Rammeudbuddet omfatter energirenovering og fremtidssikring af almene etageboligafdelinger opført i årene 1960-1976, heraf de fleste efter "Sydjyllandsplan konceptet", der kan betragtes som etageboliger "typehus". En række af bebyggelserne er blevet renoveret i 1980-1999 (reparation af utætte tagflader, udskiftning af vinduespartier, installationer og efterisolering og betonrenovering samt gennemførelse af arkitektoniske og oplevelsesmæssige forbedringer, herunder forbedringer på bebyggelsernes friarealer. Bebyggelserne står i dag overfor en fornyet renovering/fremtidssikring bl.a. som følge af renoveringerne i 1980-1999, hvor: - Bygningselementer blev erstattet af nye, hvis levetid var endnu kortere end de oprindelige. - Der i mange tilfælde blev brugt materialer, der manglede stoflige kvaliteter, og som ikke kunne modstå den daglige slitage, og som patinerede uskønt. Rammeudbuddets overordnede formål er på denne baggrund at gennemføre en bedre, billigere og hurtigere energirenovering/fornyelse af bebyggelserne. B e d r e for at sikre, at kommende energirenovering af facader får en levetid på mindst 30 år, så man undgår - som hidtil - at skulle renovere de samme bebyggelser hvert 10. eller 20. år. B i l l i g e r e for at sikre skabelse af mere værdi for boligafdelingens penge i alle faser: Programmering, projektering, udførelse og drift. H u r t i g e r e for at reducere den tid, hvormed beboerne udsættes for gener fra renoveringsprocessen i form af støj og byggepladsrod samt indgreb i deres dagligdag, medens f.eks. facader udskiftes. Rammeudbuddet omhandler følgende bygningsdele: 1. Klimaskærm (tag og facader) 2. Installationer (mekanisk ventilation med genveks, installationsskakte, solceller/solvarme, energistyringssystemer mm.) 3. Boligen (nye badeværelser og køkkener mm.) og 4. Andet (affaldsstationer, cykelskure, aktivitetsinstallationer mm. i udearealer) samt andre renoveringsarbejder, der gennemføres som led i/sammen med energirenoveringen. Der er i Rammeudbuddet stillet krav/forventninger til byggeri tilrettelagt som en proces baseret på en industriel og digital tankegang med færre fejl samt mindre mandskabs-, materiale- og tidsspilde. Rammeudbuddet er gennemført af et bygherrenetværk med deltagelse af syv boligorganisationer. Indtil videre er der identificeret otte almene etageboligafdelinger under rammeaftalen omfattende 2000-2400 boliger i Viborg, Holstebro, Skjern, Herning og Aarhus, men rammeaftalen kan ligeledes benyttes for de øvrige afdelinger under de deltagende boligorganisationer. Rammeudbuddet er baseret på et fælles byggeprogram relateret til design, konstruktion/produktion, montering og driftsevaluering af de industrialiserede bygningsdele, mens "Miniudbuddene" vil blive baseret på et byggeprogram relateret til renovering/fremtidssikring af alle bygningsdele i de enkelte bebyggelser. Ordregiver har udarbejdet en supplerende projektbeskrivelse med angivelse af byggetekniske stamdata, anslåede håndværkerudgifter og industrialiseringsandel mv. for de indtil videre identificerede etageboligafdelinger. Projektbeskrivelsen indeholder desuden bygherrestamdata. Afdelingerne fremgår af det enkelte boligselskabs hjemmeside, som ligeledes er oplyst i projektbeskrivelsen. Projektbeskrivelsen kan downloades via linket www.AL2bolig.dk/prækvalifikation. Desuden kan henvises til linket www.energifacaderenovering.dk, der indeholder en beskrivelse af AL2boligs totalrenovering af en boligblok bygget i 1969-1971. Umiddelbart efter afslutning af rammeudbuddene vil der blandt de virksomheder, der tildeles en rammeaftale blive gennemført et miniudbud på energifacaderenovering og fremtidssikring af AL2boligs afdeling 111 Langkærparken, Langkærparken, 8381 Tilst. Opgaven omhandler energifacaderenovering og fremtidssikring af 542 almene etageboliger fordelt på 35 blokke i 3 etager opført 1960-1975, herunder: 1. Klimaskærm (tag og facader), 2. Installationer (ventilationssystemer med genveks, elevatorer mm.), 3. Boligen (lejlighedsændringer) og 4. Udearealer (øget tilgængelighed mm.) til en samlet håndværkerudgift på ca. 250 mio. kr. eksklusiv moms med en anslået industrialiseringsandel på ca. 90 mio. kr. eksklusiv moms. Rammeudbuddets endelige værdi kendes ikke, da det vil afhænge af antallet af projekter, der gennemføres under aftalen og disses projekters karakter.
