Kozloduy NPP Units 1-4 Decommissioning Programme and the National Disposal Facility

In November 1999, the Bulgarian Government and the European Commission signed a Memorandum of Understanding, in which the Bulgarian Government undertook a firm commitment to close and decommission Units 1 - 4 of the Kozloduy Nuclear Power Plant (KNPP) at the earliest possible dates. The Kozloduy International Decommissioning Support Fund (KIDSF) has been established and is administered by the European Bank for Reconstruction and Development (EBRD). One of the purposes of this Fund is to finance, or co-finance preparation and implementation of selected projects, which would require procurement of Goods, Works and Services for modification of existing plant systems, design and construction of decommissioning facilities, including the National Disposal Facility, in an environmentally safe and cost effective manner, definition and procurement of dismantling and decontamination technologies and equipment.

State Enterprise Radioactive Waste SE (SERAW) is responsible for the Kozloduy NPP Units 1-4 Decommissioning Programme and the National Disposal Facility.

A Decommissioning-Repository Project Management Unit (D-R PMU) has been established in order to assist SERAW in the administration and management of the projects notified below.

This General Procurement Notice is an update to the General Procurement Notice, published on 20 January 2016 and supplemented on 2 September 2016. It draws the attention to the following upcoming procurement activities:

Decommissioning Projects:

  • Facility for the Retrieval and Processing of the Solidified Phase from the Evaporator Concentrate Tanks (Project 9b – Phase II)

This project is for the retrieval and treatment of historical radioactive waste – evaporator concentrate. The mentioned radioactive waste is characterized. The scope of the following steps is to retrieve the waste, reduce the volume and to treat into the form of solidified drums suitable for the conditioning and final disposal. The drums shall comply with the National Disposal Facility acceptance criteria.

  • Information Centre for Decommissioning (Project 20)

This project is for the design, construction, furnishing, supply of equipment, testing and commissioning of the Information Centre for the Decommissioning of KNPP Units 1-4. The project will identify new media forms, models and equipment required for the purposes of the information campaigns concerning/introducing the Decommissioning activities.

  • Inventory, Treatment and Conditioning of Contaminated Soil (Project 23)

This project is to carry out a survey of the KNPP decommissioning site, Units 1 to 4, and further remediation of contaminated soil based on approach approved by SERAW. The project includes characterization of the soils in accordance with this methodology and a proposal for potential strategies for storage or remediation.

  • Concrete Core Sampling Analyses (Project 24)

This project is for the provision of services of a specialist contractor to carry out core sampling and analysis of concrete structures, e.g. the reactor pond walls and other structures which come into contact with contaminated water to determine the depth of any contamination to allow the decommissioning of the structures to be accurately planned.

  • Infrastructure separation between Kozloduy NPP and SERAW (Project 35)

This Project governs design, equipment supply, installation and commissioning of utilities, needed for the separation of the external grids of the technical infrastructure of the station-wide buildings and facilities of Kozloduy NPP from SERAW.

  • Supply of Lifting and Transportation Equipment (Project 38)

This project is for the procurement of an Engine Powered Lift Truck having 25t to 30t loading capacity to ensure safety effective and economically efficient transport of dismantled materials.

  • Back-up Power Supply for Units 1&2 and Dismantling of DGS-1 Equipment for Use of the Building for Decommissioning (Project 39 – Phase II)

The project includes reconstruction of DGS-1 building and installation and commissioning of the necessary equipment.

  • Modernisation and Reconstruction of Special Division "RAW-Kozloduy" to Receive and Process Decommissioning RAW (Project 48)

 

The project includes development of the Technical Design for the upgrade of the RAW Processing Plant and RAW Storage, handling and transport facilities; and respective update of Safety Analysis Report.

The estimated total cost for the above projects is 90 Million Euros.

National Disposal Facility (Repository) projects

  • Site Preparation for Construction of National Disposal Facility

Preparation of Radiana site for the subsequent construction of the National Disposal Facility, including relocation of existing water channel, construction of emergency pipeline from relocated water channel and design and construction of rainwater drainage connection to utility connection point, development of database.

  • Design of multi-layer test cover of NDF at Radiana site

This project includes development of conceptual and detailed design for two variants of multi-layer cover of National Disposal Facility and implementation of the detailed design at Radiana site.

The estimated total cost for the above projects is 13 Million Euros.

  • Predisposal monitoring at Radiana site

This project includes extension with 3 to 5 years of pre-disposal geodetic monitoring programme, radiological monitoring programme, hydrogeological monitoring and geochemical analyses programme, and implementation of seismic and meteorological monitoring programmes at Radiana site

The estimated total cost for the above projects is 2 Million Euros.

 

Contracts to be financed with the proceeds of KIDSF Grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the KIDSF Grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

  • Treatment of the radioactive sludge and residues and treatment of the generated secondary RAW into forms that will be suitable for further transportation, storage and/or disposal.
     
  • The Supply and Installation of a Radiation Monitoring System at the Plasma Melting Facility (Project 32)

The project covers the supply of the equipment, materials and cables necessary for the RMS at the PMF site; the installation of the equipment and cables; system the commissioning.

  • Independent Infrastructure Separation between Kozloduy NPP and SERAW (Project 35)

This Project governs design, equipment supply, installation and commissioning of utilities, needed for the separation of the external grids of the technical infrastructure of the station-wide buildings and facilities of Kozloduy NPP from SERAW.

  • Supply of Lifting and Transportation Equipment (Project 38)

This project is for the procurement of an Engine Powered Lift Truck having 25t to 30t loading capacity to ensure safety effective and economically efficient transport of dismantled materials.

This Project will cover the removal of the old damaged roof insulation of the Turbine Hall and Reactor Buildings and their replacement with a new insulation as per state-to-the-art technologies.  

The estimated total budget for the above projects is 33 Million Euros.

 

National Disposal Facility (Repository) projects

  • Site Preparation for Construction of National Disposal Facility:

Preparation of Radiana site for the subsequent construction of the National Disposal Facility, including removal of existing water channel, development of database  and rehabilitation of existing road.

  • Design of multi-layer test cover of NDF at Radiana site

This project includes development of conceptual and detailed design for two variants of multi-layer cover of National Disposal Facility and implementation of the detailed design at Radiana site.

The estimated total budget for the above projects is 14 Million Euros.

 

Contracts to be financed with the proceeds of KIDSF Grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. Tendering for contracts to be financed from grants of the KIDSF will be in line with the EBRD Procurement Policies and Rules and will be open to firms from eligible countries as of 01 August 2015:  EU member states, Switzerland and the EBRD countries of operation.

Preparation of Detailed Design for Dismantling of Equipment in the Controlled Areas of KNPP Units 1-4 (Project 44) The task of this project is the preparation of a Detailed Design packages for Dismantling of systems and components in the Controlled Areas of KNPP Units 1-4. The project must ensure safety execution of the dismantling activities not only for the contaminated but for the activated systems as well. The waste acceptance criteria of the National Disposal Facility do not envisage acceptance of large size activated items and containers different that the current licensed containers. The waste management approach must be analyzed and the correspondence decisions must be proposed. The estimated total budget for the above projects is 25 Million Euros. National Disposal Facility (NDF / Repository) projects Site Preparation for Construction of National Disposal Facility: Preparation of Radiana site for the subsequent construction of the National Disposal Facility, including provision of electrical supply, water supply, provision of heating supply from district network, provision of sewage and rainwater pond connection to discharge-points, implementation of relocation and rehabilitation works, design for removal of existing water channel construction of new temporary road and design and construction rehabilitation of existing road. Design of multi-layer test cover of NDF at Radiana site This project includes development of conceptual and detailed design for two variants of multi-layer cover of National Disposal Facility and development of detailed program for long term testing at Radiana site. Construction of Phase 1 of the National Disposal Facility This project includes civil construction works, supply, installation, commissioning and testing of equipment, and commissioning of the National Disposal Facility. Supervision of Construction of Phase 1of the National Disposal Facility The estimated total budget for the above projects is 70 million Euros. Tendering for the decommissioning and NDF projects will commence in III quarter 2014. Tendering for contracts to be financed from grants of the KIDSF will be in line with the EBRD Procurement Policies and Rules and will be open to firms from eligible countries as of 01 August 2014: EU member states, Switzerland and the EBRD countries of operation. Public procurement refers to the execution of construction and reclamation work on the approved working plan for closure and rehabilitation of the existing landfill with top insulation screen as second-class construction according to Art. 137, para. 1 pt. 2 b. "D" of the Law on Spatial Planning (LSP), in accordance with TDA regulations its regulations and Decree № 26 for reclamation of disturbed areas, improvement of low lands, removal and utilization of the humus layer (prom. SG. Pcs. 89 of 22.10.1996, amended. and suppl. SG. 30 of 22.3.2002).

The old landfill in the town. Drianovo has a total area of ​​about 30,600 square meters The volume of waste is about 125,550 cubic meters Closure and reclamation of landfill covers the following activities:

- Formation of a new body of waste through waste predeponirane available incl. and additional amounts of contaminated soil from cleaning exempt from waste areas;

- Construction of a dike and armonasipna wall;

- Shaping service reclamation infrastructure - roads vatreshnoobektovi technology;

- Surface drainage at the site of the landfill and landfill protection of surface water, including drainage ditches, drainage system;

- Construction of gas-dregazhna system;
