentation removal from the Sava Lake settling tank and construction of two raw water pipelines with diameter Ø 1500 mm, in length of 400 m eachThis Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 15 April 2016.

Javno komunalno preduzece Beogradski vodovod i kanalizacija, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Belgrade Water - Tranche 1 - Component 1 - Sedimentation removal from the Sava lake settling tank and construction of two raw water pipelines with diameter Ø 1500 mm, in length of400 m each.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

  • The removal of sedimentation from the base of the water reservoir (settling tank) serving the Makis Water Treatment Plants with construction of settling cassettes for sedimentation depositing, and construction of two new raw water distribution pipelines to be placed at the bottom of the settling tank; estimated quantity of dredged sludge is 200.000 m3, 2 steel pipelines Ø1500, each 400 m long; time for completion: 9 months.

 

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

1. Average annual turnover

The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last five (5) years (i.e. 2011, 2012, 2013, 2014 and 2015) of not less than EURO 9,000,000 per year equivalent.

2. Experience:

  1. General experience.

The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three contracts regarding water reservoir / basin dredging and two projects regarding construction of underwater water supply steel pipeline of a nature and complexity comparable to the proposed contract within the last five (5) years (i.e. 2012, 2013, 2014, 2015 and 2016).

  1. Specific experience
  1. Participation as contractor or management contractor in at least one contract regarding water reservoir / basin dredging with a value of at least EUR 900,000 and one contract regarding construction of underwater water supply steel pipeline with a value of at least EUR 3,500,000, within the last five (5) years (i.e. 2012, 2013, 2014, 2015 and 2016), each, that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements.
  2. The Tenderer shall demonstrate that within last five (5) years (i.e. 2012, 2013, 2014, 2015 and 2016) it has, as contractor or sub-contractor, duly performed and successfully completed minimum one contract regarding water reservoir/ basin dredging in a quantity of min 100,000m³ and construction of underwater pipeline with min. diameter Ø 1,200 mm and min. length 800 m.
  3. The contractor shall have all the valid licenses to enable them to perform works in the water sector as required by the Serbian legislation. In particular they shall have the following two license:
  • I071G3 – work execution on hydrotechnical facilities
  • I071M2 – execution of mechanical installations on facilities for water-supplying and industrial water, hydrotechnichs and hydroenergetics

(d) The contractor shall have the following certification valid at the deadline for submission of the tender:

  • EN ISO 3834-2
  • ISO 9001
  • ISO 14001
  • OHSAS 18001

3. Financial Resources

The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than EUR 1,000,000 equivalent, taking into account the applicant's commitments for other contracts.

4. Criteria for Joint Ventures, Consortiums and Associations (JVCA): In case the tender is submitted by JVCA, it shall meet the following qualification requirements:

  1. in case of JVCA all Partners combined must meet requirement specified in the qualification criteria 1. above;
  2. in case of JVCA all Partners combined must meet requirement specified in the qualification criteria 2. a. above;
  3. at least one partner of the JVCA shall have the experience as a prime contractor, in execution of at least one (1) contract, specified in the qualification criteria 2. b.(b), specified above;
  4. in case of JVCA all Partners combined must meet requirement specified in the qualification criteria 3. above;
  5. at least one partner shall meet at least fifty (50) percent of qualifying criteria 1. and 3. specified above, and each member firm shall satisfy not less than ten(10) percent of qualification criteria 1. and 3. specified above.

EPS SHPPs PROJECT

Elektroprivreda Srbije (EPS) intends using the proceeds of a loan from the European Bank for Reconstruction and Development for a project to rehabilitate fifteen (15) Small Hydro Power Plants (SHPPs), and the construction of two (2) New SHPP on existing water management dams   in Serbia, leading to improved efficiency and carbon savings.

 

The project, which has a total estimated cost of about EUR 37 Million equivalent, will require the procurement of the following goods, works and services:

 

Rehabilitation of existing SHPPs and construction of new SHPPs:

 

  • Lot 1 existing SHPPs West Serbia (8 nos.) – Equipment (Contract awarded and works ongoing)
  • Lot 2 existing SHPPs West Serbia (8 nos.) – Civil Works (Contract yet to be tendered)
  • Lot 3 existing SHPPs East Serbia (7 nos.) – Equipment (Tender Evaluation in process)
  • Lot 4 existing SHPPs East Serbia (7 nos.) – Civil Works (Contract yet to be tendered)
  • Lot 5 new SHPPs – Equipment (Contract yet to be tendered)

Tendering for the above Contracts for Lot 2, 4 and 6 is expected to commence during 4th Qtr 2016.

JSC Serbia Railways

This is an update of the General Procurement Notice published on 16 January 2015 reference no. 7789-GPN-42262. “Infrastructure of Serbian Railways” JSC, as the acquirer of part of the assets of “Serbian Railways” JSC in the process of transformation and spin-off demerger type with establishment of new joint stock companies, in accordance with the “Serbian Railways” JSC Status Change Plan, intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] for a project Rehabilitation and Modernization of Sections along Corridor X and Rehabilitation of Belgrade-Rakovica-Resnik Section..

The proposed project, which has a total estimated cost of EUR 91, 5 million equivalents, will require inter alia the procurement of the following goods, works and services:

  • Procurement of Civil Works including substructure, hydro technical works, track works, level crossings, and railway station structures.
  • Procurement of Electrical Works including signaling and telecommunication facilities, Overhead Contact Line and Electrical Traction Substation.
  • Procurement of machinery for maintenance of civil-engineering and electrotechnical infrastructure: Tamping Machine; New Track Measuring Car; Heavy Duty Motor Tower Cars for OCL Maintenance;
  • remote control System; Timetable Information system; visual and Audio Systems in Belgrade Node;
     

Tendering for the above contracts is expected to begin

  • in the Q3 of 2016 for the rehabilitation by general overhaul of the section Junction “G” - Rakovica-Resnik; procurement of Heavy Duty Gang Cars and Tamping Machines; 
  • in the Q4 of 2016 for the procurement of the New Track Measuring Car
  • in the Q1 of 2017 for the construction of Altina and Kamendin Stops; remote control System Timetable Information system, visual and Audio information Systems in Belgrade Node
  • in the Q2 of 2017 for the reconstruction of the section Jajinci-Mala-Krsna and Mala Krsna station,
  • in the Q4 of 2017 for the rehabilitation of electrotechnical infrastructure on railway lines along the Corridor X.
