PASSENGER TRANSPORT TERMINAL

1.0 The Government of SriLanka has received financing from World Bank towards the cost of Strategic Cities Development Project (SCDP). As per the need forthe selected development interventions for Kandy City, Ministryof Megapolis & Western Development intends to procure ConsortiumConsultancy Services for Design, Construction Supervision and ContractAdministration of the Construction of Kandy MultimodalPassenger Transport Terminal (CONTRACT NO: SCDP/WB/CS/23).
2.0 The proposed consultancy services required for the Design, Construction Supervision and ContractAdministration of the Kandy Multimodal Transport Terminal (KMTT) as per the concept design and the design brief prepared for thispurpose. KMTT will consist of a major bus terminal adjacentto and integrated with the main railway station, located in the centreof Kandy. KMTT will need to handle about 2,000 bus departures daily,up to 3,000 further through-services daily, and about 320,000passenger movements daily. The concept design identifies the requirement for a three (3) storied building covering footprint of12500 sq.m. This will consist of two levels for bus loading and bus parking, and a mezzanine and upper level for customer services.
3.0 Thescope of the Consultancy Services comprises of :
a) Review the design concept developed for the KMTT and make suggestions for the improvement ofits functionality, if any
b) To carry out all necessary soil and other investigation required for the design ofKMTT
c) To carry out the detail design as per the accepted concept design and preparation of allbidding documents to procure the construction contract. The design is to include all designof access roads from nearby roads,pedestrian path ways and landscaping of the area.
d) Preparation of bill of quantities and cost estimates
e) Planning of the construction and the site activities so that bus operations can continue duringthe works period.
f) Construction supervision and contract administration ofKMTT
4.0 Ministry of Megapolis & Western Development now invites eligible local / international Consultants with provenexperience in design and preparation of documents expertise in all aspects of the above referredassignments.
5.0 Interested Consultants must provide information indicating that they are qualified to perform the services and should submitCompany profile, qualification & experience of Owners and Management staff members, brochures, description of similarassignments (complex & major public transport terminal) and experience in similar conditions (with contact details of theClients) audited financial accounts for last three years, availability of other resources and new technologyetc.
6.0 AConsultant will be selected following Quality &Cost Base Selection (QCBS) method in accordance with the procedures set out inthe World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers 2011Edition.
