REQUEST FOR PROPOSAL SDP-2015-00092314-01- SINIGIRH Service Name: Design, development and implementation of the National Information System for Integrated Water Resources Management (Phase 1). Project Name: 00092314-Technical Assistance and Capacity Building for the Implementation of Groundwater Monitoring and Information System for the Integral Integrated Water Resources Costa Rica. 1.1.1. GOAL To design, develop and implement the National Information System for Integrated Water Resources Management (SINIGIRH) that would integrate information in the water sector to share data, visualize the spatial component and perform multidimensional analysis for Integrated Water Resource Management in Costa Rica, Timely, traceable and expeditious users of public and private organizations, communities and the general public access. SINIGIRH must define the Organizational Model required information including at least four levels of abstraction: strategy, organization, processes and key information. Applications, interactions and relationships with key institutional processes for Integrated Water Resources Management in Costa Rica. Design, acquisition, development and implementation of web map viewer (Integrated into the Web portal SINIGIRH) with capacity for visualizing geospatial information interactively, metadata generation and a catalog of downloading map information and a catalog of geo services . Digitalization of historical records, including the purchase of hardware and software consultation and application of digitized information. Development of organizational data dictionary and syntax rules. Diagnosis to define the model of functional architecture and construction SINIGIRH Monitoring and Evaluation Module.
