Combined Synopsis/Solicitation Solicitation Number: W91247-15-T-0028 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. PRE-SOLICITATION REMOVE CONTAMINATED SOIL ELLSWORTH AFB, SD (i). The 28th Contracting Squadron, Ellsworth AFB, SD intends to solicit, compete and award a Firm Fixed Price (FFP) Requirement to remove contaminated soil . The period of performance on this contract will be for 60 days. The acquisition will be conducted in accordance with FAR 12 and 15 procedures. Solicitation No. VA245-11-IB-0128 The Department of Veterans Affairs is seeking a remediation contractor to furnish all labor, materials, tools, equipment, and supervision to provide for encapsulating contaminated soils in the crawl spaces of buildings 405A&B, 409A&B, 411A&B, 413A&B, 415A&B and their connecting tunnels located at the Department of Veterans Affairs Medical Center, 510 Butler Avenue, Martinsburg, WV. Project Number is 613-11-112. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB). The work includes, but is not limited to, three phases to provide encapsulation of asbestos-contaminated soil, grading, barriers and other remediation procedures. All work shall be performed by an asbestos abatement firm licensed to perform asbestos abatement/encapsulation in the State of West Virginia. The area and final air testing inside the work areas shall be performed by a third party, independent, licensed air monitoring firm. Estimated construction cost range is $1,000,000.00-$2,000,000.00. The firm must be a remediation firm approved under NAICS: 562910, size standard: $14.0 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. This work will be a 100% Small Business Setaside. The Eielson Farm Road AAA site is located within the Fairbanks North Star Borough approximately 21 miles southeast of Fairbanks and 10 miles southeast of the city of North Pole. The site is located on land owned by the Mental Health Trust Authority (MHTA) and is located ¾ mile west of the Eielson Air Force Base (AFB) property boundary near Piledriver Slough. The site is generally rectangular and encompasses approximately 35 acres of land. Soil, sediment, and groundwater at the site are contaminated with fuel. The fuel impacted soil covers an area of approximately 3.5 acres. The Decision Document for the Eielson Farm Road AAA site was finalized in September 2010. The selected remedy entails the following major components: - excavation of contaminated soil and sediment; - transportation of contaminated soil and sediment to a treatment/disposal facility; - free product recovery from the open excavation; - backfill the excavations; - revegetate the site This work will include the preparation of planning documents; the excavation, transportation, and treatment/disposal of up to 27,000 tons of fuel impacted soil and 800 tons of fuel impacted sediment; site revegetation; and reporting. The completion date for all work is June 30, 2012. This project is a 100% Total Small Business Set-Aside.

The site is generally rectangular and encompasses approximately 35 acres of land. Soil, sediment, and groundwater at the site are contaminated with fuel. The fuel impacted soil covers an area of approximately 3.5 acres. The Decision Document for the Eielson Farm Road AAA site was finalized in September 2010. The selected remedy entails the following major components: - excavation of contaminated soil and sediment; - transportation of contaminated soil and sediment to a treatment/disposal facility; - free product recovery from the open excavation; - backfill the excavations; - revegetate the site This work will include the preparation of planning documents; the excavation, transportation, and treatment/disposal of up to 27,000 tons of fuel impacted soil and 800 tons of fuel impacted sediment; site revegetation; and reporting.
