toward the cost of Xinjiang Akesu Integrated Urban Development and Environment Project
(Loan No.: 3262-PRC) and it intends to apply part of the proceeds of this loan to payments

ADB.

toward the cost of Yunnan Chuxiong Urban Environment Improvement Project and it
intends to apply part of the proceeds of this loan to payments under the Contract for

(i) The Bidder’s net worth for the last three years (2013-2015) calculated as the
difference between total assets and total liabilities should be positive;
(ii) Minimum average annual turnover of CNY 153.3 million calculated as total certified
payments received for contracts in progress or completed, within the last three (3)
years (2013-2015);
(iii) The Bidder shall demonstrate access to, or availability of, financial resources such as
liquid assets, lines of credit, and other financial means, other than any contractual
advance payments to meet: (i) the following cash-flow requirement of CNY 15.33
million and (ii) the overall cash flow requirements for this contract and its concurrent
commitments.
(2). Experience Requirement
(i) General Experience: Experience under contracts in the role of contractor,
subcontractor, or management contractor for at least the last five (5) years prior to

(ii) Specific Experience: Participation as contractor, management contractor, or
subcontractor, in at least two (2) contracts within the last three (3) years (2014, 2015,

similarity shall be based on the physical size, complexity, methods/technology or
other characteristics as described in Section VI, Employer’s Requirements;
(iii) Domestic bidder should have Grade I or above Qualification Certificate for General
Contractor in Municipal Public Construction (issued by Ministry of Housing and
Urban-Rural Development of the People’s Republic of China). Foreign bidders shall
have an equivalent certificate issued by their country of incorporation
