Construction of an Office and Repair of a Laboratory Buildings for Taza Suu Municipal Enterprise

This Invitation for Tenders follows the General Procurement Notice 7663-GPN-43256   for this project which was originally published on the EBRD website on 29 July 2014.

Talas Taza Suu Municipal Enterprise hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Water and Wastewater Rehabilitation in the City of Talas.

The Employer now invites sealed tenders from contractors for the following contracts to be funded from part of the proceeds of the loan:

Lot 1 – Construction of an office building for Taza Suu Municipal Enterprise

Lot 2 – Repair of the laboratory building of Taza Suu Municipal Enterprise

 

Tenders are invited for one or more lots.  Each lot must be priced separately.  Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers for LOT 1 must satisfy the following minimum qualification requirements:

  • Average Annual Turnover. The Tenderer shall have an average annual turnover (defined as billing for works in progress and completed) over the last 3 years of not less than 40,000.00 Euros equivalent.
  • Financial Resources. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the entire contract, taking into account the tenderer’s commitments for other contracts.
  • Experience. The Tenderer shall demonstrate that it has successful experience within the last 3 years in construction of a minimum 2 commercial or municipal buildings with a value of at least 50,000.00 Euros.
  • Personnel. The Tenderer shall provide suitably qualified personnel to fill the following positions
  • Project Manager – Engineer – 5 years total works experience, 5 years similar works experience
  • Construction Site Manager – 5 years total works experience, 5 years similar works experience

 

To be qualified for the award of a contract, tenderers for LOT 2 must satisfy the following minimum qualification requirements:

  • Financial Resources. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the entire contract, taking into account the tenderer’s commitments for other contracts.
  • Experience. The Tenderer shall demonstrate that it has successful experience within the last 3 years of implementing in repair/rehabilitation or construction works contracts.
  • Personnel. The Tenderer shall provide suitably qualified personnel to fill the following positions:
  • Project Manager – Engineer – 5 years total works experience, 5 years similar works experience

 

Tenderers for both lots shall meet the cumulative qualification requirements for financial resources, while the same candidates (2 specialists) could be proposed for Project Manager-Engineer and Construction Site Manager positions.

Bishkek Water Supply Project – Phase II

This is an update of the original notice (Ref 7816-GPN-44129) published in February 2015.

The production and operational management unit “Bishkekvodokanal” (Bishkek Water Company) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (“the Bank”) and grants from the Swiss State Secretariat for Economic Affairs (“SECO”) and Global Environment Facility Special Climate Change (“GEF SCCF”) administered by the Bank to improve the water and wastewater services in the City of Bishkek. The proposed project, which has a total estimated cost of EUR 16 million equivalent, will require the procurement of the following goods, works and services:

  • Drilling of 35 new boreholes at Orto-Alysh
  • Drilling of 35 new boreholes
  • Supply of 35 new pumps
  • Supply of raising pipes, valves
  • Transformer sub-stations and electrification of new wells

 

  • Construction of transmission main D-1000mm

 

  • Construction of sewerage collector
  • Design of 17.5 km of sewerage collector
  • Construction of 17.5 km of sewerage collector

 

  • Laboratory equipment
     

Tendering for the above contracts is expected to begin in the third quarter of 2016.

Contracts to be financed with the proceeds of a loan from the Bank and grants from SECO and GEF SCCF will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. Certain tendering restrictions will apply to Swiss financed project components. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

Project Description:

JSC Oshelectro ("Oshelectro"), an electricity distribution company incorporated in Kyrgyzstan, has applied for a loan from the European Bank for Reconstruction and Development (the Bank) toward financing rehabilitation and modernization of low and medium voltage distribution networks to reduce distribution network losses, increase energy efficiency and improve quality of supply. The project also incorporates installation of the advance metering system with meters capable of remote disconnection and meter reading. As part of the project the Bank wants to improve the Client’s commercial standing and service quality by helping to identify and implement necessary corporate, financial and operational improvements.

 

Assignment Description:

The Client now intends to retain a consulting company (“Consultant”) to provide organisational and technical assistance to ensure successful completion of the Project in accordance with the Project Implementation Plan (“PIP”) and with all Banks’ requirements. The Assignment will focus on technical assistance during project implementation for a Project Implementation Unit (“PIU”) consultant.

The selected Consultant is expected to provide the following services:

Task 1 – Project Preparation Phase

(a)     Development of PIU operating procedures

(b)     Support during the procurement process

(c)     Support during the evaluation process

(d)     Support during contract finalisation

 

Task 2 – Project Implementation Phase

(a)     Assistance in site supervision, monitoring and reporting

(b)     Testing, Commissioning and Operational Acceptance

(c)     Environmental and Social Action Plan

(d)     Knowledge transfer to Client

 

Task 3 – Project Completion

(a)     Project completion report

 

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in December 2016 and have an estimated overall duration of three years until project completion.

Cost Estimate for the Assignment: EUR 694,600.00 (exclusive of VAT).

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: It is anticipated that the contract will be financed by Shareholder Special Fund. Selection and contracting is subject to the availability of funding.

Eligibility: There are currently no eligibility restrictions. Firms and experts of any nationalities are invited to submit their expressions of interest.

Consultant Profile: Corporate services are required. The Consultant will preferably be a multidisciplinary international firm or a group of firms able to demonstrate the following previous project experience:

  1. Experience in projects similar to the proposed assignment;
  2. Support to clients throughout the entire procurement process, including preparation of tender documents, tender evaluation reports and finalisation of contracts. Experience in tender preparation under EBRD’s procurement policies and rules or the rules of another international financial institution would be considered beneficial;
  3. Experience in site supervision of rehabilitation and construction contracts during project implementation;
  4. Project management, planning and implementation based on good practice principles

Experience from similar projects is extremely important and should be demonstrated in the proposal. The Consultant needs to ensure the availability of Local Russian speaking Experts in the Consultant’s team.

The Consultant team is expected to comprise the following key positions:

Key Expert 1: The Team Leader (TL) shall be an Engineer preferably with at least 10 years’ experience in construction or rehabilitation of medium and low voltage distribution systems including substation and lines. The TL should have led projects in the past similar to the proposed assignment. The TL will preferably possess excellent knowledge of English and Russian language for coordination and report writing purposes.

Key Expert 2: Power Distribution Expert preferably with at least 10 years of experience in planning, design and construction of medium voltage lines and substations.

Key Expert 3: Electricity Meters Expert preferably with at least 10 years of experience in the development of specifications and installation of modern electronic and “smart meters” for low voltage customers. 

Key Expert 4: Procurement Expert preferably with at least 10 years of procurement experience in power projects including transmission and distribution lines improvement projects as well as the relevant IFI’s experience.

Short Term Experts preferably with at least 10 years’ experience in the following areas of work:

  1. Construction and rehabilitation of substations and distribution lines;
  2. Factory acceptance tests and commissioning for similar assets;
  3. Protection and control measures;
  4. Civil works in the field of substation and tower foundations construction;
  5. Environmental and Social Action Plan implementation in compliance with EBRD or IFC/World Bank E&S policies.

Local Russian-speaking Experts (as required) preferably with at least 5 years’ proven experience in

  1. Overhead line engineering and substation engineering;
  2. Factory acceptance tests and Commissioning for similar assets;
  3. Protection and control measures;
  4. Civil works in the field of substation and tower foundations construction;
  5. Environmental and social compliance with Kyrgyzstan legislation.

 

Submission Requirements: In order to determine the capability and experience of Consultants seeking to be selected, the information submitted should include the following:

  1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).
  2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.
  3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.
  4. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link:

The expression of interest shall not exceed 25 pages (excluding CVs Consultant Declaration and Contact Sheet).

The complete expression of interest (including CVs, Consultant Declaration and Contact Sheet) should be submitted, in English via email (pdf) to the Client’s contact person, to reach the Client not later than the closing date. One additional copy shall reach the Bank’s contact person by the same due date. The expression of interest shall be one file (pdf). The Client reserves the right to reject applications of firms submitting more than one file. Only if any limitation on the permissible file size is exceeded, the Consultant may split the expression of interest into further files.

Important Notes:

1. Following this invitation for expressions of interest, a shortlist of qualified firms will be formally invited to submit proposals. Consultant selection and contracting will be subject to availability of funding.

2. The shortlist criteria are as follows:

  1. Procurement experience in projects similar to the proposed assignment, including  experience in tender preparation under EBRD’s procurement policies and rules or the rules of another international financial institution (30%);
  2. Experience in site supervision of rehabilitation/construction contracts during project implementation and in project management, planning and implementation based on good practice principles (20%);

Second Vocational Education and Skills Development Project

Invitation for Bids
1. The Kyrgyz Republic has received financing from the Asian Development Bank (ADB)
towards the cost of Second Vocational Education and Skills Development Project.  Part of
this loan will be used for payments under the contract named above.  Bidding is open to bidders
from eligible source countries of the ADB.
2. The Agency for Vocational Education under Ministry of Labor, Migration and
Youth of the Kyrgyz Republic (the “Purchaser”) now invites sealed Bids from eligible Bidders
for the procurement of training equipment for vocational schools of the Kyrgyz Republic.
The bidding covers two (2) lots and bidders may bid for one or both lots, as further defined in
the bidding document. Bidders may offer discounts and these discounts will be considered in
the evaluation process provided such discounts are mentioned in the Letter of Bid and
announced at bid opening.

• Lot 2. Vehicles and energy equipment
Goods supplying shall be completed within 5 months after contract signing. The

Kant Water Project

Rehabilitation of 6 boreholes

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 21 December 2013 and latest updated on 22 January 2016.

Administration of Kant city hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD) and a Grant from Swiss State Secretariat for Economic Affairs (SECO), administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the Kant Water Project.

The Employer now invites sealed tenders from contractors for the following contracts to be funded from part of the proceeds of the loan of EBRD and the grant of SECO.

  • PWS-03&04/W01 Rehabilitation of 6 boreholes  

 

The number and identification of lots comprising this Tender process are:

Lot 1:    Rehabilitation 3 boreholes of main well field of KVK;  

Lot 2:    Rehabilitation 3 boreholes of Micro-districts.

 

Tenders are invited for both lots. Partial tenders shall not be accepted.

Tendering for contracts to be financed with part of the proceeds of a loan from EBRD and a grant from the SECO and managed by the EBRD is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

  1. Tenderer must have the necessary financial, technical and production capabilities and capacity to perform the contract. The Tenderer shall have the minimum average annual turnover of EUR 600,000 as prime contractor (defined as billing for works in progress and completed) for any of the last 3 years
  2. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means of EUR 120,000 to meet the construction cash flow for the contract for a period of 4 (four) months, taking into account the applicant's commitments for other contracts.
  3. Tenderer should have within the last 5 years as a contractor or a general contractor in the performance of at least 1 (one) contract in an amount not less than EUR 300,000 successfully and substantially completed and are similar to the proposed works, as well as the following specific experience as part of the above or other contracts:
  • Work with reinforced concrete structures and arrangement of monolithic reinforced structures;
  • Installation of PE and steel pipes with Æ20-100 mm; PE main pipes Æ50-400 mm, stop valves and fire hydrants;
  • Electric welding and waterproofing works;
  • Road works on arrangement of roads and sidewalks;
  • Rehabilitation of boreholes and drilling new boreholes;
  • Substation electric-installation works. 
  1. The Tenderer shall provide suitably qualified personnel for the positions specified in the tender document
  2. The tenderer shall own, or have assured access to (through hire, lease, purchase agreement, availability of manufacturing equipment, or other means), the key items of equipment a per the tender document in full working order, and must demonstrate that, based on known commitments, they will be available for use in the proposed contract.  The Tenderer may also list alternative equipment, which he would propose to use for the contract, together with an explanation of the proposal.
  3. The tenderer shall have or present prior to contract signature a valid license to perform the civil and erection works (II level) in the Kyrgyz Republic.

 

Tenderers willing to submit tenders for more than one lot, shall meet cumulative qualification requirements for the average annual turnover, financial resources and equipment capabilities listed above.

Participation of joint ventures, consortiums or associations (JVCA) of two and more partners is permitted. JVCA shall meet the following minimum qualification requirements:

  • At least one partner shall meet at least 70 percent of the minimum qualification criteria for the average annual turnover and financial resources listed above;
  • Each partner of JVCA shall meet at least 30 percent of the minimum qualification criteria for the average annual turnover and financial resources listed above;
  • All partners shall be jointly and severally liable.
