This General Procurement Notice is an update of the General Procurement Notice published on EBRD web site on 13 October 2014, as updated on 15 October 2015 and on 20 January 2016.

Elektoenergien Sistemen Operator EAD (the "Employer") intends using the proceeds of the grant funds provided by the Kozloduy International Decommissioning Support Fund ("KIDSF"), administered by the European Bank for Reconstruction and Development (the "Bank"), and its own financial sources toward the cost of the Project for: "Construction of a new 400 kV power line from TPP Maritsa Iztok 2 (substation Maritsa Iztok) to substation Plovdiv" ("the Project").

The Project includes procurement of following contracts:

  1. Consultancy services for construction supervision (estimated contract value up to  60,000 EUR);
  2. Construction of a new 400 kV power line from substation Plovdiv to substation Maritsa Iztok (estimated contract value up to 21,600,000 EUR).

70 % will be financed by KIDSF and 30 % by ESO EAD. Consultancy services will be 100 % financed by KIDSF.

Procurement is expected to begin in the second quarter of 2017. The contract implementation period for the construction supervisor will be 24 calendar months, and for the construction - 20 calendar months.

Contracts to be financed with the proceeds of KIDSF Grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the KIDSF Grant will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

Construction of three gas transmission pipelines in Bulgaria

This General Procurement Notice is an update of the General Procurement Notice (No. 8018-GPN-17149) published on EBRD web site on 2 October 2015.

Bulgartransgaz EAD intends to use grant proceeds provided by the Kozloduy International Decommissioning Support Fund ("KIDSF"), administrated by the European Bank for Reconstruction and Development (EBRD, "the Bank") and its own funds, to construct gas pipelines with a total length of 122 km to connect the municipalities of Svishtov, Pirdop, Panagiurishte, Bansko and Razlog to the national gas transmission network (the Project).

 

The Project will require procurement of goods, works and services as follows:

1. Gas transmission pipeline to Svishtov
Scope - supply of equipment, installation, construction and commissioning of a high pressure gas transmission pipeline, automated gas regulation station (AGRS) to the town of Svishtov and auxiliary facilities.

2. Gas transmission pipeline to Panagiurishte and Pirdop
Scope - supply of equipment, installation, construction and commissioning of a high pressure gas transmission pipeline, AGRS to the town of Panagiurishte, AGRS to the town of Pirdop and auxiliary facilities.

3. Gas transmission pipeline to Bansko and Razlog
Scope - supply of equipment, installation, construction and commissioning of a high pressure gas transmission pipeline, AGRS to the town of Razlog, AGRS to the town of Bansko and auxiliary facilities.

The total budget for the Project is 21.8 million EUR, 50% will be funded by KIDSF and 50% by Bulgartransgaz EAD.

Procurement is expected to begin in the second half of 2016.

Contracts to be financed with the proceeds of KIDSF Grant will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. Construction of a Small Hydro Power Plant on the Iliina River

The Rila Holy Cloister in Bulgaria (the "Employer") intends to use the proceeds of the grant funds provided by the Kozloduy International Decommissioning Support Fund (the "KIDSF"), administered by the European Bank for Reconstruction and Development ("EBRD" or the "Bank") under Grant Agreement No. 033 towards the cost of the Project for Construction of a Small Hydro Power Plant on the Iliina River for the Secure and Reliable Energy Supply and for the Energy Efficiency Improvements of the Rila Holy Cloister and the Rila area.
