In the 2015-2018 Economy Plan, the town council has approved the construction of a new Town Hall in Havneparken. The municipality has purchased site A4 for this purpose. Parking shall occur via buy-out agreement/own parking facility outside of the site. The new Town Hall shall contain the municipality's core activities and joint functions that include approx. 374 office spaces and make up GFA 11 615 m². The contracting authority intends to enter into a contract for the construction of a completely new town hall in Havneparken in accordance with the tender documentation and annexes. The assignment primarily comprises:
— Delivery and installation of fixtures and equipment.
The project shall be organised as a general contract, i.e. the Contractor assumes all works necessary to execute the project, based on the contract model Performance Contract NS 8405:2008. The A4 site is ready for construction works. The general contractor should have the capacity to finish the complete construction of the new town hall in accordance with the contract, so that the hand-over can take place at the latest by 20.12.2018 (completion deadline). The new town hall shall be taken into use by the end of December 2018. The new town hall is detail designed in accordance with NS 3420:2016/01 and shall be built to passive house standards.

A decision was made in the town council's discussion of the finance plan for 2016-2019 to set aside resources for a respite care centre with a children's home. Up to 25 respite care and children's homes are included in the construction programme. The respite care centre must be planned with several minor units that all have the necessary functions. In this way, user groups with very different needs can have respite care at the same time and still be screened from each other. The programme houses the personnel facilities and administration together. In addition to the respite care units, the centre shall include premises for an activity department and communal functions/personnel section.

The plot A4 is ready for construction work. General Contractor shall have the capacity to complete the complete construction of a new town hall in accordance with the contract so that the takeover business could take place at the latest by 20 December 2018 (final deadline). New Town Hall to take effect the end of December 2018. The new city hall is planned in detail according to EN 3420: 2016/01 and will be built by a passive house standard.

The provision applies to rehabilitation, engineering and construction of extensions to Høle juvenile school. The extension is of 80m2 BYA and includes two staff rooms with six jobs in each room, as well as related CRD. Sandnes municipality has granted general permission and exemption from the zoning for construction of the extension.

Rogaland Fire and Rescue IKS (RBR) shall furnish two archive rooms in inter-municipal fire station under construction in Sandnes. For reasons of efficient space utilization, the rooms fitted with a mobile archive system / rolling stock. Archive system will be delivered complete, fully installed and ready for use.
