The People's Republic of Chinahas received financing from the World Bank toward the cost of the Guangxi Laibin Water Environment Project, andintends to apply part of the proceeds for consulting services.
The consulting services ("the Services") include Procurement management,Review of Tender Documents, Financial management, Contract Management, Project Report Preparation, Training and Investigation etc.The estimated total number of staff-months is 61; the contract duration is 9 months with theestimated start date from March, 2016.
Entrusted by Laibin Project Management Office (PMO), InstrimpexInternational Tendering Company now invites eligible consulting firms ("Consultants") to indicate their interest in providing theServices. Interested Consultants should provide information demonstrating that they have the required qualifications and relevantexperience to perform the Services. The shortlisting criteria are:
(a) Over 5 years experiences ofurban hydrological and hydraulic model, integrated information system platform, decision support system design and development,management and planning on water resources and water environment, control risk of non-point source pollution for urban storm runoffand other relevant fields.
(b) Additionally, the consulting firm should prove their experiences insystem architecture, database construction, water environmental model development, geographic information system and other relevantfields. In the past 5 years, the consulting firm should have undertaken at least 1 similar project of urban flood early warningsystem development. In the meanwhile, the system should prove to run successfully and normally. With World Bank or ADB financedprojects experiences is preferred.
(c) Sufficient resources ofspecialist in the project-related fields.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits& Grants] by World Bank Borrowers (January 2011)("Consultant Guidelines"), setting forth the World Bank's policy onconflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance theirqualifications.
A Consultant will be selected in accordance with the Quality-and Cost-Based Selection method set out in theConsultant Guidelines.
