This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities, on the EBRD website, Procurement Notices (http://www.ebrd.com/) on 20th January 2017 and in the Bulgarian newspaper “Trud” on 20th January 2017.

State Enterprise Radioactive Waste (SERAW) hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a Grant from the Kozloduy International Decommissioning Support Fund (KIDSF), administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the Supply of an engine powered lift truck having 25t to 30t loading capacity. The project is being managed by Decommissioning-Repository Project Management Unit (D-R PMU) and all questions regarding this Tender should be directed to the Head of D-R PMU as noted below.

The Purchaser now invites sealed tenders from Suppliers for the following contract to be funded from part of the proceeds of the Grant:

  • Supply of an engine powered lift truck having 25t to 30t loading capacity

Procurement will be carried out in accordance with EBRD Procurement Policies and Rules. The contract to be financed with the proceeds of KIDSF Grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country.

To be qualified for the award of a contract, Tenderers must satisfy the following minimum criteria:

  1. Eligibility requirements – as described above;
  2. Historical contract performance - non-performance of a contract and/or litigation awards against the Supplier did not occur within the last 5 (five) years;
  3. Financial situation – Average annual turnover as a prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last 3 (three) years of €450,000 (Four hundred and fifty thousand Euros) or equivalent;
  4. Experience as a Supplier, in at least 2 (two) contracts within the last 5 (five) years, that have been successfully and substantially completed and that are similar to the proposed Goods and Related Services. The similarity shall be based on the physical size, complexity or other characteristics.

The proceeds of the Grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

Bank commissions and fees shall be to the expense of the tenderer. The Tender Documents will be dispatched promptly by e-mail and by courier at the first opportunity, following confirmation of receipt of the fee by the Purchaser, but no liability will be accepted for loss or late delivery. In the event of discrepancy between electronic and hard copies of the documents, the hard copies shall prevail.

The tenderer’s formal request for the Tender Documents shall include details of the postal address and email address of where the Tender Documents are to be sent and a contact name, telephone and fax numbers, email address for future correspondence, invoice details and VAT number of the Tenderer.

All Tenders must be accompanied by a Tender Security of €15,000.00 (Fifteen Thousand Euros).

Tenders must be delivered to the office at the address below on or before 14.00 hrs. (local Bulgarian time) on Thursday, 22nd June 2017. Tenders will be opened at 14.00 hrs. (local Bulgarian time) on the same day Thursday, 22nd June 2017 in the presence of those Tenderers’ representatives who choose to attend.

Tenders delivered after this deadline will be rejected and returned unopened.

Separate item 1: "Carry out subscription service, repair and maintenance of lifts (passenger, cargo and kitchen) and platforms for people with disabilities for the needs of Varna Municipality and the secondary budget spenders, incl. delivery of the necessary spare parts ";

Separate item No 2: "Discontinued service of staircases for people with disabilities, installed in the underpasses of Varna and, if necessary, repair and supply of spare parts".

I. During the execution of the order, the following shall be performed: subscription service, repair and maintenance of 37 lifts (passenger, cargo and kitchen) and platforms for people with disabilities, installed in 4 subways of Varna, social services / specialized institutions for Children and Adults to Varna Municipality, according to a detailed Technical Specification and in accordance with the requirements of the Ordinance for the Safe Operation and Technical Supervision of Elevators adopted by Council of Ministers Decree № 75 / 01.04.2003. In case of necessity of repairing in order to ensure is trouble-free operation of the elevator system / platform vertical, the value of used spare parts approved in writing by the contracting authority made by the contractor offer. The work is covered entirely by the monthly subscription fee paid.

Subscription service is subject only to technically upright elevators / platforms. After the signing of the contract a protocol of acceptance and signature is signed between the contractor and the contracting authority (through the directors of directorates in Varna Municipality and the directors / managers of RBR) and for each facility it is indicated in the directorate of which directorate or other RBB it falls and then starts ...
