The objective of the project is to spur socio-economic growth in Malawi by improving health and livelihoods of the rural population through provision of sustainable water supply and improved sanitation in the districts of Rumphi, Nkhotakota, Ntcheu, Mangochi and Phalombe. In addition to increasing access to clean water and improved sanitation services in the project districts, the project aims to: (i) increase the resilience of water supply systems through rehabilitation and expansion and address sanitation and hygiene challenges. (ii) climate proof and ensure inclusive access to water supply and sanitation. (iii) support the empowerment of district councils and rural communities with particular emphasis on women and youth, monitoring and evaluation, and on enhancing sector reforms for governance and accountability of service delivery. 4. The specific objectives of the services under this assignment include: (i) Design and Construction Supervision of the Rehabilitation and Expansion Gravity Fed Systems include: a. To prepare detailed designs and bid documents for the rehabilitation and extension of the two (2) existing gravity fed piped water schemes in Phalombe district. b. Construction Supervision of the rehabilitation and expansion works. (ii) Construction Supervision of Boreholes in the District include: a. To provide the current and future water needs in the rural areas by development of groundwater resources through active participation of the community in all stages of the project. b. Perform all the necessary hydro geological studies for borehole siting. c. Supervise all the drilling, construction and testing operations and, report and analyse the information generated during the project. 5. The Ministry of Agriculture, Irrigation and Water Development now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. 6. EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES THE REPUBLIC OF MALAWI NORTHERN REGION WATER BOARD DESIGN REVIEW AND CONSTRUCTION SUPERVISION FOR UPGRADING AND EXTENSION OF MZIMBA WATER SUPPLY SYSTEM 1. This request for expression of interest follows the general procurement notice for the Integrated Urban Water Supply and Sanitation Project for Mzimba Town that appeared in the UN Development Business issue of 20th August 2015 under reference no. AfDB573-08/15. 2. The Government of the Republic of Malawi has applied for a credit from African Development Fund (ADF) and OPEC Fund for International Development (OFID), and it intends to apply part of the proceeds to payments under the contract for Consultancy Services for design review and construction supervision for upgrading and extension of Mzimba Water Supply System. The works whose designs will have to be reviewed and thereafter supervised will include supply of materials, installation and construction of:  2 No. flocculation units; one for the existing sedimentation tanks and another for the new sedimentation tanks;  4 No. sedimentation tanks;  1 No. raw water pump station to boost pressure of raw water from the existing sedimentation tanks before entering existing pressure filters;  3 No. rapid gravity filters;  120m3 backwash water tank;  air blower;  57km pipelines with diameters ranging from 63mm to 500mm;  3 No. reinforced concrete clear water storage tanks of capacities 500m3, 2,000m3 and 3,000m3;  1 No. pressed steel clear water storage tank of capacity 100m3;  3 No. clear water pumping stations; and  Chemical dosing house and accessories 3. The Northern Region Water Board now invites interested consultants to submit their expression of interest. The expression of interest should indicate that the consultants are qualified to perform the services including brochures, description of experience in similar assignments and availability of appropriate skills among the key staff. Consultants may associate to enhance their qualification. 4. The assignment will be carried out in four phases and requires the following estimated staff-months: Design review ~ 16 staff-months Participation in tendering of works ~ 2 staff-months Construction supervision ~ 50 staff-months Defect liability period activities ~ 3 staff-months 5. In assessing submissions, consideration shall be given to the technical competence of the consultant, experience on similar projects, managerial capability, liquidity of the firm and capacity in all respects to undertake the assignment. GENERAL PROCUREMENT NOTICE THE REPUBLIC OF MALAWI NORTHERN REGION WATER BOARD INTEGRATED URBAN WATER SUPPLY AND SANITATION PROJECT FOR MZIMBA TOWN 1. The Government of Malawi has applied for loans from the African Development Fund (ADF) and OPEC Fund for International Development (OFID) to finance Integrated Urban Water Supply and Sanitation Project for Mzimba Town. 2. The principal objective of the project is to contribute to socio-economic growth in Malawi by improving the health and livelihood of the people at Mzimba Town through provision of sustainable clean water supply and improved sanitation. The project includes the following procurement components: (i) Design review and supervision of works for water infrastructure, sanitation, road works and conducting baseline survey; (ii) Promotion of sanitation and hygiene; (iii) Preparation of strategic sanitation plan; (iv) Construction of water infrastructure, sanitation facilities and access road; (v) Supply and delivery of various items including vehicles, construction materials, water connection materials, and office equipment, among others. 3. Procurement of works, goods and acquisition of consultancy services financed by the African Development Fund and OFID will be undertaken in accordance with the African Development Bank’s Rules and Procedures for Procurement of Goods and Works, May 2008 Edition, (as revised in July 2012) or the Rules and Procedures for the Use of Consultants, May 2008 Edition, (as revised in July 2012), using relevant Bank Standard Bidding Documents except for those under NCB method which will be procured using National Procurement Procedures. The procurements under NCB will be governed by the Public Procurement Act (No. 8 of 2003). 4. Procurement of contracts for goods equal to and more than UA 0.2 million per contract will be carried out under ICB procedures and NCB for lesser amounts. Modes of procurement for consulting services valued at less than UA 100,000 for firms and UA 20,000 for individuals will be by short lists based on national or regional advertisements. However, any eligible consultant, regional or not, who wishes to provide the requested services, could express his desire to be short-listed. For consulting services valued at more than UA 100,000 for firms, Quality and Cost Based Selection (QCBS) will be used and advertised in the UNDB. 5.
