This contract shall cover both construction contractor services and machine/site contractor services. Tenders must include all the types of services and machines listed in the price form and competence form.
The main areas for the deliveries are Stavanger, Sandnes and Sola municipalities. Forsvarsbygg also manages some installations in Haugesund municipality. Tenderers shall also be able to carry out service assignments at these locations. The assignments are deemed to have a low volume.
Construction contractor services will make up approx. 70-80 % of the turnover.
The contract consists of the construction of, amongst other things, pavements, laying asphalt, roads, concrete supporting walls, natural stone walls, garages, water and sewage installations and street lights for the sub-stretch of Hagebyveien in Harstad municipality in Troms.

The objective of this framework agreement is to meet the Norwegian Defence Estates Agency's requirements for various consultancy services, such as:
— Consultant engineer construction (RIB),

— Consultant engineer fire (RIBR),
— Project management (PL),
— Construction Management (BL),
— Architectural services (ARK),
— Landscape architects (LARK),
— Geotechnical consultancy (RIG),
— Consulting engineer acoustic (RIAku),
— Consulting engineer (RIPOL) — engineering of oil storage facilities for fuel, with accompanying pipe systems and pumps (POL).
The framework agreements mainly include assignments in connection with maintenance and reconstruction of the existing building and plant with technical installations. The agreements may also be used in connection with new buildings, but then first and foremost for smaller projects.
The framework agreement may also include other departments in the Norwegian Defence Estates Agency and the Norwegian Armed Forces. I.e. all departments that are included or subordinated to the Norwegian Ministry of Defence, and that also administer and operate own buildings and carry out activities described in the tender contest area.
For the following services, every department in the Norwegian Defence Estates Agency and the Norwegian Armed Forces uses the framework agreement regardless of whether the activity is connected to the relevant geographic area for which the competition is announced: architectural services (ARK), landscape architect services (LARK), project management (PL) and geotechnical consulting and Geological engineering (RIG) and consulting engineer (RIPOL) In those cases where several framework agreements apply, e.g. ARK, the financial most favourable agreement will be used, as travel expenses also must be considered.
The tender contest is divided geographically, which means that the tenderers are allowed to submit independent tenders for several or single market areas (geographical areas) or business areas.
The contract includes the mapping of biological diversity, including support/assistance for The Norwegian Defence Estates Agency's own implementation of this mapping and quality assuring the mapping data. The subjects for mapping shall include all types of terrestrical and limnological diversity, including nature types, game, alien species and red-listed species.
Some of the assignments will be related to the clearing of polluted masses.
The mapping of nature types shall be in accordance with DN-handbook 13 or NiN with administration prioritised nature types when applicable.
In accordance with:
the Norwegian red list for species and for nature types,
the Norwegian black list,
the Nature Diversity Act with the tools generated thereof, i.a. the current selected nature types and prioritised species, as well as species with available or subject to preparation to action plans.
The tenderer shall by 1.1.2018 offer mapping based on the professional system ‘Naturtyper i Norge’ (NiN) [Nature types in Norway].
The contract includes roughly:
• Necessary redevelopment works of old plants.
• Detailed design new water treatment and maintenance of all approval processes associated with establishments.
• Supply and installation of all new equipment for complete water treatment plant.
• Startup and make adjustments of new construction.
• Preparation of full MOM material for new construction.
• Training of client's operations personnel for all new installations.
• Management support with min. 3 control inspections at the plant in the first year of operations after the acquisition.
