The project “Hell Værnes speed and capacity increase” is defined from Gevingsåsen to Værnes station, as well as the section along Meråker railroad to a railroad bridge over the Stjørdal River for European road 6. The project includes an approx. 3 km. long section along the Nordland Railway and a 0,5 km long section along the Meråker Railway. The project shall include the planning of a new track plan for Hell station and a new track route on the section Hell – Værnes, including a new bridge over the Stjørdal River. The plan shall include two tracks over the bridge. A preliminary planning project of a bridge was carried out in 2010 in relation with the preparation of a new principal plan. This plan will be the basis for this tender contest. The new railroad bridge over the Stjørdal River shall have an exciting appearance, be clear and evident in its form, represent the environmentally friendly and future-oriented aspects of the railroad and adapt well to landscape and surroundings.

Preliminary engineering design indicates that construction work will involve approx. 100 000 m3 excess masses. Most of the roads will be built outside the existing routes. At each end of the section, as well as parts of the work with adjacent local roads, will however affect the existing road network. There are strict requirements for traffic management and respect for the environment in connection with the work.

Construction of a new national road from Krokå and pass Langeid in Bygland municipality, Aust-Agder County. The section is approx. 2,5 km long. The contract is for the construction of a platform extension eastwards to Lierås tunnel along both tracks at Lier stop. A 76 m platform extension shall be constructed along train track 1 almost completely up to the tunnel portal. Along train track 2, a 61 m integrated platform and stand-by road with a ramp for the input vehicle, Argon shall be constructed. By the nearest 15 m to the tunnel portal on train track 2, a place at track level shall be established for manoeuvring Argon. Both the platform extensions shall be at the same height as the existing platform (550 mm). A new technical level crossing shall be established for the stand-by vehicle Argon with a sliding gate between the tracks. The sliding gate shall prevent wild animals crossing and at the same time it must be fool proof to push to the side if there is an emergency situation in the Lierås tunnel. In addition an overpass shall be established in order to prevent wild animals crossing. Supporting walls along both platform extensions shall be constructed so as to keep the terrain in place. The platform extensions will mean that several technical railway facilities will have to be moved. There are 2 suction transformers that shall be moved into niches in support walls, the section field for return current shall be moved with a cable at least 300 m into the Lierås tunnel. Furthermore, two advance signals for Sørumåsen block post must be moved 1191 m further west to Huseby block post and guidelines and extension cables for these must be established, or use existing guidelines. It can also be necessary to move signals for gate control up to a separate signal cross and adjust the placement of repeat beacons to Sørumåsen block post. As regards the contact wire installations, 4 old crosses shall be disassembled and 3 new crosses assembled. New hanging threads and new outriggers in the hanging masts shall also be set up. All new components will be of type 20. Access to the stand-by vehicle to the stand-by place at train track 2 and the stand-by road to Lierås tunnel must be kept ALWAYS! Bridge over road culvert to Tuverudveien has restricted axel load. Due to sensitive matter west of the existing platform, contractors must avoid weight increases in the form of depositing matter, storing heavy objects etc. in this area.
