Page 1 of 3 SPECIFIC PROCUREMENT NOTICE INVITATION FOR BIDS ECONOMIC COMMUNITY OF WEST AFRICA (ECOWAS) TRANSPORT FACILITATION PROGRAMME FOR THE BAMENDA- MAMFE-EKOK/MFUM-ABAKALIKI-ENUGU CORRIDOR Construction of Joint Border Post at Mfum Border (Between Nigeria and Cameroon) Advertisement No. – TFPBE/ECW-INFRA/JBP/001 («Development Business» n 739 dated 11/30/2008) 1. This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business Issue No 733, 31 August 2008. The ECOWAS Commission has received a Grant from the African Development Fund toward the cost of the Transport Facilitation Program for the Bamenda – Mamfe-Ekok/Mfum-Abakaliki-Enugu Corridor, and it intends to apply part of the proceeds of the Grant to payments under the contract for the Construction of Joint Border Post at Mfum Border (Between Nigeria and Cameroon), Contract No. TFPBE/ECW-INFRA/JBP/001 2. The Department of Infrastructure of the Economic Community of West African States (ECOWAS) in collaboration with the Economic Community of Central African States (ECCAS) now invites sealed bids from eligible bidders for the Construction of Joint Border Post at Mfum Border (Between Nigeria and Cameroon). Bidding will be conducted through the international competitive bidding procedures specified in the current African Development Bank’s Rules of Procedure for Procurement of Goods and Works and are open to all bidders from eligible member countries as defined in the Rules. 3. The principal components of the works are the erection, installation and construction of all physical infrastructure include but not limited to the following: a) Administration Block b) Customs Brigade c) Truck Inspection Area d) Warehouse e) Entry Gate Control Post f) Toilet & Shower for HGV Drivers g) Weighbridge; Scanner Control Rooms h) Maintenance and Generator House i) Fire Station j) Commercial Services Building k) Health Services l) Pedestrian Control Zone m) Veterinary Store & Animal Park n) HGD Shelter o) Pedestrian Toilet Block p) Pedestrian Shelter q) Toilet Block for LVG Public r) Pump House In addition, there are extensive EXTERNAL WORKS comprising, but not limited to: Page 2 of 3 a) Site works b) Pedestrian Footpath & Walkway c) Blast Wall Protection d) Security Fences - Pound Enclosure - Palisade Wall - Razor Wire Fence - Boundary Fence - Patrol Corridor - Chain Link e) Foul Drainage f) Waste Management g) Surface Water Drainage and Oil Separators h) Water Reticulation i) Fire Hydrant Network j) Electrical Reticulation k) Weigh Bridge (Civil Works) l) Gate Barrier m) Roads and Carparks 4. The contract completion period cannot exceed Eighteen Months (18). 5. Interested eligible bidders may obtain further information from and inspect the bidding documents at the ECOWAS Commission office in Abuja-Nigeria at the address stated at end of this document commencing Tuesday, April 28, 2015 from 09.00 to 16.00 hours local time during working days. 6. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of US$ 150. The method of payment will be by Bank Draft or Certified Cheque. The set of bidding documents will be handed over upon receipt of payment. 7. Bids must be delivered to the address below by 14.00 hours local time, Wednesday July 01, 2015. All bids must be accompanied by a bid security amounting to US$ 672,200 or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of bidders’ representatives and anyone who choose to attend at the address below on Wednesday, July 01, 2015 at 14.15 hours local time. 8. Bids shall be valid for a bid period of one hundred fifty (150) days after Bid Opening. 9. Post –qualification will be based on meeting all the following minimum pass/fail criteria regarding the Applicant’s general and particular experience, personnel and equipment capabilities, and financial position: (i) average annual construction turnover as prime contractor (defined as billing for works in progress and completed) over the last five years (2010-2014) of an amount equivalent to Ten million United States Dollars (US$ 10 million) (ii) successful experience as a main or principal contractor in the execution of at least three (3) projects of a nature and complexity comparable to the proposed contract within the last five years (2010-2014); this experience should include contracts of similar nature of the construction of one storey building and at least 30 km of major road construction with asphaltic and rigid concrete pavements; (iii) the Applicant must have suitably qualified personnel with a minimum experience of 10 years in the execution of similar works; (iv) the Applicant should own, or have assured access (through hire, lease, purchase agreement or other means) to key items of equipment in full working order; and Page 3 of 3 (v) the applicant shall demonstrate that it has access to, or has available, liquid assets, lines of credit and other financial means to meet the construction cash flow estimated as US$ Two million, Five Hundred Thousand (US$2,500,000). 10. A site visit and pre-bid conference is scheduled for 10.00 hours local time, Wednesday, June 03, 2015 at the project site at Mfum/Ekok border (between Nigeria and Cameroon). All bidders are encouraged to attend. 11. Crédit IDA : 4987-CM N° de référence dans le PPM : 17 (Sélection des Consultants) 1.      LeGouvernement de la République du Cameroun a reçu un financement de l'Association Internationale de Développement (IDA), etal'intention d'utiliser une partie du montant de ce crédit pour effectuer les paiements au titre du contrat suivant :« Services de Consultants  en vue d'unemission d'évaluation indépendante des dégradations précoces observées sur deux (02) chantiersroutiers ». 2.      Afinde déterminer les causes des dégradations pour chacun des deux chantiers routiers, les services de consultant(« Services ») consistent à faire une analyse multicritères séparée prenant en compte entreautres : ·           les dispositions duMarché ; ·           le volume et la composition dutrafic ; ·           les comportements desusagers ; ·           les caractéristiques de la structurede la chaussée ; ·           la nature et la qualité des matériauxutilisés ; ·           la qualité du matériel et deséquipements utilisés ; ·           la qualité des travauxeffectués ; ·           les conditions climatiques et lapluviométrie dans la zone des travaux ; ·           l'impact de l'environnement surlestravaux initiaux et de reprise. 3.      LeMinistre des Travaux Publics invite les firmes de consultants (« Consultants ») éligibles à manifester leur intérêt pour fournir les services décrits ci-dessus. Les Consultants intéressés doivent fournir lesinformations démontrant qu'ils possèdent les qualifications requises etune expérience pertinente pour l'exécution des Services. Lescritèresd'établissement de la liste restreinte sont : - l'Expérience générale dans le domaine de contrôle et desurveillance des travaux routiers de constructions neuves; - L'expérience spécifique pour la missiond'audit ou d'évaluation des travaux routiers de bitumage; 4.      Ilest porté à l'attention des Consultants que les dispositions du paragraphe 1.9 des « Directives : Sélection et Emploi deConsultants par les Emprunteurs de la Banque mondiale dans le cadre des Prêts de la BIRD et des Crédits et Dons de l'AID »,datées de Janvier 2011, (« Directives de Consultants »), relatives aux règles de la Banque mondiale en matière de conflitd'intérêts sont applicables. 5.      LesConsultants peuvent s'associer avec d'autres firmes pour renforcer leurs compétences respectives en la forme d'un groupementsolidaire ou d'un accord de sous-traitant. 6.      UnConsultant sera sélectionné selon la méthode fondée sur la qualité et le coût (SFQC) telle que décrite dans les Directives deConsultants. 7.      LesConsultants intéressés peuvent obtenir des informations supplémentaires à l'adresse ci-dessous, de 09h 00 à 15h 00, heureslocales. 8.      Lesmanifestations d'intérêt  doivent être déposées en quatre (04) exemplaires à l'adresseci-dessous par personne, par courrier ou par courrier électronique au plus tard le 29./09/2015 à quinze (15) heures, heure locale.
