RIJEKA DISTRICT HEATING REHABILITATION

Procurement of Civil Works for the rehabilitation of the existing district heating pipeline with pre-insulated pipes with installed monitoring system for the area of Rijeka in the total length of 2.550 m,

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 09 December 2014 and updated on 22 September 2016.

ENERGO D.O.O., RIJEKA, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Rijeka district heating rehabilitation.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: Procurement of Civil Works for the rehabilitation of the existing district heating pipeline with pre-insulated pipes with installed monitoring system for the area of Rijeka in the total length of 2.550 m.

In total 2.550 m of district heating pipes on the area of Rijeka are to be replaced with new pre-insulated pipes. This implementation project encompasses the replacement of existing parts of the hot water pipeline system lines, all together six lines in the area of Rijeka. The project includes civil, mechanical and electrical works. The estimated duration of the rehabilitation works is 10 months.

The reconstruction of 20 (twenty) modular district heating substations with installed monitoring system for the area of Vojak, Rijeka with integrated energy management implementation.

In order to manage and control, substations should be connected with the Energo control center with communication network. Substations in the area of heating plant Vojak will be connected to the hub located in the heating plant. Communication network of each substation to heating plant should be threaded through existing infrastructure provided for that purpose.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

 

HISTORICAL FINANCIAL PERFORMANCE

Average annual result of last three (3) years must be positive.
 

AVERAGE ANNUAL TURNOVER

The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last three years of not less than EUR 3.000.000,00 equivalent.
 

EXPERIENCE

The Tenderer shall demonstrate that it has successful experience as contractor or management contractor in at least two (2) contracts within the last three (3) years, with a value of each at least EUR 1.000.000 that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in the Tender documentation. In addition, the following specific experience shall be required: at least 2,5 kilometres of pipelines (cumulative on one or more projects) constructed within the last 3 years cumulative on 2 contracts.


FINANCIAL RESOURCES

The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than EUR 200.000 equivalent, taking into account the applicant’s commitments for other contracts.

Joint Ventures must satisfy the following minimum qualification requirements:

(i) The lead partner shall meet not less than seventy (70) percent of all the qualifying criteria for general experience and financial position specified above.

(ii) The other partners shall meet not less than forty (40) percent of all the qualifying criteria for general experience and financial position specified above.

(iii) The Joint Venture must satisfy collectively the criteria for personnel and financial position stated above, for which purpose the relevant figures for each of the partners shall be added to arrive at the joint venture’s total capacity. Individual members must each satisfy the requirements for audited balance sheets and litigation.

In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

All tenders must be accompanied by a tender security of 5.000 EUR or its equivalent in a convertible currency.

Tenders must be delivered to the office at the address below on or before 12:00 PM on the 10 January 2017 at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
