This project is a grouping of five distinct projects for replacement and/or upgrades to various building systems in the Prince Albert Satellite Station main operations building, as more fully described in the Terms of Reference (TOR).  Services required for this project, but not limited to, are as follows:    1.  Advisory Support Services,   2.  Cost Management Services,   3.  Schedule Management Services,   4.  Risk Management Services,   5.  Quality Management Services,   6.  CommissioningServices,   7.  Tendering Services,   8.  General Contractor Services, and   9.  General Construction and Contract Administration Services.  OPTIONAL SITE VISIT  There will be an optional site visit on Thursday, December 1, 2016 at 11.00 am. Interested bidders are to meet at the Prince Albert Satellite Station main building reception in Bucklands, Prince Albert, Saskatchewan. Bidders are requested to communicate with the Contracting Authority three (3) days before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders who, for any reason, cannot attend at the specified date and time will not be given an alternative appointment to view the site.  No exceptions will be made.  Site direction: From the intersection of 2 Avenue West and Marquis Road (Prince Albert); Drive North, over the river, past Riverside Drive; Turn left onto HTP (highway) 3 and 55; Drive West for 17km (19mins); Turn left into unnamed road (see road sign prior), this leads to the Prince Albert Satellite Station main building.   Bidders are responsible for obtaining copies of bid forms, special instructions and amendments issued prior to bid closing, and are to ensure they are addressed in the submitted bid.   Thisprocurement contains mandatory requirements. Failure to comply may result in rejection of your bid. PCA would like to replace the current equipment they have as it is out of date and the new unit would be a smaller version of a similar machine to allow for easier access in the campgrounds and to be able to haul the equipment to various sites on the size of trailer currently owned.  The Tractor Loader Backhoe will be used to perform maintenance and construction work, primarily digging trenches and moving earth such as repairing broken water and sewer lines in campgrounds.  PCA requires this equipment on or before March 31, 2017.  All the deliverables must be on or before March 31, 2017.  A complete list of the mandatory performance specifications are detailed in solicitation document.  The requirement is subject to the provisions ofthe North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).
