South Kazakhstan Water Supply Project

The Government of Kazakhstan applied to European Bank for Reconstruction and Development (EBRD) for a loan to support restoration of irrigated lands in Aktobe, Zhambyl and South Kazakhstan Regions (the Project) by rehabilitation of water supply infrastructure in these regions. Rehabilitation will mainly include replacing of outdated water canals in the areas where infrastructure exists to increase water supply efficiency and reduce leakages, as well as  construction of new water canals in the areas where water supply infrastructure does not exist.

The Project, which has a total estimated cost of USD 180 million equivalent, will be implemented by the Republican State Enterprise "Kazvodkhoz" and will require the procurement of the following goods, works and services:

  • Selection of General Management Company, which will be responsible for provision of support to RSE "Kazvodkhoz" in management of the Project, conducting open tendering for selection of contractors for performance of works under the Project in accordance with EBRD's Procurement Policies and Rules, including preparation of technical requirements and tender documents in the EBRD’s format, as well as assistance in monitoring of signed contracts and conducting reporting activities under the Project;
  • Selection of Construction Supervision Company, which will be responsible for performing technical supervision over the works performed by the contractors;
  • Procurement of works for replacing of outdated water canals and construction of new water canals in the above three regions of Kazakhstan.

Selection of General Management Company is expected to begin in the Ist quarter of 2017, while tendering for other contracts - in the 3rd - 4th quarter of 2017.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

Invitation for Prequalification of Tenderers

This Invitation for Prequalification follows the General Procurement Notice for this project, which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/work-with-us/procurement.html) section on 3 March 2016.

ShalkiyaZinc LTD JSC (the "Client") has requested the European Bank for Reconstruction and Development (the "Bank") to grant a loan and intends to spend part of the proceeds of the loan to fund the project named "Commercial Mining of Polymetallic Ores from Shalkiya Deposit in Kyzylorda Region of the Republic of Kazakhstan Featuring Construction of Enrichment Factory".

The Client intends prequalifying companies and consortia to tender for the following contract to be funded from part of the proceeds of the loan - the Contract on Capital Development, Construction and Assembly Work on Mine Facilities (the "Contract"). The scope of capital development work under the Contract includes:

  • Construction of inclined workings;
  • Shaft sinking;
  • Construction of crushing and transfer complex, including installation and start-up of shaft conveyor equipment and crushing equipment supplied under the EPC Contract (as defined below) as per instruction and under supervision over the installation by the contractor under the EPC Contract (the "EPC Contractor");
  • Horizontal workings;
  • Vertical workings, including mining of 4.5 m diameter air holes;
  • Chamber workings.

The Client is currently carrying out the procurement procedure under the Project for the separate Turnkey Engineering, Procurement and Construction Contract for Shalkiya Lead-Zinc Project Enrichment Factory in Kyzylorda Region (the “EPC Contract”, prequalification identification number: 8268-PRE-48347).  It is expected that the works under the Contract will be closely interrelated with EPC Contract.

The work is to be performed on the site of the Shalkiya polymetallic ores deposit in Kyzylorda Region, Republic of Kazakhstan.

The Works shall be completed:

  • main mining development works - 4 (four) years from the Contract signing date;
  • construction and assembly works for ore crushing and transport complex - 6 (six) months from the equipment delivery date in accordance with the respective schedule.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to companies and associations of companies (consortia) from any country.

State Communal Enterprise Kostanay Su (the "Company"), a municipal water distribution and wastewater treatment utility of the city of Kostanay (the "City") in the Republic of Kazakhstan, entirely owned by the City Akimat, has applied for a loan from the European Bank for Reconstruction and Development to finance to support the rehabilitation and upgrade of the water and wastewater infrastructure in the City.

The proposed Project has a total estimated cost of up to KZT 4.4 billion.

Gas Network Modernisation Project

Modernisation of Gas Distribution Stations AGDS

This Invitation for Tenders follows the General Procurement Notice for this project which was published on EBRD website (www.ebrd.com), Procurement Notices on 01. February 2016, ref. Nr. 8160-GPN-48047.

KazTransGas Aimak JSC (the Employer) has received a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Gas Network Modernisation Project (the Project).

The Employer now invites sealed tenders from contractors for the following contracts to be funded from part of the proceeds of the Project:

Package No. GNMP-03, Modernisation of gas distribution stations AGDS, including:

Lot 1.   Construction automated gas-distributing stations in the city of Alga of the Alginsky area (AGDS-30) (Aktobe region);

Lot 2.   The device jumpers D-300 pipeline with installation of GDS (in district KazGPZ, Zhanaozen) (Mangistau region).

The tenderers are invited to submit tenders for one or several lots. Tender price for each lot shall be stated separately. Tenders can include discounts for contract award for two or several lots and these discounts shall be considered in comparison of tenders.

The contracts include development of executive design documentation (including obtaining of corresponding approvals and official positive examinations), preparation works, supply of required equipment and materials, provision of dismantling, installation, repair, construction, adjustments and pre-commissioning works and related services, tests, commissioning and operational acceptance of the Facilities stipulated in the contracts in accordance with the approved design and estimate documentation. The completion time under the contracts is as follows: Lot 1 - 30 December 2017, Lot 2 - 30 December 2017.

Technical requirements to the Facilities under the contracts and to the works for their construction as well as the addresses for deliveries and installation / construction works are provided in the tender documents.

To be qualified for the award of the contract, Tenderers must satisfy the following minimum criteria:

(a)   tenderer shall have all required licenses and permits to perform the contract in Republic of Kazakhstan;

(b)   tenderer shall have the average annual turnover for last 3 years as equivalent to at least the following sum for a corresponding lot:

Lot 1:        6.500.000 US dollars
Lot 2:        7.000.000 US dollars
       , as well as must have the profitable result of economic activity in each of last 3 years;

 (c)  tenderer shall demonstrate that it has cash flow for the contract in the amount of not less than the following sum for a corresponding lot:

 (d)  tenderer must have successful experience as prime contractor in implementation of at least three of a nature and complexity comparable to the proposed contract within the past 5 years with value of each contract over the following sum for a corresponding lot:

(e)   tenderer shall provide accurate information on any current or past litigation or arbitration resulting from his existing contracts over the last 5 (five) years. (f)    tenderer shall be capable of the fulfilment of commitments regarding maintenance, the repair and supply of spare parts, provided in the tender documents;

(g)   tenderer shall be certified for quality management system (ISO 9000 or equivalent) or should present his quality assurance plan;

(h)   manufacturer(s) of goods proposed by the tenderer in the tender proposal must have a certificate of quality management system (ISO 9000, or its equivalent);

(i)    tenderer shall meet the other requirements, provided in the tender documents.

Joint ventures or consortia must satisfy collectively the criteria for financial position (b and c), successful experience (d) stated above and other requirements stated in the tender documents, for which purpose the relevant figures for each member of joint venture or consortium shall be added to achieve the joint venture’s or consortia’s total capacity. Each joint venture or consortium member shall meet the requirements for eligibility and trials.

REHABILITATION OF SEWER FROM WWPS-12 TO WWPS-1

The State Communal Enterprise “Kyzylorda Su Zhuyesi”hereinafter referred to as the Employer, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Kyzylorda Water Project.

The Employer now invites sealed tenders from contractors for the contract on rehabilitation of sewer from WWPS-12 to WWPS-1 to be funded from part of the proceeds of the loan and co-financing grant contributions from the Government of Kazakhstan.

The scope of works under this contract shall include development of detailed design documents, supply of all equipment and materials, civil and installation works required for reconstruction of a two-line pressure sewer by trenchless method, including tests and commissioning, according to the Employer’s Requirements.

The Project is implemented on the territory of Kyzylorda City of the Republic of Kazakhstan.

The estimated completion time under the contract is 14 months.

To be qualified for award of the Contract, tenderersmust satisfy the following minimum criteria:

  1. The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least 2 (two) successfully completed contracts of a nature and complexity comparable to the proposed contract, with a value of at least one of them not less than USD 300,000 (three hundred thousand) equivalent, within the last 5 (five) years.
  2. The Tenderer, partner of JVCA or their sub-contractors successful experience in design and construction/reconstruction of wastewater networks of a nature and complexity comparable to the proposed contract.
  3. The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 (five) years of not less than USD 1,000,000 (one million) equivalent.
  4. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 3 (three) months, estimated as not less than USD 140,000 (one hundred forty thousand) equivalent, taking into account the applicant's commitments for other contracts.
  5. The Tenderer shall submit balance sheets audited or supported by the documents issued by tax authorities of the Tenderer’s country of origin for the last 5 (five) years and demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability.
  6. The Tenderer or at least one partner of JVCA or a nominated sub-contractor shall avail of or have obtained prior to the contract commencement date all necessary licenses, certificates and permits required under the applicable legislation of the Republic of Kazakhstan for survey activities, design works, and civil and installation works.
  7. The Tenderer shall be registered or will have to be registered in case of award of the contract with the Tax Authorities of the Republic of Kazakhstan.
  8. The Tenderer shall be certified for quality standard ISO 9001 or equivalent.
  9. The Tenderer shall be certified for health protection and professional safety standard OHSAS 18001 or equivalent.
  10. The Tenderer shall be certified for the environmental standard ISO 14001 or equivalent.

 (b)       Average annual turnover of the Tenderer as prime contractor (defined as billing for works in progress and completed) over the last 3 (three) years shall be not less than KZT 1,000,000,000.00 (One billion) equivalent.
 (c)       The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial sources sufficient to bear costs associated with the execution of the contract for a period of 4 (four) months, estimated as not less than KZT 200,000,000 (Two hundred million) equivalent, taking into account the Tenderer's commitments to other contracts.
 (d)       The Tenderer shall submit balance sheets audited or supported by relevant documents issued by tax authorities of the tenderer’s country of origin for the last 3 (three) years to demonstrate the soundness of the Tenderer's financial position, showing long-term profitability.

Bozoi Gas Storage Facility

Intergas Central Asia JSC (ICA) is a 100% subsidiary of KazTransGas JSC (KTG), the national gas pipeline operator fully owned by Samruk-Kazyna via NC KazMunayGas.

ICA intends to use the loan proceeds in the amount of up to EUR 245 mln equivalent (or circa KZT 93 bln) from the European Bank for Reconstruction and Development for partial refinancing of its existing obligations and financing the ongoing capital expenditures programme, including the modernization of the Bozoi underground gas storage facility.

The  main objectives of the modernization project is to increase the volume of gas storage, improve significantly the flexibility and safety of the operations, reduce the operation and maintenance costs including gas losses and consequently enhance the security of natural gas supplies to the southern region of Kazakhstan. The proposed project has a total estimated cost of about KZT 37.3 Bln (EUR 96 Mln equivalent), and will require the procurement of the following goods, works and services;

  • Dismantle of a number of old, dangerous and inefficient wells,
  • Modernise a number of existing wells in order to improve safety and operational flexibility, and 
  • Drill and construction of a number of new wells at selected positions of the project site;
  • Capital overhaul and/or replacement of surface equipment of the gas gathering stations, including flow lines and separators, shut-off valves of gas collection points through supply and Installation of modern pipeline systems and auxiliaries;
  • Consulting Services for Procurement Support (potential services)

The procurement is expected to be initiated during 4th quarter of 2016.

Gas Network Modernisation

KazTransGas Aimak JSC ("Aimak") intends using the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD) to upgrade and expand distribution networks in several key regions of its operations where it serves households and industrial customers.

The Project will consist of two sub-projects to be implemented in the Aktobe and Mangistau oblasts to be implemented in 2016 to 2018. The investment programme provides for (i) extension of the gas network to  several regional administrative centres, primarily in the Aktobe region, with the installation of modern pipeline systems and auxiliaries; (ii) reconstruction and modernisation of existing distribution networks in both oblasts that will include, inter alia, the upgrade of existing, and construction of additional, pressure reduction and metering stations (AGRS) and automatic control systems as well as the replacement of old carbon steel piping with new polyethylene pipes and improvement of the losses monitoring and reduction systems.
 

The total estimated cost of all "Aimak" projects is up to EUR 220 million equivalent, out of which EBRD intends to provide about approximately Euro 125 million equivalent, and will require the procurement of the following goods, works and services for:

  • Supply and Installation of modern pipeline systems and auxiliaries (primarily in Aktobe region)
  • Reconstruction works and modernisation of existing distribution networks (Aktobe and Mangistau oblasts)
  • Consulting Services to support the Client’ Project Implementation Unit (PIU)
  • Consulting Services for the development of the methodology for calculation of gas distribution tariff based on best available international practices

The procurement is expected to be initiated during 1st and/or 2nd quarter 2016.

The Tenderer shall demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, sufficient to meet the construction cash flow for the contract for a period of 3 (three) months, estimated as not less than KZT 30,000,000 (thirty million) equivalent, taking into account the Tenderer's commitments for other contracts.
  5. The Tenderer shall submit balance sheets audited or supported by the documents issued by tax authorities of the tenderer’s country of origin for the last three (3) years and must demonstrate the soundness of the Tenderer's financial position, showing long-term profitability.
