The Invitation for Expressions of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website dated 9th August 2014. Background The Bulgarian State Enterprise “Radioactive Waste” (SERAW) intends to award contract through open tender procedures for construction of a National Disposal Facility (NDF) for short-lived low and intermediate level radioactive wastes, category 2a according to Bulgarian Regulation for Safe Management of Radioactive Waste promulgated in SG 76 of 30.08.2013.The facility shall be constructed on the Radiana site, located close to Kozloduy NPP, north-west Bulgaria. SERAW has already developed a Detailed Spatial Plan, Technical Design, and initiated the Radiana site infrastructure preparation to enable and facilitate the construction of the repository. The scope of construction of Phase 1 of the NDF will involve the detailed design and construction of fully functional disposal facility, including disposal cells, their associated railed enclosures and drainage systems, waste package receipt facility, ancillary management facilities, access roads and services infrastructure and will include large soil excavation volumes of approximately 1 000 000 m3, large volume of reinforced concrete works of approximately 40 000 m3, preparation of loess-cement foundations of approximately 100 000 m3, procurement, delivery installation of large steel structures (mobile roofs), lifting equipment (cranes with capacity 40 t) and similar activities. Assignment description SERAW wants to engage Consultant to provide Services of Independent Construction Supervisor for the NDF construction works on Radiana site as required by the Bulgarian Territory Arrangement Act for first category of construction. The Consultant’s scope of services will include as a minimum the following tasks: Supervision of NDF construction works in full compliance with legal requirements valid in Bulgaria which include the following: Day-to-day monitoring to ensure compliance with relevant legislative and technical requirements and compliance with the approved design; Preparation and signing of necessary acts and protocols required during construction; Collection and storage of appropriate construction documentation – acts, protocols, testing and measurement results, conformity declarations, materials certificates etc.; Supervision of the quantities, quality and compliance of construction and installation works and materials used in the construction with approved design and technical specifications; Preparation of technical passport of the construction and final report for establishment the suitability of the construction for subsequent usage, organization and participation in the State Acceptance Commission. Monitoring, coordination and supervision of implementation of necessary measures required by Bulgarian Ordinance No. 2 dated 22 March 2004 on the Minimum Requirements for Healthy and Safe Work Conditions during the Execution of Construction and Installation Works; Review the Contractor’s detail design and as-built documentation in order to assess and verify the compliance with Detailed Spatial Plan, Technical Design and with relevant Bulgarian and European Union requirements; countersign (stamp) detailed design and as-built documentation. Assist SERAW in coordination of permits, approvals, acceptance and certificates obtaining procedures, including but not limited to organising the approval of the detailed design and as-built documentation by the relevant authorities, utilities and other stakeholders, preparation of the applications, conformity assessment reports, agreements with the relevant utilities and authorities and in coordination of NDF construction with relevant authorities and stakeholders. The Consultant shall cover all aspects of the anticipated construction works including but not limited to: Excavation works, Stability of slopes, Temporary storage for humic substance (“top-soil”) and stockpile for excess soil, Vertical planning and geodetic issues, Massive loess-cement foundation, Engineering (Technology), Lifting and handling equipment, Architecture, Building structures, Power supply and electric systems, Monitoring and Control systems, Radiation protection and radiation monitoring, Water supply and sewerage, Heating, ventilation and air-conditioning, Energy efficiency, Fire Protection, Physical Protection, Transportation roads/internal plant access roads, sites and parking areas, Health and safety and scheduling. Status of the Selection Process: Interested Consultants are hereby invited to submit expressions of interest. Assignment Start Date and Duration: The assignment is anticipated to start in December 2015 and is expected to last about 60 (sixty) months to cover the period of NDF construction. Maximum budget available for the assignment: EUR 5,000,000 (Five Million Euros) (Exclusive VAT) available for the assignment and shall be free from any and all taxes, custom duties or other fees or mandatory payments arising in or as a result of performance of services in the country of the Assignment (Bulgaria). Funding source: The contract will be financed by a Grant from the Kozloduy International Decommissioning Support Fund (KIDSF). Eligibility: Consultant selection will be carried out in accordance with EBRD Procurement Policies and Rules, with the exception of country eligibility restrictions defined in KIDSF Rules and will be open to Consultants form eligible countries as of 1 January 2015: the EU member states, Switzerland and the EBRD’s countries of operation. Consultant Profile The Consultant should be a firm or a consortium of firms with valid license/licenses for each member of the consortium for independent construction supervision in accordance with Bulgarian Territory Arrangement Act. The Consultant shall have relevant experience in all areas needed for performance of the Independent Supervision as described above in assignment description and which must be demonstrated through the following projects: Supervision of design and construction works of construction category 1, letter “d” as per article 2, paragraph 4, point 1, letter “h” of Bulgarian Regulation No1 of the Ministry of Regional Development and Public Works for classification of constructions; Independent Supervision of large and complex investment projects similar to scope expected for NDF; Independent Supervision of design and construction works and/or engineering design studies and construction of radioactive waste management facilities; Independent Supervision of construction works and/or construction works of large scale excavations and large volumes of concrete similar to those expected for NDF; Independent Supervision of design and construction works and/or engineering design studies and construction in loess formation; Independent Supervision equipment installation, testing and commissioning and similar activities for projects with the high quality requirements similar to nuclear installation; Assessment of conformity with detailed spatial plan and/or development of detailed spatial plan. Consultants (including members of the Joint Venture Partnership) and sub-consultants of the Consultants currently engaged with the designer hired by SERAW to develop the National Disposal Facility Design will not be eligible to participate in the selection process. Submission requirements: In order to determine the capabilities, experience and expertise of consultants seeking to be shortlisted in accordance with the requirements above, the information submitted shall include the following: Cover letter including full contact details, including address of the company submitting the expression of interest, phone and fax numbers, email address of contact person; Company profile, organisation structure and staffing, registry documents demonstrating continuity of ownership, history of litigation for the previous five years; Financial data and records. Audited summary balance sheets and profit and loss statements or similar statements if profit and loss statements not available, demonstrating turnover for the last 5 (five) years; Details of relevant experience and successfully completed similar assignments undertaken in the last 10 (ten) years filled in as required in the template. This General Procurement Notice is an update of the General Procurement Notice published on EBRD web site on October 13, 2014.

 

Elektoenergien Sistemen Operator EAD (the “Employer”) intends to use the proceeds of the grant funds provided by the Kozloduy International Decommissioning Support Fund (“KIDSF”), administered by the European Bank for Reconstruction and Development (the “Bank”), and its own financial resources to cover the costs of the implementation of the project “Construction of a new 400 kV power line from TPP Maritsa Iztok 2 (substation Maritsa Iztok) to substation Plovdiv” (“the Project”).

 

The Project will require procurement of goods, works and services as follows:

  1. Consultancy services for the Project Management Unit (PMU) at ESO EAD – a PMU Consultant to support the PMU in project management, procurement and technical matters, including preparation of tender documents and/or terms of reference, requests for proposals, participation in tendering and contracting procedures, monitoring and reporting, management of Project implementation;
  2. Consultancy services for construction supervision;
  3. Construction of a new 400 kV power line from substation Plovdiv to substation Maritsa Iztok.

 

The overall budget of the Project is EUR 21.60 million, 70 % of which will be financed by KIDSF and 30 % by ESO EAD. Additional EUR 150,000 will be provided for consultancy services, 100 % financed by KIDSF.

 

Procurement is expected to begin in the fourth quarter of 2015. The contract implementation period for the PMU Consultant will be 36 calendar months, for the construction supervisor – 24 calendar months, and for the construction – 20 calendar months.

 

The procurement will be carried out in accordance with the EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF Rules, and will be open to tenderers / consultancy firms from the following eligible countries as of 1 October 2015: the EU member states, Switzerland, countries of EBRD operation. All goods and services must also originate from an eligible country.

Consultant Declaration and Contact Sheet

 

All Expressions of Interest must be accompanied by the following declaration (the “Consultant Declaration”) which must be signed by an authorised representative of the Consultant along with the Contact Sheet on the last page.

 

If the Expression of Interest is submitted on behalf of a consortium or otherwise includes more than one legal entity, then the Consultant Declaration is to be submitted by the lead firm on behalf of all firms or individuals involved.  All references to the “Consultant” below shall be deemed to include all entities participating in the Expression of Interest to which it relates.

 

The highlighted sections of the Consultant Declaration should be completed and signed. Scanned versions of the signed declaration will be acceptable. The document may be submitted as part of the Expression of Interest or as an additional document. The Contact Sheet must also be completed by the lead firm.

 

Failure to submit the Consultant Declaration or the Contact Sheet may be grounds for rejection of the Expression of Interest.   If the Consultant is unable to confirm its unconditional acceptance of any point on the Consultant Declaration, it must explain why in the comments box provided.

 

The rules governing the engagement of consultants in Bank operations are set out in Chapters 1, 2, and 5 of the Bank’s Procurement Policies and Rules (“PP&R”). The full text is available via the following link:

The Consultant’s attention is drawn in particular to the following provisions:

 

A       Section 5.5 (a) of the PP&R, which reads as follows “no affiliate of the client shall be included on a short list unless it can be demonstrated that there is no potential for a conflict of interest or that the affiliate would not be placed in a position where its judgement in the execution of the assignment may be biased.”

 

B      Consultants considering entering into consortium/joint venture, sub-contracting or other similar arrangements with other firms or individuals should carefully note section 5.5 (b) of the PP&R, which can be summarised as follows:

 

  • consultants may not submit more than one expression of interest for an assignment,
  • nor may they appear as a joint venture[1] or consortium member on more than one expression of interest for a particular assignment.

 

In either of these cases, all expressions of interest containing the same consultant shall be excluded from further evaluation. Consultants may, however, be listed as sub-contractors on more than one expression of interest, in which case all expressions of interest may be further evaluated.

 

C      The Prohibited Practices provisions contained in section 2.9 of the PP&R which details the coercive, collusive, corrupt and fraudulent practices.

This General Procurement Notice is an update of the General Procurement Notice (No. 8018-GPN-17149) published on EBRD web site on 2 October 2015.

Bulgartransgaz EAD intends to use grant proceeds provided by the Kozloduy International Decommissioning Support Fund ("KIDSF"), administrated by the European Bank for Reconstruction and Development (EBRD, "the Bank") and its own funds, to construct gas pipelines with a total length of 122 km to connect the municipalities of Svishtov, Pirdop, Panagiurishte, Bansko and Razlog to the national gas transmission network (the Project).

 

The Project will require procurement of goods, works and services as follows:

1. Gas transmission pipeline to Svishtov
Scope - supply of equipment, installation, construction and commissioning of a high pressure gas transmission pipeline, automated gas regulation station (AGRS) to the town of Svishtov and auxiliary facilities.

2. Gas transmission pipeline to Panagiurishte and Pirdop

The total budget for the Project is 21.8 million EUR, 50% will be funded by KIDSF and 50% by Bulgartransgaz EAD.

Contracts to be financed with the proceeds of KIDSF Grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The Invitation for Expressions of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website dated 2 September 2016 and in the Bulgarian newspaper “Trud” on 2 September 2016.

Background: The Bulgarian State Enterprise “Radioactive Waste” (SERAW) is to construct a final repository for short-lived low and medium active radioactive wastes (NDF).   In order to enable the NDF construction SERAW plans to rehabilitate the public road II-11 between Kozloduy town and village of Harletz. The rehabilitation covers: (1) Section 1 from km 83+890 to km 89+000, By-pass of the town of Kozloduy with a length of 5.110 km – this section is presently constructed with ground stone gravelling, and from km 84+257 to km 89+000 is poorly compact asphalt concrete; (2) Section 2 - from km 89+000 to km 95+089.68 with a length of 6.090 km – the road surface is completed with asphalt concrete, with Crocodile cracks, grooves and subsidence in places. The works include development of technical design and rehabilitation of the road as per the approved design. The road shall be designed and rehabilitated with an asphalt-concrete coating, in accordance with Bulgarian standards, and taking also into account oversized loads during the NDF construction - road bearing capacity shall be able to take the additional traffic load (400 OA/day heavy trucks with loading 12t/axle) during the 5 years construction of the NDF. The rehabilitation of the public road II-11 is considered as 1 category construction letter “a” as per the Bulgarian Regulation no 1 of 30 July 2003 for classification of constructions.

Assignment description:

SERAW wants to engage a Consultant to carry out Independent Construction Supervision of the rehabilitation of the public road as required by the Bulgarian Territory Arrangement Act. The Consultant’s scope of services will include as a minimum the following tasks:

  • Independent Supervision of design works and preparation of conformity reports for constructions category 1, letter “a” as per article 2, paragraph 1, point 2 of Regulation No1 of the Ministry of Regional Development and Public Works for classification of constructions.
  • Review and assess the Technical Design for compliance with the requirements of the Territory Arrangement Act and related regulations, including the Regulation №1 of 26 May 2000 for design of roads and preparation of conformity report.
  • Supervision of rehabilitation works of public road class II in full compliance with legal requirements valid in Bulgaria which include the following:
    • Monitoring to ensure compliance with relevant legislative and technical requirements and compliance with the approved design;
    • Preparation and signing of necessary acts and protocols required during rehabilitation works;
    • Collection and storage of appropriate construction documentation – acts, protocols, testing and measurement results, conformity declarations, materials certificates etc.;
    • Supervision of the quantities, quality and compliance of construction and installation works and materials used in the construction with approved design ;
    • Preparation of technical passport of the construction and final report for establishment the suitability of the construction for subsequent usage, organization and participation in the State Acceptance Commission.  
  • Assistance to the SERAW in obtaining approvals by the relevant authorities and assistance in obtaining construction permit.
  • Monitoring, coordination and supervision of implementation of necessary measures required by Bulgarian Ordinance No. 2 dated 22 March 2004 on the Minimum Requirements for Healthy and Safe Work Conditions during the Execution of Construction and Installation Works;
  • Review the as-built documentation in order to assess and verify the compliance with the approved design and with relevant Bulgarian requirements; countersign (stamp) as-built documentation.

 

Status of the Selection Process: Interested Consultants are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The assignment is anticipated to start in December 2016 and is expected to last about 12 (twelve) months.

Maximum budget available for the assignment: EUR 150 000 (one hundred and fifty thousand Euros) (Exclusive VAT) available for the assignment and shall be free from any and all taxes, custom duties or other fees or mandatory payments arising in or as a result of performance of services in the country of the Assignment (Bulgaria).

Funding source: The contract will be financed by a Grant from the Kozloduy International Decommissioning Support Fund (KIDSF).

Eligibility: Consultant selection will be carried out in accordance with EBRD Procurement Policies and Rules and will be open to firms from any country. This Invitation for Prequalification follows the General Procurement Notice for this project, 7674-GPN-17149-R3 which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/pages/workingwithus/procurement/project.shtml) on 9th   August 2014.
 
State Enterprise Radioactive Waste (SERAW), hereinafter referred to as “the Client”, intends using part of the proceeds of a grant from the Kozloduy International Decommissioning Support Fund (KIDSF), administered by the European Bank for Reconstruction and Development (the Bank), towards the cost of the National Disposal Facility.
 
The Client intends to prequalify firms and consortia to tender for the following contract, hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the grant: Construction of Phase 1 of the National Disposal Facility.
 
The National Disposal Facility will be located at Radiana site, adjacent to Kozloduy NPP, Kozloduy Municipality. Phase 1 of the National Disposal Facility is designed for disposal of waste packages from the decommissioning of Units 1-4 of Kozloduy NPP.
 
Implementation of the Contract will involve the establishment of fully functional facilities of phase 1 of the National Disposal Facility, including disposal cells, their associated railed enclosures and drainage systems, waste package receipt facility, ancillary management facilities, access roads and services infrastructure. Waste processing (treatment and conditioning) is not envisaged for the National Disposal Facility. The facility is designed for disposal of waste packages conditioned elsewhere.
 
The Technical Design Documentation for the NDF was developed under a separate project by the Consortium comprising Westinghouse Electric Spain S.A.U, DBE Technology GmbH of Germany and ENRESA.
 
These Requirements are for the supply of the following (“the Works”):
a)         implementation of preparatory ground works;
b)         production of Fabrication and Manufacturing Documentation for Phase I of the
NDF and its associated services, systems, infrastructure and equipment;
c)         construction of  Phase I of the NDF;
d)         procurement and installation of internal services and systems;
e)         construction of external works and connections to site utility networks;
f)          procurement and installation of overhead cranes and equipment;
g)         carry out personnel training, start-up trials and non-active equipment testing activities for and handover of the completed Phase I NDF to the Employer.
 
Prequalification and tendering for contracts to be financed with the proceeds of a grant from the KIDSF. Scope and content:

  • Replacement of three obsolete bucket-wheel excavators of the SRs 1200 type by one new bucket-wheel excavator of the SRs 2000 type at “Troyanovo-North” Mine.
  • Purchase of new bucket-wheel excavator of the SRs 200 type for the secondary removal of 50 mln.m3 overburden from the internal dump sites along the southern border of the “Troyanovo-North” Mine.

The Municipality of Plovdiv intends using the proceeds of a loan from the European Bank for Reconstruction and Development for a project to finance the construction, rehabilitation and modernization of urban roads in Plovdiv.

In November 1999, the Bulgarian Government and the European Commission signed a Memorandum of Understanding, in which the Bulgarian Government undertook a firm commitment to close and decommission Units 1 - 4 of the Kozloduy Nuclear Power Plant (KNPP) at the earliest possible dates. The Kozloduy International Decommissioning Support Fund (KIDSF) has been established and is administered by the European Bank for Reconstruction and Development (EBRD). One of the purposes of this Fund is to finance, or co-finance preparation and implementation of selected projects, which would require procurement of Goods, Works and Services for modification of existing plant systems, design and construction of decommissioning facilities, including the National Disposal Facility, in an environmentally safe and cost effective manner, definition and procurement of dismantling and decontamination technologies and equipment.

State Enterprise Radioactive Waste SE (SERAW) is responsible for the Kozloduy NPP Units 1-4 Decommissioning Programme and the National Disposal Facility.

Concrete Core Sampling Analyses (Project 24) This project is for the provision of services of a specialist contractor to carry out core sampling and analysis of concrete structures, e.g. the reactor pond walls and other structures which come into contact with contaminated water to determine the depth of any contamination to allow the decommissioning of the structures to be accurately planned. Supply of Equipment for Treatment of Accumulated Quantities of Radioactive Sludge at KNPP Units 1-4 (Project 28) This project is for the supply of equipment for: Retrieval of the radioactive sludge and residues from the places, where they currently are and their feeding to the inlet of the treatment facility; Treatment of the radioactive sludge and residues and treatment of the generated secondary RAW into forms that will be suitable for further transportation, storage and/or disposal. Independent Infrastructure Separation between Kozloduy NPP and SERAW (Project 35) This Project governs design, equipment supply, installation and commissioning of utilities, needed for the separation of the external grids of the technical infrastructure of the station-wide buildings and facilities of Kozloduy NPP from SERAW. Supply of Lifting and Transportation Equipment (Project 38) This project is for the procurement of and Engine Powered Lift Truck having 25t to 30t loading capacity to ensure safety effective and economically efficient transport of dismantled materials. Refurbishment of DGS-1 Equipment for Use of the Building for Decommissioning (Project 39) This project is to assure the preparation of the dismantling of the equipment of DGS-1 and the refurbishment of the building for decommissioning purposes. The project includes: Design and refurbishment of DGS-1 Building and the installation and commissioning of the utility systems for the Building. Restoration of Hydro Insulation of Turbine Hall and Reactor Building of KNPP UNITS 1-4 (Project 43) This Project will cover the removal of the old damaged roof insulation of the Turbine Hall and Reactor Buildings and their replacement with a new insulation as per state-to-the-art technologies. Preparation of Detailed Design for Dismantling of Equipment in the Controlled Areas of KNPP Units 1-4 (Project 44) The task of this project is the preparation of a Detailed Design packages for Dismantling of systems and components in the Controlled Areas of KNPP Units 1-4. The project must ensure safety execution of the dismantling activities not only for the contaminated but for the activated systems as well. The waste acceptance criteria of the National Disposal Facility do not envisage acceptance of large size activated items and containers different that the current licensed containers. The waste management approach must be analyzed and the correspondence decisions must be proposed. The estimated total budget for the above projects is 25 Million Euros. National Disposal Facility (NDF / Repository) projects Site Preparation for Construction of National Disposal Facility: Preparation of Radiana site for the subsequent construction of the National Disposal Facility, including provision of electrical supply, water supply, provision of heating supply from district network, provision of sewage and rainwater pond connection to discharge-points, implementation of relocation and rehabilitation works, design for removal of existing water channel construction of new temporary road and design and construction rehabilitation of existing road. Design of multi-layer test cover of NDF at Radiana site This project includes development of conceptual and detailed design for two variants of multi-layer cover of National Disposal Facility and development of detailed program for long term testing at Radiana site. Construction of Phase 1 of the National Disposal Facility This project includes civil construction works, supply, installation, commissioning and testing of equipment, and commissioning of the National Disposal Facility. Elektroenergien Sistemen Operator EAD (“the Employer”, “ESO EAD”) intends to use the proceeds of the Grant, provided by the Kozloduy International Decommissioning Support Fund (“KIDSF”), administered by the European Bank for Reconstruction and Development (“the Bank”), to cover the costs of the project for Construction of a new 400 kV power line from TPP Maritsa East 2 (s/s Maritsa East) to s/s Plovdiv (“the Project”). ESO EAD established a Project Management Unit (PMU) in order to manage, coordinate and monitor all aspects of the Project implementation. 

ESO EAD intends to engage a Consultant (PMU Consultant) to support the PMU in the preparation and implementation of the Project.

 

Assignment Description:

The PMU Consultant shall assist the PMU during the procurement preparation and implementation of the Project through:

  • Assistance and advice during the preparation of the procurement documents for selection of construction supervisor and contractor for the construction of the new 400 kV power line from TPP Maritsa East 2 (s/s Maritsa East) to s/s Plovdiv, including review, comments, corrections and suggestions on the compliance with the EBRD Procurement Policies and Rules and the FIDIC conditions of contract;
  • Assistance to the PMU during the selection of construction supervisor and the tender procedure for selection of contractor for the construction of the new 400 kV power line from TPP Maritsa East 2 (s/s Maritsa East) to s/s Plovdiv, and in respect of the conformity with the EBRD Procurement Policies and Rules; review of the drafted contracts with the selected contractors;

This Consultancy Assignment will be financed with grant resources from KIDSF and shall be free from any and all taxes, custom duties or other fees or mandatory payments arising in or as a result of performance of services in the country of the Assignment (Bulgaria).

 

Funding: The contract will be financed from a grant from the Kozloduy International Decommissioning Support Fund (“KIDSF”).

 

Eligibility: Consultant selection will be carried out in accordance with the EBRD Procurement Policies and Rules and will be open to firms from any country. The proceeds of the KIDSF Grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Employer's country.

 

Consultant Profile: Corporate services are required.

The Consultant must demonstrate experience and knowledge for the last 10 (ten) years in the following areas:

  • procurement and contract management in line with the rules of EU and international financial institutions, such as the World Bank, EBRD or EIB and with the FIDIC conditions of contract;
  • project management in energy sector;
  • technical knowledge and expertise in the construction of linear electricity infrastructure;
  • good knowledge of the Bulgarian legislation related to the implementation of investments in the electricity sector.

Each of the requested experience areas above shall be demonstrated at least within one completed assignment.

Submission Requirements: Consultants seeking to be selected shall provide the following information in order to determine their capabilities and experience:

INVITATION FOR TENDERS BULGARIA Plovdiv Roads Rehabilitation Project INVITATION FOR TENDERS Works related to the rehabilitation of Ruski, Komatevsko and Shesti Septemvri Boulevards and to the completion of Severen Boulevard, Plovdiv, Bulgaria This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on the 9th of February 2015 and updated on the 17th of July 2015. Plovdiv Municipality, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Plovdiv Roads Rehabilitation Project - Works related to the rehabilitation of Ruski, Komatevsko and Shesti Septemvri Boulevards and to the completion of Severen Boulevard, Plovdiv, Bulgaria. Contract Conditions: FIDIC Conditions of Contract for Construction, 1st edition 1999, Red Book Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: Financial Situation: Average Annual Turnover. The Tenderer shall have an average annual turnover (defined as billing for works in progress and completed) over the last 5 years of not less than EUR 20,000,000 equivalent (annual average exchange rate published by the European Central Bank); Financial Resources. The Tenderer shall demonstrate that he has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than EUR 2,000,000 equivalent (annual average exchange rate published by the European Central Bank) taking into account the applicant's commitments for other contracts. The lead partner of a JVCA shall meet not less than 60 per cent of the qualifying criteria related to Financial Situation. Plovdiv Roads Rehabilitation Project

 

Supervision of Works

 

The Invitation for expressions of interest follows the General Procurement Notice No. 7809-GPN-44851 for this project which was updated in Procurement Opportunities, on the EBRD’s web-site on February 9, 2015 and in the Supplement to the Official Journal of European Union (OJ/S).

 

The City of Plovdiv intends using the proceeds of the loan towards the cost of Plovdiv Roads Rehabilitation Project

 

The Project ds consist in the following:

  1. Road Rehabilitation and Construction Works comprising rehabilitation/upgrading works of three city boulevards with a total length around of 5 km:
  • Major repair and widening of Komatevsko shosse Blvd. – Stage I;
  • Reconstruction of Shesti Septemvri Blvd.;
  • Major repair of Ruski Blvd.;
  1.  and new construction for the extension of a fourth boulevard over 2.2 km:
  • Reconstruction of Severen Blvd. – Stage I;

 

The works will comprise rehabilitation / construction of road system (including carriageway, sidewalks, bicycle lanes, parking places, etc.), rehabilitation / extension of water and sewerage networks, rehabilitation / extension of public lighting in accordance with the existing detailed design, including Specifications, Drawings and Bill of Quantities.  All the works are intended to be performed under a single works contract based on FIDIC RED Conditions of Contract for Construction, June 2010.

 

The main objective of the assignment is the supervision of works to be executed under the Project.  

 

The Consultant will be required to undertake the role of the “Engineer” as defined in the FIDIC RED Conditions of Contract as well as to ensure the Independent Construction Supervision in accordance with Bulgarian Territory Arrangement Act.

 

The Services  shall include, but not be limited to the following: (a) establishment of systems of managerial control for works contract, (b) the Engineer’s administration of Contract, (c) control over estimated works quantities and contract outcome costs, in monitoring the progress of the Works  and technical records; (d) control and acceptance of contractor’s interim and final payment certificates; (e) the acceptance and/or approval of Contractors’ key staff, insurances, guarantees, licenses, programs, method statements, traffic management plans, safety measures,  suppliers and materials for incorporation in the works, the quality assurance and control plans, laboratory provisions and execution of the testing program, subcontractors, plant, equipment and environmental protection; (f) direct supervision of the works and monitoring of progress; (g) the preparation of progress, technical and contractual reports, (h) execution of the  control tests of all materials intended for incorporation into permanent works and the all executed works, (i) assisting the Municipality in the reporting (technical, financial, environmental, i.e.) to EBRD on administration  of  works contract and other Health and Safety matters .

 

The assignment is expected to start in November 2015 and last about of 60 months (including 24 months for the defect notification period).

 

The contract will be financed 50% from EBRD loan and 50%by the City of Plovdiv (50%) and consulting firms from any countries are eligible for shortlisting and selection.

In order to determine the capability and experience of Consultants to be shortlisted, the information submitted should include the following:

1. Company/group of firms' profile, organisation and staffing (max. 2 - 4 pages).

2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.

3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

 

The expression of interest shall not exceed 25 pages (excluding CVs Consultant Declaration and Contact Sheet).

In order to successfully implement the assignment, it is envisaged that the consultant’s team will consist of the following experts:

  • 1 (one) Team Leader / Resident Engineer - Civil Engineering Degree; minimum 10 years of experience under similar assignments; minimum 1 assignment as Team Leader/ Resident Engineer;
  • 1 (one) Quantities Surveyor - Civil Engineering Degree; minimum 7 years of experience under similar assignments; minimum 1 assignment as Quantities Surveyor;
  • 1 (one) Road Inspector - Authorized in accordance with Bulgarian Territory Arrangement Act; minimum 5 years of experience under similar assignments;
  • 1 (one) Water and Wastewater Inspector - Authorized in accordance with Bulgarian Territory Arrangement Act; minimum 5 years of experience under similar assignments;
  • 1 (one) Electrical Works Inspector - Authorized in accordance with Bulgarian Territory Arrangement Act; minimum 5 years of experience under similar assignments.

It is recommended that the Consultant’s experts to have good knowledge of FIDIC Conditions of Contract – Red Book / IFI Conditions of Contract and fluency in English and Bulgarian.

 

Also, the Consultant shall envisage the group of following technical support staff:

  • 1 (one) Surveyor;
  • 1 (one) Traffic Engineer;
  • 1 (one) Health & Safety Expert;
  • 1 (one) Quality Assurance Engineer;
  • 1 (one) Financial Expert;
  • Short-term experts;
  • Administrative Staff;

 

Consultant's Profile:

The Consultant should be a firm or a consortium of firms with valid license for at least one member of the consortium for independent construction supervision in accordance with Bulgarian Territory Arrangement Act.

 

The Consultant shall simultaneously comply with the following minim requirements:

  • The Consultant shall have experience in minimum 1 (one) contract related to the supervision of works for construction/ rehabilitation/ modernization of urban roads in the last 3 (three) years;
  • The Consultant shall have experience in minimum 1 (one) contract related to the supervision of works for putting in place/ replacing/ modernization of public utilities (water/wastewater & lighting) in the last 3 (three) years;
  • The Consultant shall have experience in minimum 1 (one) contract demonstrating knowledge of the local building regulations . 

 

The complete expression of interest (including CVs, Consultant Declaration and Contact Sheet) should be submitted, in English via email (pdf) to the Client's contact person, to reach the Client not later than the closing date. The expression of interest shall be one file (pdf). The Client reserves the right to reject applications of firms submitting more than one file. Only if any limitation on the permissible file size is exceeded, the Consultant may split the expression of interest into further files. In case of discrepancy, the English language version of the documentation, will prevail.

 

Evaluation criteria of EOIs:

1) Company Profile - 10%, out of which (a) years of experience in the filed - 5% and (b) backstopping  capacity (number of qualified permanent staff, presence of  local office in the country, availability to qualified experts, etc)  - 5%;

2) Experience - 50%, out of which (a) experience of the Consultant under similar assignments related to urban roads - 25%; (b)  and (2) experience of the Consultant under similar assignments related to urban utilities networks - 15% and (c)  experience of the Consultant  in the region - 10%;

3) Access to qualified experts:  - 40%,

 

To demonstrate access to qualified experts the Consultants shall provide at least once CV for each position required for the implementation of the contract, as indicated above.

Procurement procedure: Procurement of the consultancy services will be conducted through the procedures as specified in the EBRD’s Procurement Policies and Rules (PP&R) dated October, 2014.

 

One shortlist of qualified firms will be prepared on the response to this invitation, after which short-listed firms will be invited to submit their proposals.

 

If the Consultant has been found by a judicial process or other official enquiry to have engaged in any of the Prohibited Practices as defined in the EBRD PP&R, details of the basis for the outcome of such process or enquiry shall be provided with the expression of interest.

 

The Employer reserves the right not to shortlist consulting firms that have been found to have engaged in any of the Prohibited Practices regardless of the results of technical evaluation of the expressions of interest.
