Langøyene in Nesodden kommune was Oslo kommune's landfill site from 1908 — 1948. When the waste disposal site was closed, the waste masses were covered and the area was converted to an outdoor recreation area. In 2013, it was discovered that the landfill site was extremely polluted and that measures needed to be put in place to secure the polluted masses. To increase Langøyene's appeal as a recreational area, in addition to the securing of the landfill site, there is a need to upgrade the island's facilities.

Oslo kommune is now starting works to secure the previous landfill site and facilitate for recreation and bathing for Oslo's growing population. In this context, the Contracting Authority invites interested parties to participate in a dialogue conference.

The project involves securing of the old landfill site against the spread of pollution, as well as upgrading of the beach facilities and jetties, and the establishment of a new water and sewage system.

The Agency for Real Estate and Urban Renewal (EBY) in Oslo kommune extend an invitation to mutual exchange of information with the market regarding the pending procurement process for the Langøyene project. EBY would like to present the main elements in the project to the market, and propose challenges and requirements connected with the project implementation. The objective of the conference is that dialogue with the market shall stimulate innovation and good project collaboration. The target group is contractors.

Contract K654 a processing facility, the containment aquarium, is a turnkey contract which shall include engineering design, delivery, installation, and implementation of a processing facility for the containment aquarium. The processing plant and the aquarium shall be established at Campus Ås (SLP). The flow facilities shall be used for implementing infection tests with salmons, including tests involving feeding, as well as for other type of species, the entire year. Tests involving GMO's (genetically modified organism) shall be implemented the entire year. The Recirculating Aquaculture Systems (RAS) shall be used for monitoring fish with unknow contamination status over a long period, with reduced water costs.

The assignment is organised as a turnkey contract and will be ased on NS 8407 with the clarifications and changes in Statsbygg's turnkey contract book.

The documents indicate an investment need of approx. 4 000 000 000 NOK. Omsorgsbygg has the builder role (operative executor) in the project.

As Omsorgsbygg was not involved in the process before the KVU and KS1, Omsorgsbygg carried out an independent assessment in autumn 2016 of the matter's actual sides, with assistance from Metier AS.

Omsorgsbygg has, with assistance from Metier, prepared a governing document for the preliminary phase document. The governing document provides an overview of the central conditions of the project and shall clarify the project's aim, frameworks and prerequisites, see annex 5.

Omsorgsbygg would like to carry out the preliminary project phase in 2 stages:

— Stage No 1 involves updating programme documents and carrying out a sketch document (with the subsequent new calculations and uncertainty analysis). This is to ensure a sufficiently ‘mature’ project before the engineering design services are started at preliminary project level. This is planned to be carried out in the 3rd quarter of 2017.

— Stage No 2, with ordinary preliminary project work, starts, according to the plan in the 4th quarter of 2017, with the expected completion during the 3rd quarter of 2018. When the preliminary project, including the governing document for the construction phase, has been prepared and KS2 has been carried out, a decision can be made on commissioning the construction phase.

The completion date in the KVU document is set to 2022. Omsorgsbygg considers that 2023 is now more realistic than 2022, based on the current uncertainty regarding, amongst other things, the development process. However, if the development work can be done quicker than what Omsorgsbygg assumes in this first analysis, the completion date can also be earlier.

The project includes the demolition of 2 pavilions, parts of the central building and the existing transformer station.

The consultant shall, together with NRK, develop NRK's properties so that NRK has greater flexibility and business freedom than today. Reviews and measures will vary from property to property and can, for example, include value assessments, feasibility and development studies, contact with authorities etc. In cases where NRK chooses to sell property, the contract also includes, for example, condition assessments/technical due dill, assistance in negotiations, calculations etc.

The contracting authority requests tenders for access to a multi-functional competence register for issuing competence certificates for construction notifications.

In accordance with Handbook N301 –Works on and along roads -, all personnel executing works on or along roads shall complete construction notifications training. Course certificates for participants who have passed a final test are issued and an overview of over these persons is kept. All these tasks are currently implemented by 130 course managers in construction notifications. The course managers are certified by the Norwegian Public Roads Administration.

The issued course certificate needs to be standardised, in order to ensure a uniform and secure certificate. A total overview of persons with construction notifications training is also needed.
