The pre-qualification evaluation is a 2 step process. The required ‘Economic and financial ability’ stipulated in III.2.2) with the requirement of a guarantee is pre-requisite for evaluation of references and therefore step 1 in the pre-qualification process. If the guarantee is not received, the application is considered non-conformant and the candidate will not be considered to be pre-qualified. Step 2 is evaluation of the references. The references will be evaluated solely based on the 5 references provided as stated in III.2.3) by using the template provided as a part of the pre-qualification information. Information provided in other documents will not be considered. The focus during evaluation will be on relevant projects similar to the Ringsted — Fehmarn Rail Line, E3006. After the pre-qualification evaluation process the pre-qualified candidates, the tenderers, will be invited to participate in submitting tenders. Based on the invitation to tender the tenderers submit a ‘First Negotiating Tender’ (in the following referred to as ‘FNT’). The FNT will be the basis for a negotiation process where the focus will be strengths and weaknesses of the FNT. The tenderers then have to submit a ‘Best and Final Offer’ (in the following referred to as BAFO), and eventually a revised BAFO, based on the FNT and the conclusions from the negotiation process. The BAFO/revised BAFO will be evaluated according to the award criteria outlined in the tender documents.

Tenderers are invited to the tender process for the award of a service contract for the tolling scheme for the project ‘Fjordforbindelsen Frederikssund’.

The project is currently under construction with a projected completion date of the end of October 2019. The Act of Construction defines that the toll collection for Fjordforbindelsen Frederikssund is to be carried out by means of an Open Road Tolling (ORT)/free flow system.

The tender material contains a description of the procedure for competitive dialogue. Shortly after the publication of the tender material, a briefing meeting will be held on 23.11.2017. Information on this is found in the tender material.

The purpose of the competitive dialogue is to clarify the technical, legal, and financial solutions the market can offer so as to ensure the needs and requirements of the contracting authority to be fulfilled within an acceptable financial framework.

It is expected that the competitive dialogue will be held over two rounds of bilateral meetings. The contracting authority reserves the right to possibly hold more rounds.

A tender fee will be granted for participation in the rounds involved and, furthermore, a tender fee will be granted for compliant tenders.

The tender material is in English in order to secure adequate competition.

On behalf of the independent public company Fjordforbindelsen Frederikssund, The Danish Road Directorate wishes to engage in a Second Market Consultation with interested parties to assess options to deliver tolling services for the Fjordforbindelsen Frederikssund project.

The project is currently under construction with a projected completion date of the end of October 2019. The Construction Law defines that the toll collection for Fjordforbindelsen Frederikssund is to be carried out by means of an Open Road Tolling (ORT) or free flow system.

The purpose of this Second Market Consultation is to:

— inform potentially interested parties about the forthcoming procurement, and

— to obtain a deeper understanding of the potential market participants,

— to test the draft version of the tender material,

— to adjust the future tender material in an appropriate manner,

— to have individual meetings with potential Tenderers.

The primary goal of the Danish Road Directorate in the implementation of a toll on the project is to make a contribution to the capital cost of building the infrastructure, and one of the aims of the toll scheme is to achieve payback of this investment as quickly as possible.

To this end, current priorities include the following:

— A very high rate of compliance by users.

— An efficient toll collection operation.

— Achieving the mobilisation programme, with a 2019 opening date.

It is intended to use the outcome of this Second Market Consultation in the development of the tender material for the tolling scheme, achieving a balance between the project's commercial interests and its risk profile; while also achieving the above aims of the Danish Road Directorate and aligning the tender material with market expectations.

By means of their answers to this Questionnaire, potential bidders are encouraged to use this opportunity to influence the tender material in a constructive manner, seeking to align their objectives with those of the Danish Road Directorate. The questionnaire is intended to secure equal treatment of all participants.

The Danish Road Directorate will host an information meeting on the second market consultation for Fjordforbindelsen Frederikssund Tolling Scheme on 10 October 2017 from 11:00 to 12:30 at Park Inn Hotel close to Femøren Metro Station in Copenhagen.

From 13:00-19:00 the Danish Road Directorate will also host individual meetings with the different operators that wishes to deepen their feedback to the draft documents published by the Danish Road Directorate 26.9.2017. The Danish Road Directorate will if needed also host individual meetings on 11.10.2017 at Niels Juels Gade 13, 1022 Copenhagen K from 9:00-18:00 for those operators not having an individual meeting on 10.10.2017. 45 minutes will be set aside of each operator. This allows for a total of maximum 15 individual meetings. In the event that the interest from the operators exceeds before mentioned 15 individual meetings a third meeting day will be set aside on 12.10.2017.

For practical reasons, the Danish Road Directorate will appreciate that the notification of attendance is given no later than the 8.10.2017 at 12:00 noon. The scope of the works comprises supply and installation of a main cable dehumidification system on the Great Belt East Bridge including provision and installation of temporary access facilities on the cables. Some materials may be delivered by the Client. The 2 main cables of the East Bridge have a diameter of 0.82 m and a total length of 2,965 m each. The main cables are carrying the East Bridge in between the offshore anchor blocs via the 254 m high pylons. The bridge deck in the 1,624 main span is elevated some 65 m above the 1,300 m vide navigation channel. The Contractors tender shall be based on a detailed design provided by the client.

Rock-dump around the 4 piers for Little Belt Bridge of 1935

The geotechnical stability of the four offshore piers of the Little Belt Bridge of 1935 has to be improved. The strengthening of the piers is to be carried out by dumping rocks round the piers. The strengthening project is yet to be planned in detail, however preliminary analyses suggest that approximately 125,000 m³ of rocks are to be dumped around the four main piers of the bridge in embankments of up to 7 m thickness. The dumping of rocks must follow a schedule which will be specified in the tender documents. In this schedule it will be specified which rock sizes should be used (which may vary over depth), limitations of maximal layer thicknesses dumped at the same time, rock dump sequence and dumping tolerances. The rocks are to be dumped on water depths of approximately 30 m and the strong currents (up to 2 m/s over the entire water depth) in Little Belt should be taken into account when the dumping vessel(s) are chosen. The size of the rocks will be between 20 cm and 100 cm. The tolerance of the final surface shall be between ± 20 cm in vertical direction. It is of paramount importance that the piers of the Little Belt Bridge are not subjected to impacts from the dumping vessel(s), even though rocks most likely are to be dumped right next to the piers. It will be required that the contractor delivers documentation to verify that the rock dumps are installed as specified in the tender documents. The strengthening project is to be initiated and finished as soon as possible and no later than 1 October 2014(latest finished date).
